Pan-sharpened images are useful in a wide variety of applications. Hence, giving quantitative importance to image quality, depending on the nature of target application, may be required to yield maximum benefit. Current techniques for joint evaluation of spatial and spectral quality without reference do not allow to quantitatively associate importance to the image quality. This work proposes a novel global index based on harmonic mean theory to jointly evaluate the performance of pan-sharpening algorithms without using a reference image. The harmonic mean of relative spatial information gain and relative spectral information preservation provides a unique global index to compare the performance of different algorithms. The proposed approach also facilitates in assigning relevance to either the spectral or spatial quality of an image. The information divergence between the MS bands at lower resolutions and the pan-sharpened image provides a measure of the spectral fidelity and mean-shift. Mutual information between the original pan and synthetic pan images generated from the MS and pan-sharpen images is used to calculate the relative gain. The relative gain helps to quantify the amount of spatial information injected by the algorithm. A trend comparison of the proposed approach with other quality indexes using well-known pan-sharpening algorithms on high resolution (IKONOS and Quickbird) and medium resolution (LandSat7 ETM+) datasets reveals that the new index can be used to evaluate the quality of pan-sharpened image at the resolution of the pan image without the availability of a reference image.

This paper presents initial results for a tracking simulation of multiple maritime vehicles for use in a data fusion program detecting Weapons of Mass Destruction (WMD). This simulation supports a fusion algorithm ((HLIFT)-L-2) for collecting and analyzing data providing a heuristic analysis tool for detecting weapons of mass destruction in the maritime domain. Tools required to develop a navigational simulation fitting a set of project objectives are introduced for integration into the (HLIFT)-L-2 algorithm. Emphasis is placed on the specific requirements of the (HLIFT)-L-2 project, however the basic equations, algorithms, and methodologies can be used as tools in a variety of scenario simulations. Discussion will be focused on track modeling (e.g. position tracking of ships), navigational techniques, WMD detection, and simulation of these models using Matlab and Simulink. Initial results provide absolute ship position data for a given multi-ship maritime scenario with random generation of a given ship containing a WMD. Required coordinate systems, conversions between coordinate systems, Earth modeling techniques, and navigational conventions and techniques are introduced for development of the simulations.

We developed a simple and fast lookup-table based method to derive and apply natural daylight colors to multi-band night-time images. The method deploys an optimal color transformation derived from a set of samples taken from a daytime color reference image. The colors in the resulting colorized multiband night-time images closely resemble the colors in the daytime color reference image. Also, object colors remain invariant under panning operations and are independent of the scene content. Here we describe the implementation of this method in two prototype portable dual band realtime night vision systems. One system provides co-aligned visual and near-infrared bands of two image intensifiers, the other provides co-aligned images from a digital image intensifier and an uncooled longwave infrared microbolometer. The co-aligned images from both systems are further processed by a notebook computer. The color mapping is implemented as a realtime lookup table transform. The resulting colorised video streams can be displayed in realtime on head mounted displays and stored on the hard disk of the notebook computer. Preliminary field trials demonstrate the potential of these systems for applications like surveillance, navigation and target detection.

We present an approach to a general decision support system. The aim is to cover the complete process for automatic target recognition, from sensor data to the user interface. The approach is based on a query-based information system, and include tasks like feature extraction from sensor data, data association, data fusion and situation analysis. Currently, we are working with data from laser radar, infrared cameras, and visual cameras, studying target recognition from cooperating sensors on one or several platforms. The sensors are typically airborne and at low altitude. The processing of sensor data is performed in two steps. First, several attributes are estimated from the (unknown but detected) target. The attributes include orientation, size, speed, temperature etc. These estimates are used to select the models of interest in the matching step, where the target is matched with a number of target models, returning a likelihood value for each model. Several methods and sensor data types are used in both steps. The user communicates with the system via a visual user interface, where, for instance, the user can mark an area on a map and ask for hostile vehicles in the chosen area. The user input is converted to a query in SigmaQL, a query language developed for this type of applications, and an ontological system decides which algorithms should be invoked and which sensor data should be used. The output from the sensors is fused by a fusion module and answers are given back to the user. The user does not need to have any detailed technical knowledge about the sensors (or which sensors that are available), and new sensors and algorithms can easily be plugged into the system.

Situation awareness has emerged as an important concept in military and public security environments. Situation analysis is defined as a process, the examination of a situation, its elements, and their relations, to provide and maintain a product, i.e., a state of situation awareness for the decision maker(s). It is well established that information fusion, defined as the process of utilizing one or more information sources over time to assemble a representation of aspects of interest in an environment, is a key enabler to meeting the demanding requirements of situation analysis. However, although information fusion is important, developing and adopting a knowledge-centric view of situation analysis should provide a more holistic perspective of this process. This is based on the notion that awareness ultimately has to do with having knowledge of something. Moreover, not all of the situation elements and relationships of interest are directly observable. Those aspects of interest that cannot be observed must be inferred, i.e., derived as a conclusion from facts or premises, or by reasoning from evidence. This paper discusses aspects of knowledge, and how it can be acquired from experts, formally represented and stored in knowledge bases to be exploited by computer programs, and validated. Knowledge engineering is reviewed, with emphasis given to cognitive and ontological engineering. Facets of reasoning are discussed, along with inferencing methods that can be used in computer applications. Finally, combining elements of information fusion and knowledge-based systems, an overall approach and framework for the building of situation analysis support systems is presented.

