This paper addresses small targets and signal processing from the perspective of rejecting radiation noise spikes. Nuclear and space radiation create noise spikes inside infrared detectors causing an overwhelming number of false alarms, if steps are not taken to mitigate the radiation noise spikes. Traditional radiation device/circuit hardening methods are effective, but must be reapplied to each new technology forcing special design point solutions and parts that are increasingly economically nonviable. Real-time noise mitigation algorithms represent a general hardening solution and have been demonstrated for both Interceptor Seeker and Space Surveillance sensor applications. A new combined HWIL/radiation synthetic test environment has been developed that enables real-time algorithm evaluation over the total system performance envelope, under flight motion simulation and fully dynamic optical sensor scene stimulation. This work was sponsored by the Defense Special Weapons Agency.

Rate Distortion based bit allocation algorithms were previously proposed to yield minimum distortion for a given bit rate in the framework of MPEG. However, they are impractical due to the huge computation required to generate the rate-distortion curve for each image block. In this paper, we propose a fast piecewise linear approximation of the rate distortion function that makes rate-distortion based bit allocation close to practical. By using the proposed fast recursive algorithm to compute selected points on the rate-distortion function and then apply linear interpolation, we show that the computation can be reduced by a factor of approximately 17. simulation is performed in which rate distortion based bit allocation using bisection approach is applied to an MPEG-1 coder. A significant gain of 1.15dB in PSNR is found to be possible. But the proposed fast algorithm can only achieve a PSNR gain of 0.64dB suggesting that further work is needed.

This paper gives the approach to the prediction of MOSFET response in space environments based on mathematical modeling. The appropriate model, called the Conversion model, is developed for the description of the numbers of oxide trapped charges and interface states as functions of irradiation dose and annealing time. The central point of this model is the numerical relationship between oxide charge annealing and interface states build-up. The dependence of the annealing process on time can be described by linear response theory, as well as on the basis of a more generalized approach, taking into account tunneling and thermal effects. Parameters of the model are extracted from characteristics, obtained in laboratory tests, when transistors are irradiated at relatively high dose rates with X-rays and then annealed. The results can be extrapolated to the range of dose rates, typical for space applications. For implementation of conversion model predictions in circuit simulation they are converted into the shifts of MOSFET parameters for SPICE. (C) 1995 IEEE. Published by Elsevier science Ltd.

This paper presents the strategy of developing the APN gas reservoir. The APN gas reservoir is relatively shallow, 1450 feet subsea, with an initial reservoir pressure of 730 psia. The APN structure is located in the North Seribu Platform area, approximately 50 miles Northeast of Jakarta in the ARCO Indonesia Inc. Offshore Northwest java (ONWJ) Sea contract area. The gas deposit in the APN area is characterized as thin (15 to 70 feet) and widely dispersed over a large Pre-Parigi carbonate limestone area of 620 sq miles. The range of reservoir drive mechanism is from a weak peripheral water drive in the southeast region to an active bottom water drive in the northeast region of the APN area. The APN Pre-Parigi limestone has very good permeability of one Darcy and porosity of 38%. It is a challenging task to commercially developed a thin and low pressure gas reservoir such as APN. Optimizing reservoir development while meeting gas demand is the critical factor for APN development. A Multi Disciplinary Team (MDT) of reservoir engineers, geoscientists, production engineers and facility engineers was formed for the commercial development of APN. The MDT built a fullfield simulation model incorporating reservoir description data from the geoscientists, surface facility data from the facility engineers, and tubing hydraulics data from production engineers. The gridding of the fullfield model was based on the results from a single well model grid sensitivity study. The APN Fullfield model gas and water production forecasts were used for studying optimum well locations and surface facility design and planning. APN development is planned to occur after the year 2000 (as local market demand dictates).

Traditionally, the uncertainty of prediction of the future behavior of constructed facilities is accounted for by including safety factors in designs. The effectiveness of these safety factors varies with the degree of variation of the parameters they modify. The use of higher safety factors when one is less certain (or when the consequences of loss are greater) is an implicit recognition of this fact. In many cases, however, there can be substantial overdesign and misallocation of resources because of safety factors too large for the actual uncertainties involved. Reliability analysis provides a very convenient methodology for applying safety factors to design equations related to the uncertainties associated with a particular design model. In this study two methods of reliability analysis were used to estimate the traffic prediction standard deviation (Sw). The first method was performed by using the First Order Second Moment (FOSM) approximation and the second method utilized the Monte Carlo simulation technique. The results of this study indicated that the FOSM approximation can give very good results in estimating the standard deviation of the predicted traffic (Sw). The results also indicated that the Sw values on the selected roads are much higher than those suggested by AASHTO guide. Moreover, the study concluded that the assumption of normality of all traffic parameters can lead to very high values of the predicted traffic and its associated standard deviation (Sw).

Modeling of Autonomous Mobile Robots (AMRs) is sought to enable the designers to investigate various aspects of the design before the actual implementation takes place. simulation techniques are undoubtedly enriching the design tools, by which the designer would be able to vary the design parameters as appropriate until achieving some optimal performance point. Although they are general purpose, multimedia tools, especially authoring tools, cant give the AMR designer some degree of assistance in fulfilling his simulation task as fast as possible. This rapid prototyping tool is rather cost effective, and allow the designer to interactively manipulate his design in simple steps. In this paper, a multimedia environment has been constructed to enable designers to simulate AMRs in order to investigate aspects concerning their kinematics and dynamics. It is also sought that these design experiences can be gathered and categorized in a tutoring system that could be used by practitioners and students enrolled in highly technical courses such as robotics. The rich multimedia environment can assist the learner in so many ways by devising examples, suggesting solutions and design tradeoffs that have been experienced before.

Kinetic Energy Weapon (KEW) programs under the Ballistic Missile Defense Office (BMDO) need high fidelity infrared (IR) seekers. As imaging sensors have matured to support BMDO, the complexity of functions assigned to the KEW weapon systems has magnified the necessity for robust hardware-in-the-loop (HWIL) simulation facilities to reduce program risk. The IR projector, an integral component of a HWIL simulation, must reproduce the real world with enough fidelity that the unit-under-test (UUT) algorithms respond to the projected images as though it were viewing the real world. For test scenarios involving unresolved objects, IR projector arrays have limitations which constrain testing accuracy. These arrays have limited dynamic range, spatial resolution, and spatial bandwidth for unresolved targets, decoys, and debris. The Steerable Laser Projector (SLP) will allow the HWIL simulation facility to address these testing issues. The Kinetic Kill Vehicle Hardware-in-the-loop simulation (KHILS) facility located at Eglin AFB, FL is now in the process of integrating a projector array with the SLP. This new projector combines the capabilities of both projector technologies to provide KHILS with a unique asset that addresses many of the challenges that are required to support testing of state-of-the-art IR guided weapons.
