Bits are allocated to various subbands to minimize a particular cost function to achieve compression in subband coding. The most common cost function is the L-2 norm based on mean squared error (MSE). However, the MSE often fails to correspond to the perceptual quality of the image, especially at low bit rate. In this paper, we allocate bits into various subbands by minimizing the Minkowsky metric - a commonly used perceptual distortion measure. We then design the quantizer for each subband independent of each other based on the allocated bits. Experimental results indicate improved perceptual quality for the compressed images using Minkowsky metric compared to that of using the MSE metric.

A video server may need to reserve resources in order to meet the Quality of Service (QoS) requirements of the various clients that it services. We present an admission control strategy that provides deterministic admission to the minimum or necessary layers and statistical admission to the higher layers of a client video stream accessing variable bit-rate multiresolution video. An efficient data placement scheme called Partial-Bundled is proposed and compared with other data placement strategies. In the event of a node failure, the load on the failed node is distributed across the functional nodes. Therefore, the load on each node is increased by a fraction depending on the data replication scheme used, and it may be necessary to degrade the resolutions of the streams. Two heuristic algorithms to provide for graceful degradation in the presence of disk failure are described. The heuristic algorithms attempt to maximize the rewards (related to average quality of a stream) while reducing the resolution of clients.

MPML is an XML-based MPEG video coding method that was proposed in our previous work. A comprehensive study on the tradeoff between the coding bit rates and the PSNR performance with MPML under the noisy channel environment is conducted in this research. The original MPML compression algorithm has been modified for partial protection to reduce the XML overhead. A scheme to realize partial MPML protection is proposed. Simulation results demonstrate that the proposed MPML-based error resilient technique can achieve good performance for wireless video transmission.

Assessing and comparing the performance of watermarking algorithms is difficult. The visibility of the watermark is an important aspect in this process. In this paper, we propose two metrics for evaluating the visual impact of video watermarks. Based on several different watermarking algorithms and video sequences, we identify the most prominent impairments as spatial noise and temporal flicker. We design the corresponding measurement algorithms and corroborate their performance through subjective experiments.

This paper discusses a new signal-processing tool involving the use of empirical mode decomposition and its application to health monitoring of structures. Empirical mode decomposition is a time series analysis method that extracts a custom set of basis sets to describe the vibratory response of a system. In conjunction with the Hilbert Transform, the empirical mode decomposition method provides some unique information about the nature of the vibratory response. In this paper, the Hilbert phase for discrete one-dimensional structural elements is compared to the phase obtained from the use of dereverberated wave mechanics. Simulation results indicate that the Hilbert phase is proportional to mass and stiffness properties between two successive degrees of freedom. Hence, the Hilbert phase can be used to infer, locate and possibly quantify the amount of damage in a structure.

The JPEG compression standard is a popular image format. However, at high compression ratios JPEG compression, which uses block-transform coding, can produce blocking artifacts, or artificially introduced edges within the image. Several post-processing algorithms have been developed to remove these artifacts. This paper describes an implementation of a post-processing algorithm developed by Ramchandran, Chou, and Crouse (RCC) which is fast enough for real-time software-only video applications. The original implementation of the RCC algorithm involved calculating thresholds to identify artificial edges. These calculations proved too expensive for use in real-time software-only applications. We replaced these calculations with a linear scale approximating ideal threshold values based on a combination of peak signal-to-noise ratio calculations and subjective visual quality. The resulting filter implementation is available in the widely-deployed Open Mash streaming media toolkit.

Typical neuroimaging studies place great emphasis on not only the estimation but also the standard error estimates of underlying parameters derived from a temporal model. This is principally done to facilitate the use of t-statistics. Due to the spatial correlations in the data, it can often be more advantageous to interrogate models in the wavelet domain than in the image domain. However, widespread acceptance of these wavelet techniques has been hampered due to the limited ability to generate both parametric and error estimates in the image domain from these temporal models in the wavelet domain, without which comparison to current standard non-wavelet methods can prove difficult.

In this paper, a new 1-D hybrid Automatic Target Recognition (ATR) algorithm is developed for sequential High Range Resolution (HRR) radar signatures. The proposed hybrid algorithm combines Eigen-Template based Matched Filtering (ETMF) and Hidden Markov modeling (HMM) techniques to achieve superior HRR-ATR performance. In the proposed hybrid approach, each HRR test profile is first scored by ETMF which is then followed by independent HMM scoring. The first ETMF scoring step produces a limited number of "most likely" models that are target and aspect dependent. These reduced number of models are then used for improved HMM scoring in the second step. Finally, the individual scores of ETMF and HMM are combined using Maximal Ratio Combining to render a classification decision. Classification results are presented for the MSTAR data set via ROC curves.

The research in multitarget tracking has mainly focused on the development and implementation of efficient data association algorithms with acceptable performance. The Viterbi Data Association (VDA) algorithm has proven to have low computation cost and hence a good candidate for the extension to multiple target tracking case. In this paper, the VDA is implemented for tracking both the single and multiple maneuvering targets in clutter. The track initiator and the adaptive sliding window techniques are used so that the VDA can maintain a lock on the track. The performance of the algorithm is assessed via Mote-Carlo simulations. The computation complexity analysis reveals that the VDA is computationally more efficient over the known tracking techniques.

Since the 1980s, a great attention has been paid to the advanced technique remote sensing in China, especially to development of satellite programs for marine environment. On September 7,1988, China launched her first polar orbit satellite FY-1A for meteorological and oceanographic application (water color and temperature) and second satellite FY-1B two years later. In may, 1999, China launched her second generation of environment satellite FY-1C with higher sensitivity, more channels and stable operation. The special ocean color satellite HY-1 has been in the orbit on May 15, 2002, whose main purpose is detection of marine environment of China Sea. HY-1 is a first Chinese ocean color satellite which was launched as a piggyback satellite on FY-1 satellite using Long March rocket. On the satellite there are two sensors, one is the Chinese Ocean Color and Temperature Scanner (COCTS), the other is CCD Coastal Zone Imager (CZI). The technique systems of ocean color remote sensing have been developed by Second Institute of Oceanography (SIO), State Oceanic Administration (SOA), in 1997 and by National Satellite Ocean Application Service (NSOAS) in 2002. Those systems include the functions of data receiving, processing, distribution, calibration, validation and application. SIO has capability to receive and process the FY-1 and AVHRR data since 1989. It is also a SeaWiFS scientific research station authorized by NASA, USA, to freely receive SeaWiFS data Since September 16,1997. NSOAS has capability to receive and process the data of HY-1, AVHRR, MODIS and Geo satellite. In the recent years, some local algorithms of atmospheric correction and inversion of ocean color are developed for FY-1C, SeaWiFS and HY-1 to improve the accuracy of the measurement from satellites efficiently.
