This paper presents a fast block-based motion estimation algorithm based on a bit plane technique. This algorithm can produce the eligible candidates for finding the enhanced motion vectors. The proposed method translates the expensive 2-D block-matching problem to a simpler 1-D matching by choosing some blocks as eligible candidates and eliminating the others. The bit-plane idea combined with the enhanced motion vector leads to a novel motion estimation algorithm. This novel offers computational scalability through two parameters, so the speed/performance trade-off of the proposed method can easily be controlled. Experiments show that the proposed method is several times faster than the full search algorithm and it produces a better prediction performance. There are some cases that existing motion estimation techniques obtain a false motion vector with a huge prediction error, while the proposed method can find an enhanced motion vector with an excellent accuracy.

Enterprise software infrastructure traditionally comprises a number of independent systems in order to support customer needs and business processes complicating this way productivity, performance and maintenance. Instead there are hypermedia facilities based on widespread standards that provide over a user-friendly, well-known framework richer functionality and features. In the paper, we present the design, implementation and evaluation of the combined use of web services and adaptive web-based techniques. We describe a large-scale hypermedia framework that improves the efficiency and performance of conventional enterprise activities like customer services (registration, activation, billing, support) and document management. The presented approach aims to cover these fundamental needs for a network of customers, collaborators and intranet employees.

Existing information retrieval methods are mainly based on either term similarity or latent semantics. To reduce irrelevant information searched, this paper presents a new approach for information retrieval by applying the methodology of association rule mining to a text database. Association semantics among terms of a document and a query are considered, such that the semantic similarity between the document and query may be reduced if they are somewhat irrelevant.

A new Huffman coding and decoding technique is presented. There is no need to construct a full size Huffman table in this technique; instead, the symbols are encoded directly from the table of code-lengths. For decoding purposes a new Condensed Huffman Table (CHT) is also introduced. It is shown that by employing this technique both encoding and decoding operations become significantly faster, and the memory consumption also becomes much smaller compared to the normal Huffman coding/decoding.

In this paper, a new algorithm to route traffic efficiently is proposed. The proposed algorithm finds additional routes to the destination and identifies the critical links in the network that are responsible for congestion. The traffic in the network is routed through the paths that have no or least number of critical links. This avoids congestion in the critical links and increases the performance of the network. The performance of the algorithm is compared with the shortest path (Dijkstra's) algorithm.

The semantic information in videos is useful for content-based video retrieval and summarization. Traditional image/video understanding is formulated in terms of low-level features describing the structure and intensity of the input image/video. The way to generate the high-level knowledge such as common sense and human perceptual knowledge is one of the most difficult problems This paper attempts to bridge this gap through the integration of image analysis algorithms and multi-level semantic network (SN) to interpret the semantic meaning of the baseball video.

The role of the system architect is key to the success of projects. But it has not received the attention necessary to define it separately from the roles of other key players, such as the role of project manager. To remedy this lack of study, IEEE Computer Society has attempted, lately, to define software engineering processes. It is the author's opinion that it is the system architect role that should have been studied and articulated rather than the detailed processes. It is recommended that the SWEBOK process be refocused to further define the role.
