A method for detecting signals with a random moment of occurrence based on the algorithm of cumulative sums with a reflecting screen under the influence of non-Gaussian noise is presented. An example of detecting a signal exposed to non-Gaussian quasi-deterministic additive noise is used for obtaining the dependences of the probability of false detection on the value of the signal-to-noise ratio for different values of the detection threshold. An increase in the detection threshold value, as well as the value of the signal-to-noise ratio, leads to a decrease in the probability of false detection. It is shown that the case of coordinated noise has the highest probability of correct detection. The algorithm for detecting a signal against the background of pulse noise and fluctuating non-Gaussian noise is analyzed and curves for probability of correct detection are obtained. It is found that the mismatch of the cumulative sum algorithm and the real density of probability distribution of noise leads to a decrease in the probability of correct detection. It is shown that the cumulative sum algorithm allows not only to solve the problem of detecting a signal in real time, but is also simple enough to be used when solving some practical problems. © 2021 IEEE.

The ability of society to synthesize modern knowledge and successfully apply it in practice in all areas of activity assumes special importance under modern difficult conditions. This relevant knowledge is a kind of driver for the formation of the scientific and technical potential of the state, as well as ensuring the quality of the population's life, safety, and well-being of society as a whole. The leading role in the implementation of such processes now belongs to higher education. The effectiveness of the implementation of a hierarchical set of educational processes determines the quality of absolutely all processes in society. Modern information and communication technologies (ICT) make it possible to create unique conditions and opportunities for the synthesis of innovative knowledge. However, the achievement of the relevant goals (organizational, technological, economic, financial, social, political, etc.) is determined not only by the available conditions (favourable and not favorable) for the implementation of a particular activity but primarily by the effectiveness of their management. Managing the objects, phenomena and processes in the education sector, based on the ideas of both systemic and cybernetic approaches, involves the formalization of a set of goals that must be achieved as the final result, and the processes for implementing a targeted impact (influence) on management objects, as well as criteria for evaluating the effectiveness of the implementation of this activity. In fact, a hierarchical set of models of educational processes and systems should be synthesized, the key moment for the creation of which is the hypothesis of some correlation between the parameters of the control actions of the management entity and the gradient of the parameters` state of the educational system itself, as an object of management. We have developed a methodology that allows to develop recommendations for choosing a place to start lane changing with the intention to make a turn at a crossroad and choosing the duration of traffic light phases, and these durations may vary depending on the time of day. This methodology could be made on the basis of field measurements and a mathematical model of the traffic flow on a section of a multi-lane highway. There are actual to use Smart Light in ITS to control traffic on crossroads and to optimize the choice of traffic light phase durations. The developed model allows to calculate the distribution of traffic intensities on a section of a multi-lane highway. To verify and calibrate the model the distribution of traffic intensities has been calculated for a section of Leningradsky prospect, Moscow. The results of these measurements were compared with data obtained in measurements on the section. The model is based on the deterministic-stochastic control for traffic modeling in accordance of that the traffic flow is represented as the sum of the deterministic and stochastic components. The deterministic component corresponds to the velocity of a lattice movement, and the stochastic component corresponds to the velocity of the average particle movement. Using the deterministic-stochastic approach, we can obtain more exact evaluations of traffic characteristics. © 2021 IEEE.

In this paper, studies have been conducted to improve the synchronization efficiency by the peaks of the cyclic autocorrelation function of the cyclic prefix (CP) OFDM symbols of the LTE technology frame sent by the base station to the mobile user at the first synchronization stage. Three options for filling the CP and an equal number of elements of the end of the symbols of the frame are considered: the basic variant, when the CP is formed by transferring modulated elements of pseudorandom sequences (PRS) from the end of the symbol; the CP is formed from multiphase CAZAC (Constant amplitude zero autocorrelation waveform) sequences with the end of the symbols filled with the same sequences in the case of transmission by the station of "empty" symbols in the central part of the frequency range of the frame; the CP is formed from the sum of modulated PRS and multiphase sequences with the end of the symbols filled with the same sum of sequences in the case when the station does not transmit "empty" symbols in the central part of the frequency range of the frame. On the receiving side, the information of the end of OFDM symbols is restored in the devices of mobile users to whom the resources of the central frequency range of the LTE DL frame are distributed. The Zadoff–Chu (ZC) and Frank (Fr) sequences were used as multiphase CAZAC sequences; the PRS modulation types are QPSK or 64QAM. This study was carried out by simulation modeling in MATLAB for the Rayleigh communication channel model with delay profiles for the dense urban development (ETU) variant and with the addition of additive white Gaussian noise (AWGN); options for choosing the signal ratio/ noise SNR=0dB, 10dB, 50dB. The criterion for evaluating the effectiveness of one or another variant of filling the CP OFDM symbols are the results of calculations of the mathematical expectation of the search time and entering into synchronism and its variance.

