Embargoes and economics: The birth of biotechnology in Cuba

Is anything up-to-date in Fidel Castro’s Cuba? A quick look around this island nation of 11 million people says no. The Gap and McDonald’s are conspicuously absent, virtually every American car and truck is a 1940s or ’50s model, and at the Tropicana, Havana’s huge outdoor nightclub, everything except the prices recalls that era, too. So can it be true that this time capsule of a country has an extensive commitment to biotechnology? The answer—an emphatic yes—appears to be the result, albeit unintended, of the economic embargo the United States imposed on Cuba in October 1960 and has yet to lift. At least so a group of American journalists was told on a recent visit to the Center for Genetic Engineering and Biotechnology (Spanish acronym CIGB). The center is a part of a complex of 38 life sciences facilities and support structures called the Western Scientific Pole in Havana. (Cuba has 14 scientific poles; this one is the most eminent.) “If it weren’t for the embargo,” said Jorge V. Gavilondo, Ph.D., a CIGB molecular immunologist, “probably none of this would have been built.” Economic Development Biotechnology did not, of course, exist when the embargo began. But what did exist, Gavilondo pointed out, was the Castro government’s belief that science—particularly biological science—would improve the health of the population and the country’s prospects for sound socioeconomic development. It was therefore decided to establish a National Center for Scientific Research (Spanish acronym CNIC). CNIC, which opened in 1965 and is now a part of the Western Scientific Pole, counts among its many attainments a genetically engineered cholera vaccine, a cholesterol-lowering drug derived from sugar cane, bone implants for reconstructive surgery that are made from coral, and more. Its initial mission, however, was primarily educational. Not all of Cuba’s more than 11,000 career scientists got their professional training at CNIC, Gavilondo told his visitors. In pluralistic societies, innovations offering new ways to promote independence or individuality are generally rapidly embraced, whereas those that appear to centralize power and authority are either outright attacked, or accepted only after contentious debates. Biotechnology, however, has repeatedly broken this mold, offering the potential for remarkably individualized products while also appearing to concentrate capabilities and power in the hands of a small number of global players. For example, biotechnology's promise to provide health care specific to individual needs goes hand in hand with giving corporations access to detailed genetic information. Likewise, its potential to fine-tune food production to local needs coincides with concentrating the capabilities to do so in a small number of institutions. Understandably, such scenarios have met with both support and opposition. The most recent, and perhaps the most contentious of the resulting controversies, has been the highly visible and ongoing debate on genetically modified (GM) agricultural products. Many observers seem to be surprised by the sudden rise of this issue, and its origin is often ascribed to a lack of public trust in regulatory institutions.

ScienceLabDatabase: A Computer program to organize a molecular biology laboratory

A description of a novel laboratory management software is provided. ScienceLabDatabase (SLD) offers a, useful platform to organize a molecular biology research laboratory. The program manages stocks of biological samples, including plasmids, antibodies and cell fines, laboratory protocols and addresses, and it includes an easy ordering and funds managing system. Preformed data sheet templates help to store and maintain valuable information on samples or reagents and to facilitate the transfer of accurate information between researchers. Password protection regulates access, and simple button functions allow the use of this system without prior database knowledge. SLD is based on FileMaker Pro-Version 4.0, which. allows easy customization and import of preexisting data from other applications. The SLD program was successfully tested in several independent research groups and proved a useful tool to efficiently organize a molecular biology laboratory.
