Distributed Sensor Concept - DISCO was proposed [I] for multiplication of individual sensor capabilities through non-coherent cooperative target engagement. The signalprocessing technique for DISCO is Recursive Adaptive Frame Integration of Limited data - RAFIL technique [2] that was initially proposed as a way to improve the SNR [3], reduce data rate [4] and mitigate FPA noise for IR sensors [5]. In DISCO, the RAFIL technique is used in a segmented way, when constituencies of the technique are spatially and temporally separated between individual sensors. Each sensor provides to and receives data from other sensors in the network. In this paper efficiency of DISCO is discussed for acquisition, accurate handover and track correlation of smalltargets.

Resolution limitations have a significant impact on accuracy of small target parameters estimated from imagery. This paper describes a model-based method for small target parameter estimation. The method requires an a priori model of the target, and under many conditions will provide better results than deconvolution relying on pixel data alone. A description of the algorithm will be given, along with examples illustrating performance in a variety of situations, including a demonstration of the ability to handle some degree of saturation in the imaging process.

Classically, sensor signalprocessing and dataprocessing (i.e., tracking) have been performed separately with very little interaction between the two functions. Furthermore, the signalprocessing and tracking algorithms are often designed separately. This paper discusses some concepts for integrating the signalprocessing and tracking functions for a phase array radar. Since phased array radars provide a rapid beam steering capability, proper control of the radar beam has the potential for significantly improving the tracking of multiple maneuvering targets. However, when the signalprocessing is accomplished separately from the tracking, optimizing the detection thresholds for targets with fluctuating radar cross sections, resolving multiple targets, and reducing the errors due to multipath and glint must be accomplished over a single radar dwell period. Integrating the signalprocessing with the tracking will allow many of these issues to be addressed over multiple radar dwells. The issues associated with integrating the signalprocessing and tracking functions are discussed with respect to tracking and data association, revisit time and waveform energy calculations, and waveform selection. The waveform selection is discussed relative to four specific examples that include a fluctuating radar cross section from an extended target, two closely spaced targets, a splitting target, and a target in the presence of radar multipath.

In this paper, we address a technique and related algorithms for precise detection, parametric imaging and classification of small marine targets in a harsh sensing environment attributed for heavy sea clutter via noncooperative processing of the GPS-based Forward Scatter Radar (FSR) data. In contrary to GPS L5 detection approach, the proposed technique utilizes civil GPS L1 signal formats in FSR exploiting GPS as a non-cooperative transmitter. In our previous studies it is shown that the use of the new power GPS signal L5, and the Forward Scattering effect providing a high SNR, at the detector input allows reliably to detect small air targets in conditions of the intense interference. In this paper we propose another approach, to enhance SNR, at the input of the detector in Forward Scattering Radar (FSR). The use of the effective filter (Local Variance Filter) for suppression of intensive sea clutter allows FSR reliably to detect small marine targets emerged in harsh sea clutter, but with GPS L1 signal, whose SNR is very small. At the classification level, the data mining approach is adopted, in which the target feature parameters are extracted from the preliminary filtered signals by utilizing the modified structure of a processor for target detection and parameter estimation in the time domain. Both, the decision tree-based and the neural network classifiers are featured and adapted for real-time implementation. The efficiency of the proposed technique is verified via analytical performance evaluations and experimental demonstrations.

The detection of small, weak targets collected from electro-optical radiation is a challenging problem, particularly in the presence of nonstationary backgrounds. In this paper, we propose a theoretical justification for the loss in performance of slowly moving targets in regions of benign clutter. In particular, a K-means segmentation technique is developed using a fixed number of classes and a variety of local scene features. This class map is used by a 3-D matched filter to estimate a covariance matrix for each region. The filter would then whiten each region using the appropriate class map. The algorithm is applied in this paper to actual sensor data which contains heterogeneous scenes taken from the Airborne Infrared Measurement Systems (AIRMS) sensor. Performance is assessed through the measure of SNRs and receiver operating characteristic (ROC) curves based on a suite of injected targets.

A Vertical-Strip Least Mean Squared (VSLMS) algorithm is proposed to enhance the detection of small moving targets in IR image sequences. This algorithm is an improvement over the Two-Dimensional LMS (TDLMS), which is designed to detect smalltargets within highly correlated background of static images. This paper focuses on processing IR image sequences with different background features with layers of sky, sea and land clutter. The VSLMS uses multiple LMS modules and a different scanning method to process individual lines in the IR image sequences. Simulation results show successful enhancement of very smalltargets in an IR mage sequence.

The ultimate goal of this paper is to track two closely spaced and unresolved targets using monopulse radar measurements, the quality of such tracking being a determinant of successful detection of target spawn. It explores statistical estimation techniques based on the maximum likelihood criterion and Gibbs sampling, and addresses concerns about the accuracy of the measurements delivered thereby. In particular, the Gibbs approach can deliver joint measurements (and the associated covariances) from both targets, and it is therefore natural to consider a joint filter. The ideas are compared, and amongst the various strategies discussed, a particle filter that operates directly on the monopulse measurements is especially promising.
