We examine the issues of combining multiple query representations in a single IR engine. Differing query representations are used to retrieve different documents. Thus, when combining their results, improvements are observed in effectiveness. We use multiple TREC query representations (title, description and narrative) as a basis for experimentation. We examine several combination approaches presented in the literature (vector addition, CombSUM and CombMNZ) and present a new combination approach using query vector length normalization. We examine two query representation combination approaches (title + description and title + narrative) for 150 queries from TREC 6, 7 and 8 topics. Our QLN (Query Length Normalization) technique outperformed vector addition and data fusion approaches by as much as 32% and was on average 24% better. Additionally, QLN always outperformed the single best query representation in terms of effectiveness.

Web-based information systems (WIS) are now widely used for diffusing and processing information over the network. Methodological guidelines which assist WIS developers in their task must take into account the specificities of WIS (hypermedia structured information, navigation features, etc.). This paper presents KIWIS, a generator of WIS, which addresses the issue of designing and automatically deploying such WIS. Using KIWIS, designers can specify, at a conceptual level, the features of the WIS to be generated. The features are made operational by KIWIS by instantiating different models dedicated to the description of the application domain, the expected functionalities, and some features concerning adaptability. Any WIS described and generated with KIWIS can be considered adaptable since users can progressively access the content of information while the presentation of information respects the graphical charters selected or defined by users.

Distributed digital libraries allow users to access data of different modalities, from different information sources, and ranked by different criteria. Most applications make too many assumptions, and need too much information. We assume that each information retrieval model is satisfactory in its own context. Based on this assumption, we propose two results processing methods: Ranking by Sources (RBS) and Simply Merging Results (SMR). In RBS, we define satisfied ranking, which is the ranking satisfying most source rankings, and satisfied distance, which indicates how a specific source ranking suits the satisfied ranking. RBS groups the results by the ranked sources, which is sorted by their satisfied distances. In SMR, for each result, we substitute the normalized score for its original scores, and then merge them using normalized scores. The experiment showed that our methods are very feasible in the rapid expanding distributed digital libraries.

Internet Cache Protocol (ICP) is useful for constructing a cooperative cache environment on the Internet. The proxy servers exchange ICP queries and replies in order to share the cached objects with others. However, the required bandwidth of the ICP procedure in the cooperative environment is fixed no matter how high or low the ICP hit rate is. We propose a querying filter mechanism to select proper ICP queries before sending them out. With the querying filter scheme, every proxy server builds a status table to store favorite Web hosts of its neighbors. When the original hosts are requesting, those objects will be delivered freely in order to keep the ICP hit rate stable. Other queries have to be filtered for decreasing additional traffic cost. By doing so the unqualified queries will be filtered and the network bandwidth can be saved; this eventually raises the utilization of the ICP mechanism.

Although the emerging Internet Protocol version 6 (IPv6) includes provision for quality-of-service (QoS) control capabilities, there is much uncertainty surrounding its widespread acceptance. The Internet is becoming an increasingly popular communication medium due to its wide geographic coverage and continuous availability. However, it is also a harsh environment for transmission of high-bandwidth video data due to severe and time-varying network constraints. Since the best-effort nature of the current Internet does not offer any QoS guarantees, it is necessary to provide sender/receiver-based QoS control to provide adequate video play-out quality at the receiver. In this paper, we investigate current QoS control techniques and propose an integrated approach to this problem.

Modern organisations currently face a multitude of technologies that are seeking to climb on to the budgetary agenda of management boards. Two of the main contenders are enterprise resource planning (ERP) and e-business related technologies. There appears to be a misunderstanding, which has not been well-publicised, regarding the relationship between ERP and e-business, particularly the viewpoint that ERP is a platform for e-business. This paper, based on research from an ongoing information systems (IS) investigation project at a large multinational company, examines this relationship. The paper discusses different scenarios of ERP implementation status that organisations may find themselves part of. It examines the components of e-business success, namely the visibility of information, processes and technology that will be either enabled or restricted by ERP. What transpires from this research is that, for many start-ups, e-business becomes synonymous with business in general. We argue that e-business should form part of the corporate strategy and that an IS or IT strategy should form the basis for determining ERP implementation structures, thereby ensuring that e-business requirements become the platform for ERP.

The effectiveness of restoration techniques mainly depends on the accuracy of the image modeling. One of the most popular degradation models is based on the assumption that the image blur can be modeled as a superposition with an impulse response H that may be space variant and its output is subject to an additive noise. Our research aimed at the use of statistical concepts and tools for developing a new class of image restoration algorithms. Several variants of a heuristic scatter matrix based algorithm (HSBA), the algorithm HBA that uses the Bhattacharyya coefficient for image restoration, the heuristic regression based algorithm for image restoration and new approaches of image restoration based on the innovation algorithm are reported. The LMS type algorithm AMVR is presented. A comparative study is performed and reported on the quality and efficiency of the presented noise removal algorithms.

Content-based video indexing and retrieval has its foundations in the analyses of the prime video temporal structures. Consequently, technologies for video segmentation and key-frame extraction have become crucial for the development of advanced digital video systems. Conventional algorithms for video partitioning and key-frame extraction are mainly implemented autonomously. By focusing the analysis on compressed video features, this paper introduces a real-time algorithm for scene change detection and key-frame extraction that generates frame difference metrics by analysing the statistics of the macro-block features extracted from an MPEG compressed stream. The key-frame extraction method is implemented using difference metrics in curve simplification by means of a discrete contour evolution algorithm. This approach resulted in a fast and robust algorithm. Results of computer simulations are reported.

Traditional MPEG-2 video compression uses test model 5 (TM5) as the rate-control algorithm, which does not consider the perceptual quality of the compressed sequence. This paper proposes a new rate-control algorithm, which integrates TM5 with the Watson's digital-video-quality (DVQ) metric. As a proponent of the VQEG (Video Quality Expert Group), the Watson's DVQ is a subjective quality metric based on the human visual system (HVS) which estimates the perceptual quality of human viewers. Simulation results indicate that the proposed algorithm outperforms TM5 for low-motion video sequence, and performs about the same as TM5 for high-motion video sequences.

Quality is subjective, Quality can be objectified by the industry standards process represented by such consumer items as compact disc ("CD") and digital versatile disc ("DVD"). What is lacking is a means for not only associating the creation of valued intangible assets and extensions of recognition but establishing responsibility for copies that may be digitized or pass through a digital domain. Digital watermarking exists at a convergence point between piracy and privacy. Watermarks serve as a receipt for information commerce. There is not likely to be a single digital watermark encoding scheme that best handles the trade-offs between security, robustness, and quality but several architectures to handle various concerns. The most commercially useful watermarking schemes are keybased, combining cryptographic features with models of perception. Most importantly, in audio watermarking there currently exists mature technologies which have been proven to be statistically inaudible. In this paper, a description of several of the decoding system applications, and why watermarks are a necessary feature of any workable market for the commercial exchange of content is highlighted.
