Knowledge management is very important in the consulting business. On the one hand knowledge is the crucial factor of production that differentiates consulting companies from their competitors. On the other hand knowledge management is a consulting service that can be sold to other companies. A holistic approach for the introduction and establishment of knowledge management in consulting companies is presented that covers changes in organization, roles, processes and information technology. It focuses on an innovative approach to capturing implicit knowledge with intelligent software agents.

Novel synchronous coding schemes are introduced and relationships between optimal synchronous codes and Huffman codes are also discussed. Although the problem of existence of optimal synchronous codes has not been resolved yet, we show that any synchronous code can consider as an optimal synchronous code for some information source and that there always exist optimal synchronous codes for the information source with a dyadic probability distribution. Comparing with Huffman coding, the synchronous coding is used not only for statistical modeling but also for dictionary methods. Moreover, it is proven that breaking a synchronous code is NP-complete.

To extract informative terms through known relevance information for query expansion is an important issue in the design of an effective text retrieval system. Various discriminant functions have been developed as a device for eliciting good terms. In this paper the notion of informativeness of terms is interpreted and discriminant functions are formalised both based on information-theoretic ideas for automatic query expansion. Preliminary results show that the approach adopted in this paper is worthy of continued investigation.

We are interested in the problem of sub-image retrieval (CBSIR), i.e., given a query image one must find the best candidate images that contain that query image. We use two kinds of image feature vectors: global color histograms and autocorrelograms and experimented with several distance measures for both feature vectors in our experimental system. After extensive experimentation we found that using autocorrelograms with the so-called S/sub 1/ distance measure yielded excellent results for sub-image retrieval with an acceptable processing overhead.

For pt.I. see itcc, IEEE proceeding, p. 529-36 (April 2001). In this paper, we develop an algorithm for t-error correcting/d-error detecting and all unidirectional error detecting (t-EC/d-ED/AUED) codes in the framework of neural work. As t-EC/d-ED/AUED codewords are formed by concatenation of information bits and one or more groups of check bits depending on how we want to construct code, we demonstrate neural network algorithms for constructing, detecting and correcting codes. As a continuation of the previous paper, we present an algorithm, code construction, detecting and correcting for 2EC/5ED/AUED code II. We also plan to present for other codes with more examples in near future as well.

Machine translation (MT) is an automatic process that translates from one human language to another by using context information. We empirically evaluate the use of an MT-based approach for query translation in an Arabic-English cross-language information retrieval (CLIR) system, called ALKAFI, using the TREC-7 and TREC-9 topics and collections. The effect of the query length on the MT performance is also investigated in order to explore how much context is actually required for successful MT processing.

This paper presents the design of an MPEG-4 multicast streaming system. The signalling and delivery layer of this system conforms to the recommendations made by Part 6 of the MPEG-4 standard - the Delivery Multimedia Integration Framework (DMIF). We present the issues involved in designing our multicast streaming server and client taking into account the levels of abstraction required. The system enables multi-client transparent media streaming across the Internet through its data and control planes. This is done through extending the DMIF layer to provide multicast group functionality and signalling.

This paper proposes a joint source and channel coding (JSCC) method for MPEG-2 video transmission. Based on the current channel status, this JSCC method finds the best source and channel code rate distribution. Due to the different bit error sensitivity of the source code, we apply unequal error protection (UEP) for the source bits by using so-called rate compatible punctured convolution (RCPC) channel coder for efficient protection during channel transmission. In the simulations, we illustrate that under the conditions of the same channel status and total bit rate, our method provides the minimal overall distortion of the MPEG-2 video compared to the equal error protection (EEP) coding.

This paper provides results from a study analyzing current trends in multimedia Web searching. The following results were found: (1) multimedia searches are more complex than general searches in queries per user session and terms per query, and (2) audio queries are the most popular type of multimedia queries (compared to video and image queries) in the number of queries submitted and query durations.

The concept of virtual private networks offers a simple and cheap alternative to dedicated secure networks in corporate networks and Internet environments. The choice, however, of authentication and encryption techniques and protocols affect issues such as data throughput and performance throughout the network. This paper looks into the effects of video and audio streaming on performance, while deploying secure communications. Two operating system platforms are implemented in this investigation: Novell Netware and Windows 2000. Performance of the two arrangements is, subsequently, analyzed and evaluated.
