fusion 2+ of air-to-air engagement involves pressing, real-time constraints and very large amounts of imperfect data. Real-time data acquired during an air-to-air engagement will have different types of imperfection;two representative classes of imperfection are vagueness and ambiguity in the data. However, the current approaches of managing fusion 2+ are limited to utilize either vague data or ambiguous data. The most popular fusion technique for vague data is Fuzzy Logic, and for ambiguous data, the Bayesian Network. The challenge addressed in this proposal is to explore the framework of a hybrid processing fusion 2+ model that can formally process both vague (fuzzy) and ambiguous (probabilistic) data types. There are two major issues for building this fusion 2+ model. The first issue is to mathematically integrate the heterogeneous models, which have different domains, probability and possibility. The second issue is to programmatically integrate two different S/Ws. For solving the first issue, this research explores and adopts two novel transformation methods between probability and possibility and compares the sensitivity between methods. Also this research provides an Object Oriented Tool for building a hybrid model by adopting an Application Programming Interface, so that we can model the complex (multi-to-multi) fusion 2+ model of an air-to-air engagement.

Maritime surveillance of coastal regions requires operational staff to integrate a large amount of information from a variety of military and civilian sources. The diverse nature of the information sources makes complete automation difficult. The volume of vessels tracked and the number of sources makes it difficult for the limited operation centre staff to fuse all the information manually within a reasonable timeframe. In this paper, a conceptual decision space is proposed to provide a framework for automating the process of operators integrating the sources needed to maintain Maritime Domain Awareness. The decision space contains all potential pairs of ship tracks that are candidates for fusion. The location of the candidate pairs in this defined space depends on the value of the parameters used to make a decision. In the application presented, three independent parameters are used: the source detection efficiency, the geo-feasibility, and the track quality. One of three decisions is applied to each candidate track pair based on these three parameters: 1. to accept the fusion, in which case tracks are fused in one track, 2. to reject the fusion, in which case the candidate track pair is removed from the list of potential fusion, and 3. to defer the fusion, in which case no fusion occurs but the candidate track pair remains in the list of potential fusion until sufficient information is provided. This paper demonstrates in an operational setting how a proposed conceptual space is used to optimize the different thresholds for automatic fusion decision while minimizing the list of unresolved cases when the decision is left to the operator.

This paper proposes an innovative data-fusion/ data-mining game theoretic situation awareness and impact assessment approach for cyber network defense. Alerts generated by Intrusion Detection Sensors (IDSs) or Intrusion Prevention Sensors (IPSs) are fed into the data refinement (Level 0) and object assessment (L1) data fusion components. High-level situation/threat assessment (L2/L3) data fusion based on Markov game model and Hierarchical Entity Aggregation (HEA) are proposed to refine the primitive prediction generated by adaptive feature/pattern recognition and capture new unknown features. A Markov (Stochastic) game method is used to estimate the belief of each possible cyber attack pattern. Game theory captures the nature of cyber conflicts: determination of the attacking-force strategies is tightly coupled to determination of the defense-force strategies and vice versa. Also, Markov game theory deals with uncertainty and incompleteness of available information. A software tool is developed to demonstrate the performance of the high level information fusion for cyber network defense situation and a simulation example shows the enhanced understating of cyber-network defense.

