This article introduces a concept for a general Multi-Sensor / Multi-Platform planning and deployment system to be used in airborne Intelligence, Surveillance, and Reconnaissance missions. Traditionally, armed forces have a large variety of different airborne vehicles and sensors at their disposal. To use these resources in a more effective manner, the aim is to deploy them cooperatively. In combination with the wide range of mission types, this approach results in challenging planning problems for a human mission planner. The complexity is increased further by the amount of data that can be collated by a multi-vehicle system during the mission execution. To improve the intelligence gathering capabilities whilst reducing the operator's workload, we strive to automatize the process partially. The analysis of available resources and related capabilities in conjunction with novel multi-sensor cooperation mechanisms, offer a promising approach. Within this paper we present the concept for a task-based cooperation manager offering an automatized process for the planning and monitoring of surveillance and reconnaissance missions. A detailed description of the system is provided, cooperation mechanisms are outlined, and a software architecture for validation and verification of the concept is presented.

Artificial intelligence has been in use for decades. It is already deployed in manned formations and will continue to be fielded to military units over the next several years. Current strategies and operational concepts call for increased use of artificial-intelligence capabilities across the defense enterprise from senior leaders to the tactical edge. Unfortunately, artificial intelligence and the warriors that they support will not be compatible out of the box. Simply bolting an artificial intelligence into teams of humans will not ensure success. The Department of Defense must pay careful attention to how it is deploying artificial intelligences alongside humans. This is especially true in teams where the structure of the team and the behaviors of its members can make or break performance. Because humans and machines work differently, teams should be designed to leverage the strengths of each partner. Team designs should account for the inherent strengths of the machine partner and use them to shore up human weaknesses. This study contributes to the body of knowledge by submitting novel conceptual models that capture the desired team behaviors of humans and machines when operating in human-machine teaming constructs. These models may inform the design of human-machine teams in ways that improve team performance and agility.

Within liberal democracies, the weapons soldiers carry into battle determines the fate of nations, but the resources needed to build specific weapons must be allocated by elected representatives of the people years or even decades before a war or conflict begins. Therefore, to increase the odds of victory in future war, it is the responsibility of senior military leaders to learn how to fight two different types of battles, both on the battlefield (the art of waging war itself) and the battle that occurs within the realm of defense acquisition (the battle before the battle). This research intends to focus on the latter form of battlethe battles that occur within the realm of defense acquisition. This paper contends that the study of David Packard, the co-founder of electronics firm giant Hewlett-Packard (HP) and one of the founding fathers of Silicon Valley, is essential for those who seek to understand better the realm of defense acquisition (the battles before the battle). David Packard served as deputy secretary of defense between January 1969 and December 1971, significantly influencing modern defense acquisition policy and playing a critical role in the birth of fourth-generation airpower. This research focuses on the lessons learned from Packards experience, some developmental programs in the late 1960s and early 1970s, and the impact of those programs on Packards acquisition reform movement.

Three-dimensional target motion analysis using angle and frequency measurements

It is well known that passive target tracking by a single observer, commonly referred to as target motion analysis (TMA), can be done using angle and/or frequency measurements. Depending on the measurement set, different passive tracking procedures result: angle-only tracking (AOT), frequency-only tracking (FOT), and anglelfrequency tracking (AFT). Whereas the two-dimensional passive tracking problem has been solved. for a multitude of scenarios, thus giving a good insight into the parametric dependences, the three-dimensional problem has been discussed only in a few specific cases. To get a deeper insight into the parametric dependences of three-dimensional TMA, this work analyzes AOT and AFT in typical three-dimensional airborne warning and control system (AWACS) scenarios. A Cramer Rao (CR) analysis of the problem reveals the parametric dependences of both methods and gives a clear idea of the increase in estimation accuracy by using AFT instead of AOT. The results obtained in this way are well confirmed by Monte Carlo simulations taking maximum likelihood (ML) as estimation procedure.

This paper describes an advanced technology demonstration (ATD) that applied utility-based scheduling to produce an adaptive, distributed tracking component appropriate for consideration by the airborne warning and control system (AWACS) program. This tracker was designed to evaluate application-specific Quality of Service (QoS) metrics to quantify its tracking services in a dynamic environment and to derive scheduling parameters directly from these QoS metrics to control tracker behavior. The prototype tracker was initially implemented on the MK7 operating system, which provided native utility-based processor scheduling. More recently, it has been implemented as a real-time Java (i.e., RTSJ) application. In each implementation, the prototype updates all of the tracked-object records when the system is not overloaded, and gracefully degrades when it is. The prototype has performed extremely well during demonstrations to AWACS operators and tracking system designers. Quantitative results are presented for both the MK7 and RTSJ implementations.