This article discusses the fundamental features of the application of the decision support system on the example of solving the problem of planning the process of managing technical systems of wireless access to Enterprise Infocommunication Network. The purpose of this article is to consider approaches to the automatic selection of the optimal technical solution for promising business and technological process management systems based on the methods of spectral analysis and analysis of hierarchies. The system analysis technique is developed and applied if the decision-maker does not have the necessary information about a certain situation, allowing it to formalize and find a solution to the problem. Decision-making in management activities is based on a specific type of intellectual activity - information and analytical activities, as a set of activities for the search, collection, processing of information, its assessment, analysis and forecasting of the state of the control object. The importance of information and analytical activities in modern conditions is sharply increasing due to the following reasons: a sharp increase in the volume of information processed in the course of decision-making on management;the difficulty of identifying and establishing cause-and-effect relationships in information about the existing area of management;the complexity of process automation in advanced business and technological process management systems. This necessitates the creation within the framework of a promising automated control system of its specific part - a decision support system. Chatbots are natural virtual language assistants based on the artificial intelligence (AI) and machine learning. Chatbots' popularity is increasing quickly nowadays. They are used for providing real-time service and implemented in the different customer support systems. Today, chatbots are used to improve customer experience in contact centers. Chatbots facilitates on-line conversations via text or text-to-speech. One of the most important problems is call center overload, and to determine the optimal number of agents required for the customer servicing in system where chatbots are used for handling similar requests from the customers. This paper analyzes the mathematical model of a contact-center with two types of customer service - chatbots and agents. Markov process that describes model function is constructed. Vital performance measures of interest are defined through the values of stationary probabilities of model states. Algorithm of characteristics estimation is suggested based on solving the system of state equations. The numerical assessment is given;the positive effect of chatbot usage for elimination of overload is shown. The constructed model and elaborated algorithms of performance measure estimation can be used for the control of contact center functioning in case of overload. © 2021 IEEE.

Analytical expressions for the Cramer-Rao boundaries are obtained in the article when jointly evaluating a set of parameters for a broadband ionospheric-distorted signal of an arbitrary shape, namely: the steepness of the dispersion characteristic, Doppler frequency shift, delay and phase shift. The corresponding expressions for covariance functions and correlation coefficients are obtained. It is shown that the presence of dispersion distortions leads to additional, previously absent, statistical relationships of estimates of signal parameters. The correctness of analytical expressions is confirmed by the results of simulation. The reported study was funded by RFBR, project number 19-29-06055. © 2021 IEEE.

One of the features of low earth orbit (LEO) mobile satellite systems is to deliver information to the data analytic centers. Many types of alarm information are collected by smart meters and video cameras that are placed where wired telecommunication is not possible due to the technical or economic meanings. It is supposed that requests for servicing are arriving to the data center following the Poisson model and each requiring exponentially distributed computing time. A data center consists of some number of computing units. Each unit processes the requests according to the Processor Sharing (PS) service discipline and cannot accept at the same time more than fixed number of requests. The mathematical model of load balancing between computing units is constructed. Two scenarios are considered: 'static' when requests are routed to computing units according to the prescribed probabilities and 'greedy' when requests are routed to the least loaded computing unit. Using the model, the main performance measures of interest are given with help of values of probabilities of model's stationary states. The recursive algorithm of performance measures estimation is suggested. The model and derived algorithms can be used for study the scenarios of traffic balancing at the data analytic centers. © 2021 IEEE.

There is a rapid development of means of fixed and mobile user access to reference and information services. Multimedia communication services are in demand. Accordingly, the functionality of call service centers is expanding. We will discuss improvements in call recognition and distribution. Solutions for the organization of robotic systems are proposed. Software developers take into account the wishes of customers of commercial structures and the special requirements of law enforcement and public safety authorities. Using the example of Asterisk or Naumen Contact Center, we will determine the prospects for the development of call service centers of commercial structures. Outsourcing options considered. Let us discuss the peculiarities of servicing emergency calls in the centralized 'System 112'. Operators of 'System 112' service transit traffic by issuing electronic notification of incidents. Several emergency services (for example, police, firefighters, ambulance) will receive information about serious emergencies from the operators of the 'Service 112'. Let us discuss the tendency of organizing a single call-center in distributed corporate communication networks using a specific example, when calls can come from users of different regions of Russia - Central Russia, Siberia, Far East region. The organization of such a center involves the use of the distance factor. Supervisors organize day and night shifts for operators. An example of calculating the resources of such a center is considered. The creation of large call service centers in the South- West Siberia region is possible with the involvement of satellite communications resources. © 2021 IEEE.

In modern telecommunications, radio engineering and measuring technologies, an important place is occupied by systems of synchronization, formation and processing of signals. The development and effective use of such systems is based on fundamental and applied research in the field of dynamic systems theory, signal generation and frequency stabilization, digital signal shaping and processing, statistical communication theory and noise-immune signal reception, as well as a number of other related areas. For 50 years, the international conference “systems of Signal Synchronization, generating and processing in Telecommunications (SYNCHROINFO)” has been held annually. The article sums up the results of the 50-year history of the conference, in which more than one generation of high-class researchers, developers and teachers of the higher education system took part.
