太空交通管理平台是开展太空交通管理活动的基础支撑,能够有效保障太空交通管理制度规则的落地落实,主要探讨了一种面向应用的太空交通管理平台的系统设计,在参考国内外太空交通管理平台研究的基础上,明确了太空交通管理平台的总体考虑和设计原则,按照开放融合和安全运行的特点提出了基于开放体系结构数据存储库(Open Architecture Data Repository,OADR)的太空交通管理平台总体框架。着眼太空交通管理的应用需求,划分太空交通管理平台的功能和组成,从安全规范、标准规范、工程管理、运维保障等方面设计系统框架和内外接口关系,形成太空交通管理平台的整体布局。针对当前太空交通管理的发展形势梳理了太空交通管理平台建设的关键技术,展望了平台未来的发展。
为应对抽水蓄能建设项目数字化转型的新形势和新要求,解决当前大体量抽水蓄能工程建设传统管理模式信息交互效率低等问题,提出了一种适合抽水蓄能施工项目的安全风险智能管控系统框架。研究采用半结构化访谈的方式,确定抽水蓄能施工作业安全风险管控系统需求,基于工程项目风险管理的工作要点,结合某抽水蓄能项目运用的物联网、大数据等前沿技术,建立抽水蓄能施工作业安全风险管控数字化系统。最终构建出系统总体模块框架,包括动态风险辨识、现场设备及环境数据的集中监测、管控措施落实的闭环管理,对作业危险的提前告知、作业验收五大模块,详细设计了系统的工作流程和各模块实现的功能。实现抽水蓄能施工作业安全风险智能化管控,增强风险管控效率,提高抽水蓄能施工作业的安全水平。In order to cope with the new situation and new requirements of digital transformation of pumped storage construction projects, and to solve the problems of low information interaction efficiency of the traditional management mode of large-volume pumped storage project construction, a safety risk intelligent control system suitable for pumped storage construction projects is proposed. This paper adopted a semi-structured interview to determine the demand for intelligent system of safety risk control of pumped storage construction operations. Based on the key points of engineering project risk management, and combining with the Internet of Things, big data and other cutting-edge technologies used in a pumped storage project, a pumped storage construction safety risk control intelligent system was established. The overall module framework of the system was constructed, including five modules: dynamic risk identification, centralized monitoring of on-site equipment and environmental data, closed-loop management of the implementation of control measures, advance notification of operational hazards, and operational acceptance. Then the workflow of the system and the functions realized by each module were designed in detail. The research result realizes the intelligent management and control of safety risks of pumped storage construction operations, enhances the efficiency of risk management and control, and improves the safety level of pumped storage construction.
