Satellite oceanography within the Center for Satellite Applications and Research (STAR) in National Oceanic and Atmospheric Administrationis (NOAA) National Environmental Satellite, Data, and Information Service (NESDIS) focuses on observation retrievals and applications to address the NOAA missions of environmental assessment, prediction, and stewardship. Satellite oceanography within NOAA/NESDIS is an end-to-end process, addressing user requirements, sensor design support, observation retrieval research and development, calibration, applications and product research and development, the transition of research to operations, continuing product validation, and operational user support. The breadth of scientific investigation encompasses three functional areas: satellite ocean sensors, ocean dynamics/data assimilation, and marine ecosystems/climate. A cross-cutting science team from these functional areas has been established for each core subject: sea-surface temperature, sea-surface height, sea-surface roughness, ocean color, ocean surface winds, and sea ice. These science teams pursue the science and issues end to end within the core subject, with the primary objective being the transition of research to operations. Data fusion opportunities between science teams are also pursued. Each science team area addresses the common themes of calibration/validation, data assimilation, climate, and operational oceanography. Experimental and operational products, as well as user support, are provided to the user community via the NOAA OceanWatch/CoastWatch program.

Representation of two-dimensional optical signals on the orbital angular Poincare sphere is useful for beam analysis, synthesis and comparison. This mapping is based on the measurement of the second-order moments, which are widely used for beam characterization. It is well known that two second-order moments invariants allow dividing two-dimensional signals into two classes: isotropic and anisotropic. Using the modified Iwasawa decomposition of the ray transformation matrix and bringing the second-order moments matrix to its diagonalized form, we are able to associate the anisotropic signal with a certain point on the sphere. The latitude of this point describes the vorticity of the signal, while its longitude corresponds to the orientation of the beam's principal axes. Apart from that, the beam's scaling and its curvature can be defined. Before beam comparison, it is thus appropriate to perform first its normalization and mapping on the Poincare sphere. There are many very different beams associated with the same point and therefore this procedure makes sense for fine analysis of beams whose intensity distributions have similar forms. Moreover, every point on the sphere is associated with an orthonormal set of Hermite-Laguerre-Gaussian modes, which can be used for the corresponding beam decomposition that is important for its synthesis and analysis. The developed algorithm for the beam mapping is demonstrated on several examples.

It has been experimentally verified that the jerk of the desired trajectory adversely affects the perormance of the tracking control algorithms for robotic manipulators. In this paper we investigate the reasons behind this effect and state an optimization problem that minimizes joint jerk over a prespecified cartesian space trajectory. The necessary conditions are derived and a numerical algorithm is presented.

Radar-based noncooperative target recognition (NCTR) can be attempted based on various types of radar signatures. One natural choice for such a signature domain is that of ultra-high range resolution (UHRR) profiles. These profiles provide a one-dimensional `map' of the target scatterers in the range dimension (with respect to the radar line of sight). Research in this area has shown that this signature domain seems to hold much promise, but that there are concomitant challenges that arise in connection with its exploitation. Radar waveform development, algorithm selection and development, data generation, and algorithm training and testing are all areas that can present acute challenges. This paper focuses on the issues related to the extreme variability that one may expect in UHRR signatures of fixed-wing targets. The degree of variability is quantified and it is shown that this extreme variability contributes to challenges related to algorithm development, training, and testing.

