A system for analyzing remotely-sensed satellite images using knowledge bases driven by multi-stage inference engines has been developed. Sea-surface temperature analysis is thought to have great potential for effectively identifying the positions and shapes of oceanic conditions such as ocean fronts, eddies, currents, and so on. Knowledge and experience accumulated through conventional oceanic observation by ships and other methods are indispensable when extracting such oceanic conditions from remotely-sensed data, and the extraction process requires the efforts of human experts. This paper discusses some useful strategies for dealing with the problems of automatic extraction of oceanic conditions, including a mechanism for selecting individual algorithms and automatically constructing a sequence of image processing commands, a scheme for verifying consistency between knowledge rules, and a scheme for the intensive accumulation of knowledge information. In addition, this paper presents some experimental applications to remotely-sensed ocean image data which have been performed highly efficiently. The resulting extracted ocean fronts and currents have been successfully verified using oceanographic surveys.

We present, for the first time to our knowledge, a gray-level image recording method in photorefractive volume memory, in which the image to be recorded is illuminated periodically by a pulse while the reference beam interacts the medium continuously until the steady state is reached. By adjusting the duty cycle of the exposure of the image in recording, high fidelity can be maintained in image reconstruction for pixels of different gray-scale intensities. Furthermore, due to multiple beam coupling the weak input image can be greatly enhanced without the loss of fidelity.

An algorithm for storm tracking through weather radar data is presented. It relies on the crosscorrelation principle as in TREC (Tracking Radar Echoes by Correlation) and derived algorithms. The basic idea is to subdivide the radar maps in Cartesian format in a grid of square boxes and to exploit the so called local translation hypothesis. The motion vector is estimated as the space shift such that corresponding boxes at different times exhibit the maximum correlation coefficient. The discussed technique adopts a multiscale, multiresolution, and partially overlapped box grid which adapts to the radar reflectivity pattern. Multiresolution decomposition is performed through 2D wavelet based filtering. Correlation coefficients are calculated taking into account unreliable data (e.g. due to ground clutter or beam shielding) in order to avoid strong undesired motion estimation biases due to the presence of such stationary features. Data are gathered through a C-band multipolarimetric doppler weather radar. Results show that the technique overcomes some problems highlighted by researchers in previous related studies. Comparison with radial velocity maps shows good correlation values;although they may vary depending on the specific event and on the orographic complexity of the considered area, estimated motion fields are consistent with the shift of the pattern determined through simple visual inspection.

PAR Government Systems Corporation (PGSC) has recently developed a complete activity detection and tracking system using standard NTSC Video or Infrared (IR) camera inputs. The inputs are processed using state-of-the-art signal processing hardware and software developed specifically for real-time applications. The system automatically detects and tracks moving objects in video or infrared imagery. Algorithms to automatically detect and track moving objects were implemented and ported to a C80 based DSP board for real-time operation. The real-time embedded software performs: 1) Video/IR frame registration to compensate for sensor motion, jitter, and panning 2) Moving target detection and track formation 3) Symbology overlays The hardware components are PC based COGS which include a high speed DSP board for real-time video/IR data collection and processing. The system can be used for a variety of detection and tracking purposes including border surveillance, perimeter surveillance including building, airport, correctional facilities, and other areas requiring detection and tracking of intruders. The system was designed, built and tested in 1998 by PAR Government Systems Corporation, La Jolla, CA. This paper adresses the algorithms (Registration, Tracking, Outputs) as well as hardware used to port the algorithms (C80 DSP board) for real-time processing.

In this paper, we undertake the development and performance evaluation of a parallel system for the compression of medical images. The system under study consists of a network of workstations running a parallel implementation of a wavelets compression software. Different data distribution and synchronization strategies are evaluated aiming to minimize the system response time. Numerical results of the different strategies under investigation are provided.

All IRFPAs require nonuniformity correction. Although five-point or multi-point correction algorithms may correct the nonuniformity of IRFPAs they can be limited by pixel nonlinearities and instabilities. So adaptive nonuniformity correction techniques are needed. Many researchers develop the methods of real-time correction based the scene being viewed. The nonuniformity correction process is completed in IRFPA sensor named smart FPA. However, the smart IRFPA is developing. The purpose of this paper is to describe a digital signal processing electronics for the nonuniformity correction. It includes ADSP21060 digital signal processor, 8751 chip and display circuit module. The image data from IRFPA are put into the dual RAM. The ADSP21060 DSP completes the nonuniformity correction function while the 8751 chip operates control function. At the same time, the correction results will be displayed on a monitor. The neural networks algorithm and the constant-statistics algorithm are tested in our digital implementations. When the image size is 60*97, processing time per frame is 14.75 millisecond for the neural network algorithm and it is 12.65 millisecond for the constant-statistics algorithm. Measured results show that digital processing system designed by us may achieve demand of real-time nonuniformity correction based the scene for small IRFPAs.

