With the rapid development of Cross-Border e-Commerce (CBEC) in the past decade, the governments all over the world actively develop various supporting policies. It is necessary for commercial banks and financial institutions to innovate their ideas and business models so as to better adapt to development of CBEC, due to their role of providing financing and settlement services. This article analyzes the different modes of financing and settlement methods and some existing problems of CBEC in China, and then proposed some countermeasures, e.g., ensuring the financial security, establishing an international regulatory cooperation and dispute settlement mechanisms and optimizing the process of online financing services for CBEC, etc.

Fueled by the surge of ever expanding successful applications of deep neural networks and the great computational power demanded, modern computer processors and accelerators are beginning to offer half precision floating point arithmetic support, and special units (neural engines) such as NVIDIA TensorCore on GPU and Google Tensor Processing Unit (TPU) to accelerate the training and prediction of deep neural networks. It remains unclear how neural engines can be profitably used in applications other than neural networks. In this paper we present an endeavor of accelerating and stabilizing a fundamental matrix factorization on neural enginesthe QR factorization-which may open doors to much wider relevance to scientific, engineering, and data science. We show that traditional Householder QR algorithms and implementations do not have the necessary data locality, parallelism, accuracy, and robustness on neural engines which are characterized by extreme speed and low precision/range. We demonstrate that neural engines can be effectively used to accelerate matrix computations (QR 3.0x-14.6x speedup compared to cuSOLVER, reaching up to 36.6TFLOPS);however different algorithms (recursive Gram-Schmidt) are needed to expose more locality and parallelism, even at the cost of increased computations. Moreover, scaling, iterative refinement, and other safeguarding procedures are also needed to regain accuracy and avoid overflowing. Our experience seems to suggest that presently with neural engines the matrix factorizations (QR, LU, Cholesky) are best to be co-designed with its applications (linear solver, least square, orthogonalization, SVD, etc) to achieve high performance and adequate accuracy and reliability.

Food safety is a major problem concerning people's livelihood. With the advent of the era of Internet, many people choose to order food online, while the regulation of online food safety is faced with enormous challenges. Through the analysis of the comments data from third-party platform, a food safety evaluation dataset of violation and risk is constructed. In order to find the relationship between the comment data and risks level of online food, a novel parallelized distributed long and short term memory network model is proposed to predict the risk value of merchants, and an early warning system for network takeout merchants is established.

Due to the serious information overload problem caused by the rapid development of the Internet, recommender system (RS) has been one of the most concerned technologies in the past decade. Accompanied with the prevalence of social networks, social information is usually introduced into RS to pursue higher recommendation efficiency, yielding the research of social recommendations (SoR). Almost all of existing researches of SoR just consider the influence of social relationships, yet ignoring the fact that correlations exist among item attributes and will certainly influence social choices. Therefore, this work introduces the graph neural networks to enhance matrix factorization-based recommender systems. And the proposal in this work is named GNN-MF for short. The user subspace and item subspace in matrix factorization are represented with the use of deep neural networks, in which parameters are learned by back propagation. The experiments well prove efficiency of the GNN-MF.

Among the many biometric recognition techniques, finger vein recognition has many advantages, such as in-vivo recognition, high anti-counterfeiting, high acceptability, and high stability, etc., but the structure of finger vein is simple and the available information is less. The traditional feature extraction method is not fully used to extract finger vein structure information. In this paper, discrete separable shearlet transformation (DSST) are used to extract finger vein features. DSST is used to decompose the image of finger vein, and the decomposition coefficient is obtained and analyzed. The experimental results show that this method can provide an effective and sparse feature description of the original finger vein image, and also obtain a good recognition effect when the quality of some images is poor.

With the development of economic globalization, a product usually involves different organizations from the origin to retail. These organizations form a supply chain to collaborate to provide products to end-users. The arrival of the digital age offers excellent convenience for the supply chain management. However, it is difficult for existing supply chain management systems to share credit, which leads to end-users’ concerns about the quality of products. The blockchain technology, characterized by tamper-proof, traceability, and distributed sharing, is expected to solve the it. Also, supply chain management also increasingly depends on the use of the Internet of things. However, the throughput limitation of current blockchain systems significantly constrains their applications to IoT data storage and management. In this paper, we propose a cross-chain solution based on IOTA and Fabric for supply chain data management. We design and implement a supply chain data management system based on a cross-chain gateway of blockchain. The system has three layers, including blockchain layer, business layer, and application layer, which provide essential logistics functions in supply chain management. Finally, we conduct experiments to validate the effectiveness of the implemented system. © 2021, Springer Nature Singapore Pte Ltd.

In order to improve the anti-submarine warfare capability, an anti-submarine UUV swarm system based on distributed operation theory is proposed. This paper describes the basic concept of the distributed operation theory and the anti-submarine operational mode of the UUV swarm, designs the system architecture, basic composition and control structure of the UUV swarm, and finally describes the operational workflow of the UUV swarm in detail. The proposed system integrates artificial intelligence technology, distributed operation concept and swarm tactics, which can effectively promote the diversification of the underwater battlefield awareness and the systematization of anti-submarine warfare so as to improve the naval cooperative anti-submarine warfare effectiveness and undersea control capability.

In this paper, we solve the image classification task by capturing context dependencies based on spatial and channel attention mechanism. Unlike previous research on feature fusion, we propose an attention module based on spatial and channel dimensions. This module derives attention maps respectively from spatial and channel, then for feature refinement we multiply the attention map into the feature map. Meanwhile, the module can be easily embedded into the network structures due to it is lightweight. The channel attention module selectively enhances some feature channels and suppresses certain feature channels by integrating the relationship between each feature channel. By weighting the features of all locations, spatial attention module aggregates location features. Regardless of distance, similar features are interrelated. Our module is evaluated through experiments on the ImageNet-1K and CIFAR-100 datasets.

This paper proposes a kind of supervised cascaded denoising convolutional auto-encoders (CDCAE), aiming to accurately recover the missing load data in electric power system. The one-dimensional load data are reshaped as two-dimensional image for data enhancement, which enables the convolutional neural network (CNN) to understand the semantics of load data. Numerical results in comparison with similar day filling (SDF) clearly validate the effectiveness of the proposed CDCAE in accuracy.
