Since the appearance of the NHS Executive's guidance document, Purchasing Intelligence (1991), efforts have been concentrated on the development of 'purchasing intelligence facilities' staffed, in the main, by health librarians. However, the concept of 'intelligence' has a wider dimension that impacts upon the whole culture of an organization. The authors examine purchasing organizations against popular theories of organizational development. The characteristics of Handy's Task culture, with Athena as its patron, may be observed in many authorities. Using the results of two surveys, conducted in March 1995, they identify some key information management issues involving structure, tasks, technology and people. Skills in information 'transformation' must be acquired by all staff in purchasing authorities. The intelligence officer must become a modern-day Odysseus if the intelligence facility is to 'survive and thrive'.

A dynamic patient population and health care system requires that health care organizations and professionals be alert and flexible in their approach to patient care education. The University of Minnesota Hospital and Clinic has defined various generic and comprehensive educational outcomes for its patient population and initiated unique methods for obtaining them. The focus of this patient education program is the Patient Learning Center, which functions as a resource to primary professional caregivers for teaching patients and their families extensive and/or high-tech health-related activities for performance after discharge from the hospital or clinic. The Center provides patients with a lablike environment for reviewing, practicing and demonstrating skills, with mannequins, central venous access simulators, pumps, needles, audiovisuals, and so forth, under the supervision of registered nurses. Initial patient/family/caregiver response has been positive, particularly in terms of environment and learner/instructor ratio. Learning units in several areas (cystic fibrosis and diabetes) are being planned, and staff concerns regarding continuity, communication, and consistency are closely monitored.

The increasing need to adopt evidence-based practice places large information demands on health professionals. This paper draws on the experience of the information team of the NHS Centre for Reviews and Dissemination to examine opportunities for information workers to assist researchers and health professionals in the move to more evidence-based care. The importance of research reviews for the development of evidence-based practice and the process of conducting overviews are discussed. The Centre for Reviews and Dissemination is disseminating the results of reviews and developing information services for information professionals, health practitioners and health service managers. The services include databases of structured abstracts of quality reviews and economic evaluations and an enquiry service.
