Automation of construction processes have always been relevant, and recently with the advent of satellite equipment, laser and gyroscopic equipment, digital control systems for hydro and electric drive of construction machines have been widely developed. It is especially important to use automated control systems (ACS) when performing labor-intensive construction processes, such as planning earthworks, roadworks, ballasting of the railway track, placing engineering structures in the design position, quality control of work and much more. The assessment of the processes of preparing the construction site for future construction shows that working with soils during earthworks using standard methods and mechanisms of loosening and planning is rather inefficient, while a more rational method is the method in which the intensification of the loosening process, developed surface profiles and side slopes is due to the complete automation of the technological process. Touching on the study of the excavation site for the work of special equipment, it is also worth paying attention to the importance of adjusting the position of not only the dump, but also the grader itself using satellite systems, namely GLONASS. This system is called a leveling system, which is one of the main trends of recent times in the field of road cars, in turn, such systems are very demanding for the processability of the machines on which they are installed. Accurate adjustment of the dump position, as well as the leveling system together, improve the process of removing the earth layer. © 2022 IEEE.

In this paper, studies have been conducted to improve the synchronization efficiency by the peaks of the cyclic autocorrelation function of the cyclic prefix (CP) OFDM symbols of the LTE technology frame sent by the base station to the mobile user at the first synchronization stage. Three options for filling the CP and an equal number of elements of the end of the symbols of the frame are considered: the basic variant, when the CP is formed by transferring modulated elements of pseudorandom sequences (PRS) from the end of the symbol;the CP is formed from multiphase CAZAC (Constant amplitude zero autocorrelation waveform) sequences with the end of the symbols filled with the same sequences in the case of transmission by the station of "empty"symbols in the central part of the frequency range of the frame;the CP is formed from the sum of modulated PRS and multiphase sequences with the end of the symbols filled with the same sum of sequences in the case when the station does not transmit "empty"symbols in the central part of the frequency range of the frame. On the receiving side, the information of the end of OFDM symbols is restored in the devices of mobile users to whom the resources of the central frequency range of the LTE DL frame are distributed. The Zadoff-Chu (ZC) and Frank (Fr) sequences were used as multiphase CAZAC sequences;the PRS modulation types are QPSK or 64QAM. This study was carried out by simulation modeling in MATLAB for the Rayleigh communication channel model with delay profiles for the dense urban development (ETU) variant and with the addition of additive white Gaussian noise (AWGN);options for choosing the signal ratio/ noise SNR=0dB, 10dB, 50dB. The criterion for evaluating the effectiveness of one or another variant of filling the CP OFDM symbols are the results of calculations of the mathematical expectation of the search time and entering into synchronism and its variance. © 2023 IEEE.

High rates of scientific and technological progress determine the constant increase in demand in the labor market for highly qualified specialists, primarily those engaged in professional activities using IT. In modern conditions, the most relevant skill for graduates of higher educational institutions is the ability to adapt to dynamic changes and improve the information and communication technologies themselves and the means of their implementation. Accordingly, this leads to a significant modernization of the sphere of higher education and the totality of educational processes. In particular, approaches to quality assessment and ways to adequately determine its level are changing. The authors in this article propose to effectively assess the quality of modern education, using mathematical models developed by them. These models are synthesized by the authors based on the theory of fuzzy sets. Which, in turn, allows us to generalize a number of qualitative and quantitative criteria. And, consequently, to ensure the adaptation of models for the implementation of educational processes depending on a variety of identifiable factors. The results of the research carried out by the authors of this article can be very useful for a wide range of representatives of various communities of participants in socio-economic relations. © 2022 IEEE.

A mathematical model of the process of joint servicing by a dedicated resource of an isolated cell of an LTE standard network of two communication session flows for the transmission of real-time services traffic and a session flow for the transmission of elastic data traffic is constructed. It is assumed that the sources of sessions are video cameras and various telemetry devices belonging to the operator of surveillance systems using the cell resource to organize their work. The models assume that real-time service traffic has an advantage in occupying a dedicated resource over data traffic. The claimed benefit is in reducing the elastic data rate to a concentration value that corresponds to the frequency of the elastic data rate. When a free channel resource appears, the data transfer rate increases. To create conditions for differentiated servicing of incoming heterogeneous information flows, the model uses the procedure for restricting access to resource occupation. The choice of restrictions depends on the type of communication sessions and on the overall level of occupancy of the allocated resource by all incoming information flows. Using the model, definitions are given for the main indicators of servicing requests, an algorithm for their evaluation is developed, and numerical examples are given illustrating the use of the model for analyzing scenarios for differentiated servicing of heterogeneous traffic. © 2022 IEEE.

Within the framework of this article, a methodical approach to the development of radio monitoring receivers with high technical characteristics for assessing the parameters and current state of radio signal sources is outlined. One of the tasks of radio monitoring is to provide guaranteed detection of signals with modern types of modulation and various types of multiple access in a wide range of received signal powers. This task is divided into the following tasks: radio detection, estimation of signal parameters, as well as restoration and analysis of transmitted information. When solving the latter type of problems, the problem of determining the location of the source of information can also be solved. The listed tasks are proposed to be solved on the basis of the analysis of the parameters of the received signals. The latter largely depend on the quality of the radio receivers of the control system, especially when solving the problem of radio engineering analysis, when the parameters of the received signal are determined. At the same time, the work of modern technical means of monitoring is carried out in modes as close as possible to real time. This is due to the fact that modern radio electronic devices use various methods of noise protection, masking and encryption, which include fast and unpredictable tuning of the operating frequency, the use of a synthesized radiation pattern with the output of the minimum radiation in the direction of the intended control means, adaptive adjustment of the radiation power, the use of pseudo-noise signals with a large base, etc. The paper considers methodology aspects for radio receivers development of technical monitoring equipment, stages of designing such systems, and also presents examples of the implementation of the proposed approach. © 2022 IEEE.

