In this paper, we propose a novel and fast face detection algorithm for detecting face in color video sequences. This algorithm can be integrated into a real-time surveillance or a video retrieval or indexing system. We focus on both speed and accuracy in the design of the algorithm. A set of multi-resolution Haar wavelet coefficients pairs is selected by the proposed learning algorithm to determine if a particular region is a face. We apply an ID3-like balanced decision tree for the wavelet coefficients quantization, to reduce the quantization error. For each pairs of quantized features, we estimate the associated conditional joint probability density function from a large set of face and non-face training data. Then, we compute the Kullback Leibler (KL) distance to measure the discrimination between the face and non-face conditional density functions for each feature pair. The feature pairs with larger KL-distance are selected as the feature candidates. It is an effective feature dimension reduction method and helps to speedup the Adaboost training algorithm when considering the spatial relationship between all coefficient pairs. aided by an automatic skin color judgment method and a Gaussian face location model both in tepmporal and spatial domain, the experiments show that the proposed algorithm runs faster than 4 times the video rate with good detection accuracy.

Retrofit using FPGA (Field Programmable Gate Array) technology can be an answer to the ageing and obsolescence issue of existing Instrumentation & control (I&C) system in Nuclear Power Plant (NPP). Electricité de France (EDF) is carrying out a feasibility study concerning the retrofit of a set of Motorola microprocessor 6800-based modules of the CONTROBLOC automation system used in the 1300 MW NPPs in France, with this technology as an alternative to the usual Programmable Logic controller solution. This article begins by the description of the CONTROBLOC system, then describes the objectives and the main constraints of the renovation (cabling, existing computer-aideddesign (CAD) tool...), presents the different strategies that could be developed and then discusses the pros and the cons of each solution. At last, one of the possible solution is compared to a renovation strategy using a Programmable Logic controller (PLC): impact on the existing environment (connectors, wiring, applications, connected systems, maintenance people...), the qualification effort, the on-site installation, the maintainability of the new system during the remaining life time of the NPP and the cost of the solution. One important item is also pointed out: the effort of reverse-engineering to extract the needed information (functional, performance...). In conclusion, the article highlights the advantages and the limits of such a FPGA-based module and presents this solution as a cost effective alternative to a PLC solution, in case of partial retrofit of I&C system.
