This paper proposes that a reliable and efficient integration of distributed generators (DGs) needs strategic planning and operation for distribution systems. The paper illustrates that today's policies such as plug-and-play and those outlined under IEEE standard 1547 cannot support a large penetration of DGs sending power to the grid. The paper explores possible challenges and potential opportunities in integrating a large penetration of DGs. The key point of the paper is designing a model-basedadaptivepolicy to link the methods engineers use to policydesign for achieving efficient and reliable performance. Two strategies that could be used to achieve this are outlined and discussed: enhanced plug-and-play and third party siting and operating review.