This article discusses the theoretical foundations and practice of implementing a smart city project in Russia. The implementation of such projects is carried out not only in Russia. This direction of urban economy optimization is in demand in many cities around the world. Digitalization is actively used as the basis of the smart city project to improve the efficiency of urban governance and the quality of public services, to promote the transformation of the urban environment. The implementation of the Smart City project is based on technologies such as the Internet of Things, great data, cloud computing and artificial intelligence. Many cities have formed unique smart city projects, applied visualization technologies, online offices and online training, transport logistics and so on. Thus, the benefits of smart cities have recently been widely used including to prevent the COVID-19 pandemic for example, the introduction of electronic vaccination certificates and QR codes. However not all smart city projects are measurable that is necessary to assess the effectiveness of the project and to compare data on the cities. The article offers a tool for evaluating the effectiveness of the introduction of new technologies to provide an accessible environment for people with limited mobility. © 2022 IEEE.

The reliability of the operation of fiber-optic networks and communication systems, i.e. the ability of a communication network to perform specified functions for transmitting information under specified conditions and for a specified time is the main requirement of customers for a telecommunications operator. The customer's needs and expectations regarding the quality and reliability of the network and communication systems determine the requirements. They may differ not only qualitatively and quantitatively, but also depend on time. Customers of telecommunications companies may need certain periods of time during which additional stability of communication is required. The rest of the time, the standard level of communication stability is sufficient for them. The overall framework of the SLA usually provides increased reliability for the entire duration of the contract concluded between the customer and the operator, which is sometimes redundant and expensive for both the customer and the operator. The SLA framework is considered, which allows customers to independently determine the critical time slots in which the operator undertakes to fulfill their requirements for communication stability. This structure is called the SLA with differentiated requirements (SLAd). Critical Time Slots (CTS) correspond to periods when it is especially important for the customer to have reliable and uninterrupted communication. Therefore, connections during these periods are reserved using cross-duplication of customer data streams. The article evaluates the effectiveness of the implementation of a service level agreement (SLA) with time-differentiated reliability requirements. Net present value (NPV) is considered as a measure of efficiency;to take into account the probabilistic characteristics, the availability factor is applied. The results of calculations are presented and their brief analysis is given. © 2022 IEEE.

Nowadays wireless communication systems use orthogonal access technologies. FDMA, TDMA and CDMA technologies that have proven themselves in cellular communication systems have been replaced by OFDMA multiple access technology. OFDMA technology is used in LTE networks and in many other standards of wireless communication systems. A modified version of OFDMA technology is also used in the new 5G new radio networks. For future 6G and beyond wireless communication systems, a new technological platform is needed to provide communication services not only to people, but also to maintain the concept of the Internet of everything. The primary problem is the increased network capacity requirements. A promising technology is NOMA non-orthogonal access technology, which is a candidate technology for inclusion in future standards of wireless communication systems. There are many varieties of NOMA technology. The main goal of this work is to investigate the potential capabilities of NOMA systems with power domain - PD-NOMA. The paper presents the results of simulation modeling to evaluate the performance of PD-NOMA systems in the uplink, which is a particularly interesting scenario for Internet of Things systems. © 2022 IEEE.

The processes realized by Industrial Revolution 4.0 and general digitalization predetermine a very intensive Information and communication technologies, communication means and hardware and software for their implementation. These processes are transforming the entire set of socio-economic relations and the structure and content of the labour market. In its turn, the labor market forms demands regarding the formation of human resources, first of all, in the sphere of education. Educational processes, in particular in higher education institutions, are carried out over a rather long period of time (5-7 years). There is a long time interval between the formation of demand on the labour market for highly-qualified personnel in a certain sphere of activity and the actual formation of the necessary competencies in university graduates. Therefore, a number of trends have emerged in the field of education due to a radical change in the labour market situation, in particular, the lack of specialists engaged in practical professional activities with the use of innovative information and communication technologies. This research focuses on analyzing the above-mentioned trends and forecasting scenarios for the development of the real situation in the labor market and in the educational sphere. © 2022 IEEE.

The study explores effective ways to compress information. Criteria providing the choice of acceptable methods of signal compression are substantiated. Methods of compression are revealed that provide maximum entropy due to the elimination of psychophysical redundancy of information. The degree of compression in methods that exclude only statistical redundancy and the number of repetitions of information in the signal is qualitatively established. The unsuitability of the use of irreversible compression methods for the transmission of the reference signal has been substantiated. Methods for the classical increase in entropy are considered. The main disadvantage of the known methods of efficient coding is noted. It attempts to compress information that has already been compressed. The study proposes to go to the original form - a unitary code before the information compression procedure. On the basis of the material presented earlier, a presentation method is proposed and a method for storing information without increasing the storage volume is described. This can be achieved through the use of unitary coding. The required storage volume is set, determined by the required number of bits of the unitary code of the maximum of the stored numbers. The advantages and disadvantages of switching to a unitary code are considered. The principles of adding new information to the final unitary code are determined. The factors determining the maximum amount of data influencing the processing time of the file are substantiated. The fundamentals of the differential approach are proposed, which make it possible to increase the conversion speed from a unitary code. More research is needed to improve the storage density of compressed information. © 2022 IEEE.