In this work, we introduce a detection scheme that is able to identify regions of interest during the intermediate stages of an image formation process for ultra-wideband (UWB) synthetic aperture radar (SAR). Traditional detection methods manipulate the data after image formation. However, this approach wastes computational resources by resolving to completion the entire scene including areas dominated by benign clutter. As an alternative, we introduce a multiscale focus of attention (FOA) algorithm that processes intermediate radar data from a quadtree-based backprojection image formation algorithm. As the stages of the quadtree algorithm progress, the FOA thresholds a detection statistic that estimates the signal-to-background ratio for increasingly smaller subpatches. Whenever a subpatch fails a detection, the FOA cues the image formation processor to terminate further processing of that subpatch. We demonstrate that the FOA is able to decrease the overall computational load of the image formation process by a factor of two. We also show that the new FOA method provides fewer false alarms than the two-parameter CFAR FOA over a small database of UWB radar data.

Of particular interest are efficient algorithms of detection and acquisition of small targets with low signal-to-clutter ratio (SCR) for reality applications. Some algorithms like matched filtering (MF), dynamic programming (DPA) and multistage hypothesis test (MSHT) have been proposed. Although some experiments proved that these algorithms have good target detection performance, it is difficult to implement by hardware because of more computational requirement. In this paper one simple and useful algorithm of the detection and acquisition for small targets with low SCR is presented. input image is preprocessed with using background normalization and background removal, and SCR of targets of difference value image outputted is improved. After image segmentation with an adaptive threshold is finished, the target detection is performed by continuous multi-frame detection method using spatial-temporal continuous motion features of targets. The targets are identified with multistage continuous filtering and a main target selected is acquired and tracked with the window. Experiments proved that the algorithm could detect small targets with SCR equal to 3 in cloud background. The method has been used for infrared tracking system in field and good tracking performance is acquired.

In this paper we propose a new color descriptor and segmentation algorithm for the analysis of aerial images. The main advantages of the proposed segmentation process are: the new color descriptor is related to element/object properties, it is stable and the resulting segmentation contains a reduced number of regions. These features allow us to obtain segmentation of aerial image matching with the terrain characteristics. The proposed color descriptor is the WI (Hue/Intensity) space. It is derived from the HSI color space, taking advantage of the high discrimination power of the Hue and solving the major problems of the HSI space: a high color resolution requires high computing resources, and the RGB to HSI transformation presents singularities. The image segmentation based on region approach is really appropriate for land use applications given that land cover is naturally built-up from regions. We have developed a variation of the region growing algorithm in order to reduce the process time and to generate a low number of regions in the segmented image, that are related to the main land areas.

This paper describes the Sensor to Shooter Information Fusion for Rapid Targeting (SSIFRT) program. The objective of this program is to design, develop, test, and demonstrate the fusion of intelligence, surveillance, and reconnaissance (ISR) data with on-board sensor data. This decentralized information fusion system will take advantage of both on-board tactical platform and off-board sensor data to generate a high performance identification capability. The algorithm development will address Automatic Target Recognition (ATR), ground target tracking, target cueing, and registration of imagery residing on both ground station (off-board) and tactical aircraft (on-board) systems. Analysis of data link and processing requirements/capabilities will be performed to determine an on-board and off-board fusion architecture. The off-board component would be targeted for ground station applications where multiple sources of information will come together. The off-board fusion algorithm employs a Bayesian approach to integrate information from multiple image sources such as SAR, EO, and FLIR as well as non-image based intelligence sources such as Ground Moving Target Indicators (GMTI). Model-based ATR technology will be an important module of this off-board fusion system for the extraction of target information from image data sources. Compression techniques and innovative representations of information will be investigated so that information can be transferred to the shooter platform using existing or planned communication channels. Finally, the tactical platform's on-board system will incorporate a fused feature methodology that utilizes off-board cues and on-board SAR and FLIR imagery for final on-board target identification.