The capabilities of tactical intelligence, surveillance, and reconnaissance (ISR) payloads are expanding from single sensor imagers to integrated systems-of-systems architectures. Increasingly, these systems-of-systems include multiple sensing modalities that can act as force multipliers for the intelligence analyst. Currently, the separate sensing modalities operate largely independent of one another, providing a selection of operating modes but not an integrated intelligence product. We describe here a Sensor Management System (SMS) designed to provide a small, compact processing unit capable of managing multiple collaborative sensor systems on-board an aircraft. Its purpose is to increase sensor cooperation and collaboration to achieve intelligent data collection and exploitation. The SMS architecture is designed to be largely sensor and data agnostic and provide flexible networked access for both data providers and data consumers. It supports pre-planned and ad-hoc missions, with provisions for on-demand tasking and updates from users connected via data links. Management of sensors and user agents takes place over standard network protocols such that any number and combination of sensors and user agents, either on the local network or connected via data link, can register with the SMS at any time during the mission. The SMS provides control over sensor data collection to handle logging and routing of data products to subscribing user agents. It also supports the addition of algorithmic data processing agents for feature/target extraction and provides for subsequent cueing from one sensor to another. The SMS architecture was designed to scale from a small UAV carrying a limited number of payloads to an aircraft carrying a large number of payloads. The SMS system is STANAG 4575 compliant as a removable memory module (RMM) and can act as a vehicle specific module (VSM) to provide STANAG 4586 compliance (level-3 interoperability) to a non-compliant sensor system. Rapid developments in sensor technology and its applications have energized research efforts towards devising a firm theoretical foundation for sensor management. Ubiquitous sensing, wide bandwidth communications and distributed processing provide both opportunities and challenges for sensor and process control and optimization. Traditional optimization techniques do not have the ability to simultaneously consider the wildly non-commensurate measures involved in sensor management in a single optimization routine. Market-oriented programming provides a valuable and principled paradigm to designing systems to solve this dynamic and distributed resource allocation problem. We have modeled the sensor management scenario as a competitive market, wherein the sensor manager holds a combinatorial auction to sell the various items produced by the sensors and the communication channels. However, standard auction mechanisms have been found not to be directly applicable to the sensor management domain. For this purpose, we have developed a specialized market architecture MASM (Market architecture for Sensor Management). In MASM, the mission manager is responsible for deciding task allocations to the consumers and their corresponding budgets and the sensor manager is responsible for resource allocation to the various consumers. In addition to having a modified combinatorial winner determination algorithm, MASM has specialized sensor network modules that address commensurability issues between consumers and producers in the sensor network domain. A preliminary multi-sensor, multi-target simulation environment has been implemented to test the performance of the proposed system. MASM outperformed the information theoretic sensor manager in meeting the mission objectives in the simulation experiments.

Collecting data in any domain is often only the first step in creating intelligence. This is the beginning of a process which includes fusing that data with other data sources to create something more than the individual data elements. This has been historically difficult because collection sensors are optimized for their respective conventional domains. We have developed a multi-sensor system combining an electro-optical camera and infi-ared camera, using a revolutionary data handling and manipulating process to fuse multiple types of data to create inteffigence. To address the data fusion needs of such a system, we have developed an internationally recognized, open data fusion language called Transducer Markup Language (TML). TML was used in conjunction with the multi-sensor system to describe data from the EO and IR cameras and support sensors all within a self-contained mobile delivery system during mifitary exercises in July 2007. The TML data was collected and disseminated to multiple users within a Service Oriented Architecture (SOA), after which it was Ruther distributed using Cursor-On-Target (COT) messages over a second network. This demonstrated both data fusion of multiple sensor data sources and integration into existing data distribution infrastructures. Key innovations of this demonstration included the use of multiple sensors including EO & IR cameras and a single sensor data exchange language to capture and describe sensor output.

In this paper we utilize the Projection-Slice Synthetic Discriminant Function Filters, PSDF, in concert with an Independent Component Analysis technique to simultaneously reduce the data set that represents each of the training images and to emphasize subtle differences in each of the training images. These differences are encoded into the PSDF in order to improve the filter sensitivity for the recognition and identification of protein images formed from a cryo-electron microscopic imaging process. The PSDF and Independent Component Analysis provide a premise not only for the identification of the class of structures under consideration, but also for detecting the orientation of the structures in these images. The protein structures found in cryo-electron microscopic imaging represent a class of objects that have low resolution and contrast and subtle variation. This poses a challenge in design of filters to recognize these structures due to false targets that often have similar characteristics as the protein structures. The incorporation of a component analysis and eigen values conditioning in forming the filter provides an enhanced approach of de-correlating images prior to their incorporation into the filter. We present our method of filter synthesis and the results of the application of this modified filter to a protein structure recognition problem.