Advanced Process Control (APC) is now mainstream practice in the semiconductor manufacturing industry. Over the past decade and a half APC has evolved from a "good idea", and "wouldn't it be great" concept to mandatory manufacturing practice. APC developments have primarily dealt with two major thrusts, algorithms and infrastructure, and often the line between them has been blurred. The algorithms have evolved from very simple single variable solutions to sophisticated and cutting edge adaptive multivariable (input and output) solutions. Spending patterns in recent times have demanded that the economics of a comprehensive APC infrastructure be completely justified for any and all cost conscious manufacturers. There are studies suggesting integration costs as high as 60% of the total APC solution costs. Such cost prohibitive figures clearly diminish the return on APC investments. This has limited the acceptance and development of pure APC infrastructure solutions for many fabs. Modern APC solution architectures must satisfy the wide array of requirements from very manual R&D environments to very advanced and automated "lights out" manufacturing facilities. A majority of commercially available control solutions and most in house developed solutions lack important attributes of scalability, flexibility, and adaptability and hence require significant resources for integration, deployment, and maintenance. Many APC improvement efforts have been abandoned and delayed due to legacy systems and inadequate architectural design. Recent advancements (Service Oriented Architectures) in the software industry have delivered ideal technologies for delivering scalable, flexible, and reliable solutions that can seamlessly integrate into any fabs' existing system and business practices. Sensor-based vehicle guidance systems are gathering rapidly increasing interest because of their potential for increasing safety, convenience, environmental friendliness, and traffic efficiency. Examples of applications include intelligent cruise control, lane following, collision warning, and collision avoidance. This paper reviews the research trends in vision-based vehicle guidance with an emphasis on VLSI chip implementations of the vision systems. The high-current measuring transformers are applied first of all in steelmaking and foundry arc furnaces. A block diagram of the OPTIMUM program and its exploitation characteristics are presented. Calculation examples are given. Design solutions of measuring transformers in the versions with air and resin insulation are discussed. The scope of acceptance tests of the measuring transformers based on the BN- 88/3027- 01 branch standard " High-current measuring transformers for furnaces. Requirements and testing " is revived. Typical outfit of test stations for testing measuring transformers as well as results of tests of High -current transformers are given. Specific problems related design, production and testing of linear transducers are discussed. Properties of bothtypes of transducers are compared under the angle of reliability, metrological properties, mass and overall dimensions, the scope of acceptance tests and the immunity to the influence of strong magnetic fields. It was established that high-current transformers are built up to a ratio 5OkA/5A(for furnaces with capacity of 50*10kg), while linear transducers can be also built for rated currents of 200kA (thus for furnaces of any rated capacity).

The theory of fractal homeomorphisms is applied to transform a Sierpinski triangle into what we call a Kigami triangle. The latter is such that the corresponding harmonic functions and the corresponding Laplacian Delta take a relatively simple form. This provides an alternative approach to recent results of Teplyaev. Using a second fractal homeomorphism we prove that the outer boundary of the Kigami triangle possesses a continuous first derivative at every point. This paper shows that IFS theory and the chaos game algorithm provide important tools for analysis on fractals.

The structured light technique is useful to evaluate the topography of an object. By using the Fourier transform, the phase of a fringe pattern is obtained from a single image. With the phase information and the sensibility vector of the optical system, the value z(x, y) at each point of the object can be determined. It is known that color is a subjective sensation, and it changes depending on the observer. In order to make an association of real color and texture, it is necessary to calibrate and profile the optical devices involved in the process. Thus, we ensure that the color detected by a camera is the same displayed on the monitor and perceived by the observer, so it is possible to associate the color of the target object in addition to the evaluation of topography. On the other hand, 3D visualization is possible by using a stereoscopic system that provides two different images of the same object (one for each eye). One possible technique is that known as the anaglyph method, based on the binocular disparity of two images obtained with different color filters. Each one of the images is taken with complementary colors (red-blue or red-green), and the tri-dimensional shape can be seen through the use of special glasses;this way, each eye sees an image from its own angle. Object topography is obtained with the fringe projection technique, and then one image is selected and pseudo colored;then, the second image is taken, slightly changing the perspective of the tri-dimensional display and pseudo coloring it with a complimentary color. A computational algorithm is developed to evaluate and visualize the object in real time.

The STAG program was hiitiated at Eglin Air Force Base in 1990 under the sponsorship of the Armament Directorate of Wright Laboratory. The purpose of the STAG program is to investigate and support passive millimeter wave activities associated with the development of mart tactical gutonomous guidance systems. development of the associated sensor technology focuses attention on a data collection/phenomenology effort to provide a firm foundation for sensor design and algorithm development. The center piece of the data collection/phenomenology effort is the mobile test bed referred to as MAPS, an acronym taken from Millimeter Wave Analysis of Passive Signatures. As shown in Figure 1, the MAPS will provide the data base of passive millimeter wave information concerning terrain, atmospheric and target signatures needed to support the critical development technologies associated with the STAG program. MAPS' low-bed trailer includes an equipment enclosure which is 8 ft. wide and 25 ft. long. Photographs ofMAPS are shown in Figures 2a through 2d.