The FPJE was an experiment to consider the best way to create a system of systems in the realm of Force Protection. It was sponsored by Physical Security Equipment Action Group (PSEAG) and Joint Program Manager - Guardian (JPMG), and was managed by the Product Manager - Force Protection Systems (PM-FPS). The experiment attempted to understand the challenges associated with integrating disparate systems into a cohesive unit, and then the compounding challenge of handling the flow of data into the system and its dispersion to all subscribed Command and Control (C2) nodes. To handle this data flow we created the DFE based on the framework of the Joint Battlespace Command and Control System for Manned and Unmanned Assets (JBC2S). The DFE is a data server that receives information from the network of systems via the Security Equipment Integration Working Group (SEIWG) ICD-0100 protocol, processes the data through static fusion algorithms, and then publishes the fused data to the C2 nodes, in this case JBC2S and the Tactical Automated Security System (TASS). The DFE uses only known concepts and algorithms for its fusion efforts. This paper discusses the analyzed impact of the fusion on C2 nodes displays and in turn on the operators. Also, this paper discusses the lessons learned about networked control combined with DFE generated automatic response. Finally, this paper discusses possible future efforts and their benefits for providing the useful operational picture to the operator. © 2009 SPIE.

In order to achieve greater situation awareness it is necessary to identify relations between individual entities and their immediate surroundings, neighboring entities and important landmarks. The idea is that long-term intentions and situations can be identified by patterns of more rudimentary behavior, in essence situations formed by combinations of different basic relationships. In this paper we present a rule based situation assessment system that utilizes both COTS and in-house software. It is built upon an agent framework that speeds up development times, since it takes care of many of the infrastructural. issues of such a communication intense application as this is, and a rule based reasoner that can reason about situations that develop over time. The situation assessment system is developed to be simple, but structurally close to an operational system, with connections to outside data sources and graphical editors and data displays. It is developed with a specific simple Sea-surveillance scenario in mind, which we also present, but the ideas behind the system are general and are valid for other areas as well.

Current practice for combating cyber attacks typically use Intrusion Detection Sensors (IDSs) to passively detect and block multi-stage attacks. This work leverages Level-2 fusion that correlates IDS alerts belonging to the same attacker, and proposes a threat assessment algorithm to predict potential future attacker actions. The algorithm, TANDI, reduces the problem complexity by separating the models of the attacker's capability and opportunity, and fuse the two to determine the attacker's intent. Unlike traditional Bayesian-based approaches, which require assigning a large number of edge probabilities, the proposed Level-3 fusion procedure uses only 4 parameters. TANDI has been implemented and tested with randomly created attack sequences. The results demonstrate that TANDI predicts future attack actions accurately as long as the attack is not part of a coordinated attack and contains no insider threats. In the presence of abnormal attack events, TANDI will alarm the network analyst for further analysis. The attempt to evaluate a threat assessment algorithm via simulation is the first in the literature, and shall open up a new avenue in the area of high level fusion.

Target tracking for network surveillance systems has gained significant interest especially in sensitive areas such as homeland security, battlefield intelligence, and facility surveillance. Most of the current sensor network protocols do not address the need for multi-sensor fusion-based target tracking schemes, which is crucial for the longevity of the sensor network. In this paper, we present an efficient fusion model for target tracking in a cluster-based large sensor networks. This new scheme is inspired by the image processing techniques by perceiving a sensor network as an energy map of sensor stimuli and applying typical image processing techniques on this map such as: filtering, convolution, clustering, segmentation, etc to achieve high-level perceptions and understanding of the situation. The new fusion model is called Soft Adaptive fusion of Sensor Energies (SAFE). SAFE performs soft fusion of the energies collected by a local region of sensors in a large-scale sensor network. This local fusion is then transmitted by the head node to a base-station to update the common operation picture with evolving events of interest. Simulated scenarios showed that SAFE is promising by demonstrating a significant improvement in target tracking reliability, uncertainty, and efficiency. © 2009 SPIE.

This paper proposes a Markov (stochastic) game theoretic level-3 data fusion approach for defensive counterspace. Based on the Markov game theory and the advanced knowledge infrastructures for information fusion, the approach can enhance threat detection, validation, and mitigation for future counterspace and space situational awareness (SSA) operations. A Markov game is constructed to model the possible interactions between the dynamic and intelligent threats and friendly satellites, and effects of various space weather conditions. To systematically solve the complicated Markov game, a conversion from general Markov games into several Markov Decision Processes (MDPs) as well as some static bi-matrix games is provided. The proposed Markov game model and innovative solution are demonstrated in a numerical example.