We propose a contrast enhanced fusion (CEF) method for merging infrared and color visible images. The CEF method can be carried out in two ways: the standard CEF method and the fast CEF method. The standard method transforms the original RGB color visible image into a linear luminance-chrominance color space in order to treat the achromatic and chromatic components separately. The achromatic component and infrared image are combined by a grayscale fusion scheme, and the original achromatic component is replaced by the grayscale fused image. Before the data are retransformed back into the RGB color space, the means and variances between the original achromatic component and the grayscale fused image are matched by a linear luminance remapping. The remapping procedure can fairly enhance the contrast of the final color fused image. The standard CEF method can be implemented efficiently by the fast CEF method that has the same fusion performance as the standard approach but manipulates images directly in RGB color space. We used the proposed method to merge long wave infrared and color TV images. The experimental results show that the CEF method can effectively produce a high-contrast color fused image with similar natural color characteristics as the original color visible image. In addition, we have also illustrated that the hybrid simple and complex CEF methods can be applied as a region of interest (ROI) image fusion solution, which allows ROIs to be fused with better quality than the rest of the original images.

A new architecture for fusing information and data from heterogeneous sources is proposed. The approach takes criminalistics as a model. In analogy to the work of detectives, who investigate crimes, software agents are instantiated that pursue clues and try to consolidate or to dismiss hypotheses. Like their human pendants, they can, if questions beyond their competencies arise, consult expert agents. Within the context of a certain task, region, and time interval, specialized operations are applied to each relevant information source, e. g. IMINT, SIGINT, ACINT,..., HUMINT*, databases etc. in order to establish hit lists of first clues. Each clue is described by its pertinent facts, uncertainties, and dependencies in form of a local degree-of-belief (DoB) distribution dagger in a Bayesian sense. For each clue, an agent is instantiated which cooperates with other agents and experts. Expert agents support the use of different information sources. Consultation of experts capable of accessing certain information sources results in changes of the DoB of the pertinent clue. According to the significance of concentration of their DoB distribution, clues are abandoned or pursued further to formulate task specific hypotheses. Communication between the agents serves to find out whether different clues belong to the same cause and thus can be combined. At the end of the investigation process, the different hypotheses are evaluated by a jury and a final report is created that constitutes the fusion result. The approach proposed avoids calculating global DoB distributions by adopting a local Bayesian approximation and thus reduces the complexity of the problem essentially. Different information sources are transformed into DoB distributions using the maximum entropy paradigm and considering known facts as constraints. Tracking multiple ground targets under clutter and in real time poses several likely challenges: vehicles often get masked by foliage or line-of-sight (LOS) problems, manifesting in misdetections and false alarms. Further complications also arise when groups of vehicles merge or split. This paper presents an attempt to address these issues using a group tracking approach. Group tracking is a way to ameliorate, or at least soften the impact of such issues from the hope that at least partial information will be received from each target group even when the probability of detection, P-D of each individual member is low. A Strongest Neighbour Association (SNA) method of measurement-to-track association based on space-time reasoning and track-measurement similarity measures has been derived. We combine the association strengths of the space-time dynamics, the degree-of-overlap and the historical affinity metrics to relate measurements and tracks. The state estimation is based on standard Kalman filter. Lastly, a Pairwise Historical Affinity Ratios (PHAR) is proposed for the detection of a split scenario. This method has been tested to work well on a simulated convoy-splitting scenario. Monte Carlo experiment runs of six different error rates with five different compositions of errors have been conducted to assess the performance of the tracker. Results indicated that the group tracker remains robust (> 80% precision) even in the presence of high individual source track error rates of up to 30%.
