The part III of Audio Video Standard of China (AVS) is the first Hi-Fi audio coding standard in China public domain. Through nonlinear quantization and Context-dependent Bitplane entropy Coding (CBC), It offers distinct features of nonlinear quantization noise adaptation and high efficiency Fine Grain Scalability (FGS), but also imposes great challenges on fixed-point implementation with high precision requirement and stringent computational resource restriction. This paper presents tuned optimization strategies for fixed-point arithmetic, buffer manipulation, entropy decoding, and CBC decoding loop reduction to address the challenges. The demonstration real-time implementation on fixed-point DSP TMS320C5509A shows that our design optimization cuts down computational, complexity from over 200 MIPs to 60 MIPs while preserving over 15 effective bits precision for 16-bit PCM output.

This paper describes a telemedicine reference model for future standardization [1]. The necessity of the telemedicine reference model has been recognized by ITU-T/D to realize telemedicine equipment portability internationally [2]. Specifically, just in the case of Tsunami disasters on 26 December 2004, wide regional areas in Indian Sea were attacked and more than 273,000 people died [3]. In such a disaster, international medical team co-operations should be necessary, and actually many medical teams came to rescue the wounded. Telemedicine equipment has also been utilized, but portability of the medical equipment was difficult because of the-different interfaces. Therefore, it is necessary to have the standardization of the interface between telemedicine equipment and telecommunication systems. Furthermore, the telemedicine package [4] standardization is also discussed to facilitate quick and efficient medical treatment for various disastrous cases. With the recent advancement of mobile wireless technologies such as: wireless LAN and CDMA, it has become viable to create a network-in-motion inside a Vehicle. This paper presents an Embedded Video Surveillance System for vehicle over WLAN and CDMA1X First, it constructs high speed automobile communication environment by fusing CDMA1X and WLAN wireless network;In order to fit the bandwidths sharply variety of wireless channel, adaptive video compression algorithms based MPEG4 is utilized to encode the high quality video. Moreover, unique transmission mechanism using media server and media gateway is presented, which can support large scale concurrent users up to 1000. This transmission mechanism uses the buffer on media server to smooth the video transport in wireless channel. Using this architecture of video transmission for Vehicle, the live surveillance video of mobile can be viewed over internet. Furthermore, Control center can be set up anywhere with internet access without being restricted by monitored site locations. This system is supported by Electronic Information Industry Development Fund of 2004.

We describe the architecture and implementation of our comprehensive multi-platform collaboration framework known as Columbia InterNet Extensible multimedia Architecture (CINEMA). It provides a distributed architecture for collaboration using synchronous communications like multimedia conferencing, instant messaging, shared web-browsing, and asynchronous communications like discussion forums, shared files, voice and video mails. It allows seamless integration with various communication means like telephones, IP phones, web and electronic mail. In addition, it provides value-added services such as call handling based on location information and presence status. As video conferencing and e-meeting systems are used more and more on the Internet and in businesses it becomes increasingly important to be able to participate from any computer at any location. Often this is impossible, since these systems requires often special software that are not available everywhere or impossible to install for administrative reasons. Many locations also lack the necessary network infrastructure such as IP multicast. This paper presents a WWW gateway System that enables users to participate using only a standard web browser The design and architecture of the system are described and performance tests that show the scalability of the system are also presented.
