In this paper, the correlation between unscheduled power flows in the interconnection lines at the eastern cross border of the European Network of Transmission System Operators for Electricity (ENTSO-E) and multiple electric arc furnace (EAF) operations in Turkey, has been assessed. Turkey is interconnected to ENTSO-E at the eastern cross border via Greece and Bulgaria, with a 400 MW export and a 550 MW import agreement. In order to determine the degree of the relationship between the unscheduled power exchange between Turkey and Europe, and the multiple high power EAF operations, Pearson correlation method has been employed. For this purpose, time-synchronized data of active power consumption have been collected from 17 major EAF plants during one week with a time resolution of three seconds, by using custom-design, synchronized power quality analyzers. A total peak power consumption of nearly 1.5 GW of multiple EAF loads has been recorded. The results obtained have been evaluated by the use of the National Power Quality Monitoring System of Turkey, which continuously monitors the power flows in the interconnection lines of the ENTSO-E by power quality analyzers. The rate of change of total EAF power consumptions higher than 200 MW for less than 15-s duration against the rate of change of area control error (ACE) index are found to be closely correlated to each other, with a Pearson correlation coefficient of 0.8. Since the response of the frequency restoration reserve of power plants is much slower, such rapid fluctuations in the power consumption of multiple EAFs collectively result in uncontrollable power flows in the interconnections lines at the eastern cross border of ENTSO-E.

Automatic generation control (AGC) is regularly used to maintain frequency stability and quality in multi-area power system. As each of control areas intend to achieve the best economy during AGC regulation, a concept of optimally economic AGC in a distributed manner arises and is required to investigate. Game theory provides a natural framework for such a kind of problems. Since different control areas may compete or cooperate with each other, cooperative and non-cooperative games are studied in this paper, and are further distinguished with different types of area control errors (ACEs). Two fully distributed, optimally economic AGC strategies for the two game models are proposed with a proof of convergence. Then the incentives and efficiency of cooperation in different control areas are discussed. Finally, the rudimentary IEEE 9-bus, 3areas power system is used to verify the proposed methodology.

In this paper, we propose a coordination scheme between balancing authority (BA) areas in an interconnected power system that decreases the regulation amount needed as well as the associated costs. Our approach aims at mimicking the behavior of the automatic generation control (AGC) system in a scenario where the whole interconnected system is assumed to be operated by a single BA area. To this end, we modify the area control error (ACE), which is fed into the AGC system of each BA area, and determine the AGC allocation based on a distributed algorithm that identifies the least expensive generators, with the mismatch of the total regulation needed being the only information exchanged between BA areas. We demonstrate the proposed ideas with the 3-machine 9-bus Western Electricity Coordinating Council (WECC) system, and compare the performance of our method with other three existing coordination approaches.

This paper incorporates the stochastic day-ahead security-constrained unit commitment (DASCUC) within a multi-timescale, multi-scheduling application with commitment, dispatch, and automatic generation control. The stochastic DASCUC is solved using a progressive hedging algorithm with constrained ordinal optimization to accelerate the individual scenario solution. Sensitivity studies are performed in the RTS-96 system, and the results show how this new scheduling application would impact costs and reliability with a closer representation of timescales of system operations in practice.

Utilization of Real-Time Balancing Market for Transmission System control Under Uncertainty

An algorithm facilitating automated purchase of energy on real-time balancing market is proposed in this paper. The main inputs of the algorithm are a prediction of the area control error, its uncertainty in the form of a standard deviation and a set of previously procured ancillary services (contracted power reserves) available for power balance control. The algorithm evaluates all possible power balance scenarios for the closest hour in a probabilistic manner and gives a cost-optimal recommendation for the real-time balancing market demand. A case study on realistic data for the Czech Republic control area was performed by simulation of the power balance control with a Monte Carlo simulator of the Czech transmission system. The results showed potential for savings on the regulation energy costs.

In power systems, the control mechanism responsible for maintaining the system frequency to the nominal value and the real power interchange between balancing authority areas to the scheduled values is referred to as automatic generation control (AGC). The purpose of this paper is to present a systematic way to determine, in real time, the power allocated to each generator participating in AGC by taking into account the cost and quality of the AGC service provided. To this end, we formulate the economic dispatch process and gain insights into the economic characteristics of the generating units. We value the quality of AGC service by taking into consideration the ramping constraints of the generating units. The proposed methodology is illustrated in the WECC system and is compared with other allocation methods.

This article proposes automatic generation control (AGC) of an interconnected three equal and unequal hydrothermal system with DB non-linearity. Moreover, the self tuning control scheme of superconducting magnetic energy storage unit (SMES) is performed to investigate the performances of AGC problem. Dynamic responses of SMES connected AGC are compared with that of integral (I) and proportional-integral-derivative (PID) controlled AGC. Frequency deviation signal is used as an input to SMES. Integral square error approach with Biogeography based optimization algorithm is used to find optimum values of controller parameters. 1% step load perturbation in either area is considered for simulation study. Simulation study exhibits significant effect of designed SMES based controller on the dynamic performances of an interconnected power system with sudden load perturbation.
