based on operational requirements of emergency management (EM), and combing the overall planning of big data system for EM with safety science theories, a set of methods for applying big data in EM are extracted. the feasibility of those methods is further verified using the safety risk monitoring and early warning system of hazardous chemicals set up by the Ministry of Emergency Management, PRC. Results show that those methods are reproducible and generalizable, through which big data technology can be widely applied in the construction of operational applications in various EM industries.

the global decline of bees is an important ecological and economic issue. Increasing stressors such as pests and pollutants and the increasing lack of diversity due to monocultures are worsening the viability of bees. Beekeepers have great interest in the health of these complex systems and put a lot of work into monitoring them. Unfortunately, they usually do not have resources to engage experts in modern technologies like Internet of things (IoT) and Machine Learning (ML). To support them, we present a visual programming environment which enables laymen to handle those modern technologies much easier. We are demonstrating our tool by developing an IoT monitoring system that not only collects data but also detects and reports anomalies such as vandalism or diseases on the beehive. this will enable beekeepers to minimise the effort required for beekeeping and will help to investigate the causes of colony problems using IoT and ML without in-depthknowledge of computer science.

Combining characters of block chain technology such as multi-agent collaboration, trusted data storage and traceability with business requirements of hazardous chemicals supervision, the article proposes a dynamic supervision scheme for the whole life-cycle of hazardous chemicals based on block chain, in which the dynamic supervision platform is mainly divided into three layers: infrastructure layer, sharing and exchanging layer, supervision application layer. through informatization construction according to the dynamic supervision scheme proposed, information on the flow of hazardous chemicals will be more explicit and clear, and business synergies between regulators will be more efficient, withthe goal of penetrating supervision realized.

We describe a simulation environment that enables the development and testing of control policies for off-road mobility of autonomous agents. the environment is demonstrated in conjunction withthe design and assessment of a reinforcement learning policy that uses sensor fusion and inter-agent communication to enable the movement of mixed convoys of human-driven and autonomous vehicles. Policies are learned on rigid terrain and are subsequently shown to transfer successfully to hard (silt-like) and soft (snow-like) deformable terrains. the enabling simulation environment is developed from the high fidelity, physics-based simulation engine Chrono. Five Chrono modules are employed herein: Chrono::Engine, Chrono::Vehicle, PyChrono, SynChrono and Chrono::Sensor. Vehicle's are modeled using Chrono::Engine and Chrono::Vehicle and deployed on deformable terrain within the training/testing environment. Utilizing the Python interface to the C++ Chrono API called PyChrono and OpenAI Gym's supporting infrastructure, training is conducted in a GymChrono learning environment. the GymChrono-generated policy is subsequently deployed for testing in SynChrono, a scalable, cluster-deployable multi-agent testing infrastructure built on MPI. SynChrono facilitates inter-agent communication and maintains time and space coherence between agents. A sensor modeling tool, Chrono::Sensor, supplies sensing data that is used to inform agents during the learning and inference processes. the software stack and the Chrono simulator are both open source.
