Foliage penetration is a major application of airborne lidar systems. Typical ground resolutions achieved for floodplain-mapping applications are of the order of meters. Much higher a ground resolution can be achieved by integrating multiple looks from several look-angles. This paper describes a new system that can achieve very high ground sampling densities in forested environments at significant altitudes (6 kft) using a modified commercial lidar and a custom gimbal system. Absolute calibration of the gimbal system demonstrated pointing knowledge comparable to the usual aircraft-fixed lidar performance (0.1-0.2 mrad). Bare-earth processing of the resultant data enables interactive virtual deforestation relative to a high-resolution ground.

A major consideration in designing imaging systems that will be placed on moving platforms is the stability of the image. For example, the tracking or cuing of small objects requires a very steady image sequence. To provide the necessary stabilized platform typically requires the use of an inertial stabilized gimbaling system. Such gimbaling systems are both expensive and bulky. These factors are becoming increasingly important to the military community. The cost of a gimbal system can preclude its use on disposable ordinance systems and can be a significant portion of the cost of such systems. A low cost and low bulk alternative is needed. This paper describes a method for performing electronic stabilization using optical flow techniques. Electronic stabilization allows either the elimination of the inertial stabilized platform or the use of a low cost gimbal. The operating scenario available to electronic stabilization is examined and the resulting basic system requirements are derived. A model- based approach for deciding sensor motion is described. The utilization of the motion information for performing motion compensation is presented. Finally, preliminary results are given.

We describe a methodology for evaluating algorithms to provide quantitative information about how well road detection and road following algorithms perform. The approach relies on generating a set of standard data sets annotated with ground truth. We evaluate the algorithms used to detect roads by comparing the output of the algorithms with ground truth, which we obtain by having humans annotate the data sets used to test the algorithms. Ground truth annotations are acquired from more than one person to reduce systematic errors. Results are quantified by looking at false positive and false negative regions of the image sequences when compared with the ground truth. We describe the evaluation of a number of variants of a road detection system based on neural networks.

The aim of this paper is to find a relationship between alternating sequential filters and the morphological sampling theorem developed by Haralick. First, we show an alternative proof for opening and closing in the sampled and unsampled domain. This is done by using basis functions. This decomposition is used then to show the relationship of opening- closing in the sampled and unsampled domain. An upper and a lower bound, for the previous relationships, were found. Under certain circumstances, an equivalence is shown for opening-closing between the sampled and the unsampled domain. An extension to more complicated algorithms is also considered, namely; union of openings and intersection of closings. The reason to consider such transformations is that in some applications we would like to eliminate pixels removed by individual openings (closings).

Classification of object lines in mechanical part drawings is a critical problem for automated conversion of drawings from paper medium to CAD databases. We describe new methods for classifying object lines. These methods include section line detection, hidden line detection, centerline detection and object line extraction. A self-supervised approach which includes a spacing estimation step and a recognition step to extract section lines is described. A general purpose algorithm that not only detects dashed lines but also classifies them based on their attributes is described. These attributes are used for classification of detected dashed lines as hidden lines or centerlines. Object line extraction facilitates intelligent interpretation of geometric objects for integration with CAD/CAM systems.

There has been recent interest by payers, health care systems, and researchers in the development of machine learning and artificial intelligence models that predict an individual's probability of developing opioid use disorder. The scores generated by these algorithms can be used by physicians to tailor the prescribing of opioids for the treatment of pain, reducing or foregoing prescribing to individuals deemed to be at high risk, or increasing prescribing for patients deemed to be at low risk. This paper constructs a machine learning algorithm to predict opioid use disorder risk using commercially available claims data similar to those utilized in the development of proprietary opioid use disorder prediction algorithms. We study risk scores generated by the machine learning model in a setting with quasi-experimental variation in the likelihood that doctors prescribe opioids, generated by changes in the legal structure for monitoring physician prescribing. We find that machine-predicted risk scores do not appear to correlate at all with the individual-specific heterogeneous treatment effect of receiving opioids. The paper identifies a new source of algorithmic unfairness in machine learning applications for health care and precision medicine, arising from the researcher's choice of objective function. While precision medicine should guide physician treatment decisions based on the heterogeneous causal impact of a course of treatment for an individual, allocating treatments to individuals receiving the most benefit and recommending caution for those most likely to experience harmful side effects, ML models in health care are often trained on proxies like individual baseline risk, and are not necessarily informative in deciding who would most benefit, or be harmed, by a course of treatment.

A combined radiative transfer model and statistical approach to atmospheric correction of hyperspectral data, called MODFULL, has been developed and tested. MODFULL retrieves in-scene water vapor and aerosol (without the aid of dark pixels) which it uses for atmospheric correction. It also provides the user with checks on spectral registration of the hyperspectral data being processed. A description of this model will be given along with an analysis of its strengths and weaknesses. A summary of test results using comparisons with an industry standard Empirical Line Method (ELM) correction will also be presented.

In this paper we propose a novel approach for the bit allocation performed in an ADSL modulator. This new method is based on the observation that the transmission speed using ADSL strongly depends on the distance between the central office and the subscriber's side and does not permit real-time transmission for high bitrate video on long distances. The algorithm we develop takes into account the characteristics of a video sequence and distributes the channel error according to visual sensitivity. This method involves variable transmission Bit Error Rate.

In the last published concept (1986) for a Retinex computation, Edwin Land introduced a center/surround spatial form, which was inspired by the receptive field structures of neurophysiology. With this as our starting point we have over the years developed this concept into a full scale automatic image enhancement algorithm the 'Multi-Scale Retinex with Color Restoration (MSRCR) which combines color constancy with local contrast/lightness enhancement to transform digital images into renditions that approach the realism of direct scene observation. The MSRCR algorithm has proven to be quite general purpose, and very resilient to common forms of image pre-processing such as reasonable ranges of gamma and contrast stretch transformations. More recently we have been exploring the fundamental scientific implications of this form of image processing namely: (i) the visual inadequacy of the linear representation of digital images, (ii) the existence of a canonical or statistical ideal visual image, and (iii) new measures of visual quality based upon these insights derived from our extensive experience with MSRCR enhanced images. The lattermost serves as the basis for future schemes for automating visual assessment-a primitive first step in bringing visual intelligence to computers.
