A communications network will be implemented link together the new National Dispatching of Belgium and eleven area control centres and regional dispatchings. The network will allow the exchange of various kinds of data, including basic real-time data (digital and analog), energy counts, files, and Electronic Mail. The implementation of the network will allow an easy implementation of other types of data exchanges in the future. The network is made up of dedicated communication processors. In addition to the communication functions, these processors also take care of conversions between the different database formats and identification schemes used by the control centers. One of the main design goals is to minimise the modifications to be implemented in the software of the control centres involved.

The Remote control Centers (RCC) represent the third hierarchical level of the ENEL (Italian Electricity Board) power Generation and Transmission control System. The power system control is performed by the National control Center (NCC) and the eight Area control Centers (ACC). The RCCs are responsible for carrying out the switching operations and the monitoring of unmanned generation and transmission stations. The RCCs of the new generation will replace the existing RCCs which control the majority of the stations (about 80%). The paper highlights the characteristics of the RCCs distributed intelligence configuration and its most significant functional and architectural aspects.

In modern power system control centers computers are applied for information management and system control. Many operating states and events require commentaries which should also be entered into the computer. In control centres of nations with an alphabetic written language, α-numeric keyboards can be used for that purpose;in nations with non-alphabetic written language the problem gets a further dimension. Therefore methods have been studied to start such a text by signs, which have been input via functional keys, and to add up the commentary in handwriting on a digiped. So the computer is capable to administer the text using the first and unequivocally coded signs. In this paper, both roman-language hand-writing (English) and non-roman language hand-writing (Chinese) are experimented with, using different output devices of powercontrol centers.

This paper deals with development of a knowledge base system to assist the decision-making of control commands for the decentralized load frequency control (LFC) in multi-area power system. Empirical knowledge is identified to determine the decentralized control law based on modern control theory and the controller designing expertise. Extracted knowledge has been expressed in the form of the production rule. The proposed knowledge base system consists of five basic components;a working memory, a load change estimator, an inference engine, a knowledge base and a data base connected with algorithmic software packages. The decentralized control scheme supported by the knowledge base system was applied to a six-area power system model. It was shown that introduction of such a knowledge base system is capable to materialize a more flexible and robust control system hitherto unavailable from the conventional fixed controller structure.

This paper describes a practical method of defining the functional requirements for application programs to assist in the operations planning that takes place at the control centre of a large electrical utility. It specifically deals with the generation aspects, rather than the transmission aspects. The operations planning activity extends to 10 days in the future. The paper explains the techniques used to identify the work processes and the data flow required to produce an operations plan for the upcoming week, the detailed day ahead plan for tomorrow's operation and the on-shift refinement and execution of the plan. It describes a methodology that can be used to analyze the work processes in order to determine if applications programs should be developed to assist in better planning and dispatching of generating resources.

This paper presents some relevant practical and theoretical considerations of the numerical simulation and mathematical modelling of once-through subcritical steam generators Benson-Babcock 920 t/h and Rafako-Sulzer 920 t/h dynamics. Nonlinear lumped parameter models are derived. Also, the following problems are discussed: 1. chosing the representative location for the lumped parameter modelling, 2. modelling the time varying phase boundaries dynamics, 3. model nonlinearity, 4. model decomposition, 5. numerical speed and instability, 6. determination of model parameters and 7. model and numerical algorithm implementation. These considerations are experience based on the results of numerous numerical simulations performed for steam generators Benson-Babcock 920 t/h and Rafako-Sulzer 920 t/h.

As known from other applications it will be necessary in network control centers also to use training simulators in future, in order to prepare the staff in reacting immediately upon unexpected events, like breakdowns, with correct operations. At Stadtwerke Duesseldorf, W-Germany, such a training simulator is in realization. The network operating system is completed by an autonomous complex called network simulator. The main components of this simulator herein are described, and the principles of network simulator operation outlined. Simulating the network protection equipment has a special significance in connection with network simulators. Therefore the general concept of this subsystem and the simulation of some network protecting relay types are described. Activating and running a simulation are delineated. Additional information is given with regard to system realization. Concluding the paper some remarks are made concerning hardware and computing time as weld as references to advantages in transaction for similar projects using a network simulator.

In order to manage electric powersystems, data models and algorithms are integrated into appropriate EMS-functions. Techniques used today are designed to provide a result given an input data set. This is done isolated from previously calculated results and independent if only a part of a model is affected. A review of the current implementation technique shows that the data model as well as the algorithms can be built up of smaller building blocks. The data model blocks proposed, are entities describing a power system element, a node etc.. The algorithm blocks are code pieces performing a functionality at a certain entity, for example the factorization of the linearized flow equation at a node. An appropriate distributed data model based on records and pointers is proposed. New update algorithms on this data model are suggested. They only perform in those data model regions where there is an actual change in the result. This is demonstrated for topology determination and load flow calculations.

The paper gives a conceptual framework for stability robustness analysis and robust decentralized control system design, and its realization through interactive computer-aided software. The system combines algorithmic and expert system techniques. An important feature of the knowledge-based system is the modularization of the software package which allows a distributed problem solving approach. The 15th order mathematical model of a nuclear power plant which includes the physical processes, as well as the main controlsystems, is used to demonstrate the power of the proposed knowledge-based methodology.
