We consider the design of a charging infrastructure based on fast-charging capacitated stations to enable electric vehicles to carry out long-distance trips. We focus on taking into account the impact of the non-system-optimal drivers' behavior on the station capacity consumption in the modeling of the facility location problem. This leads to the formulation of a bi-level optimization model. In this bi-level program, the upper level represents the station location problem faced by the charging infrastructure provider and the lower level represents the selfish behavior of EV drivers who will seek to use the charging stations opened by the infrastructure provider to carry out their trips with a minimum number of stops. We propose a solution approach based on the reformulation of the bi-level program into a mixed-integer linear program thanks to the use of the primal-dual optimality conditions of linear programming. Our preliminary computational experiments carried out on small instances show the impact on the global system performance of ignoring the selfish drivers' behavior and the potential benefit from using a bi-level programming model.

This paper mainly concerns the modeling method of complicated Supply Chain Management with bi-level Stackelberg structure. We analyze the cause lead to uncertainties in supply chain Management, summarize methods of dealing with uncertainties, and present a fuzzy bi-level programming modeling method which could not only describe the layered structure but also construct the uncertainties. An actual mathematical model based on fuzzy bi-level programming is applied in supply chain. At last, a numerical example is given to prove the validity of the new method.

The bi-level programming of regional logistics system in elastic demand was studied by using fuzzy c-means clustering. Game relations among the government, the owners of the logistics centers, and the clients were discussed by system analysis method. The synthetic evaluation indices of 17 characteristic vectors were established. The problem is equal to that of determining the membership values to the given logistics centers or the clustering centers by using the thought of fuzzy c-means clustering. The clustering centers are some of the feasible sites that possess candidacy of the logistics centers. Stackelberg model was established. The upper level model is the problem for the government to seek maximal social benefits with elastic demand. The lower level model is the partition problem of clients' assignment. Genetic algorithm was adopted in the concrete course for solution. The simulation result shows its correctness.

In order to enhance safety of extended black-start schemes during the actual restoration process, the safety factors that affect the restoration process are incorporated into the optimization objective set. Considering the leader-follower logical relationship of generator restoration to path restoration, a novel bi-level programming model for extended black-start scheme optimization is established in this paper. In the model, the upper programming objective is defined as the comprehensive optimization of the schemes with high safety constraints, using the generators to be restarted as the decision variables, and the lower programming objective is defined as the restoration path optimization with high restoration safety, using the transmission lines to be restored as the decision variables. A hybrid solving algorithm combing the improved bacterial foraging algorithm with the Dijkstra algorithm is adopted to solve the built model. The test results on the New England 10-unit 39-bus system verify the validity and rationality of the proposed method.

Optimizing frequencies in a transit network: a nonlinear bi-level programming approach

We consider the problem of optimizing the frequencies of transit lines in an urban transportation network. The problem is formulated first as a nonlinear nonconvex mixed integer programming problem and then it is converted into a bi-level Min-Min nonconvex optimization problem. This problem is solved by a projected (sub)gradient algorithm, where a (sub)gradient is obtained at each iteration by solving the lower level problem. Computational results obtained with this algorithm are presented for the transit networks of the cities of Stockholm, Sweden, Winnipeg, Man., Canada and Portland, OR, U.S.A. © 1995.

In this paper, a path planner is proposed for autonomous vehicles to find the time-optimal path that visits a given set of nodes in a directed graph, which is widely regarded as a NP-hard problem. Toward this end, a bi-level programming model is introduced to formulate and solve the underlying problem. In particular, an improved Dijkstra algorithm named directed-Dijkstra, considering turning time of vehicles, is proposed to obtain the time-optimal paths between all given nodes. Then, Branch and Bound-LKH hybrid algorithm is presented to allocate the given set of nodes in a reasonable sequence. Finally, the global time-optimal path is obtained by concatenating the corresponding sub-paths. Simulation results verified the effectiveness of the proposed scheme.

Distributed generation (DG) is increasingly being integrated into distribution networks, and the coordinated allocation of controllable devices including capacitor banks and SOPs is an important issue. This paper proposes a coordinated optimal allocation method of DGs, capacitor banks and SOPs in active distribution network. Firstly, the multistate models of renewable energies and loads considering time-sequence are developed, in order to obtain the operation scenarios of the power grid and probability in different periods. Then, a bi-level programming model is established, in which a chance-constrained programming is embedded. The sitting and sizing of DGs, capacitor banks and SOPs are optimized in upper level considering minimum annual cost as objective. Chance constraint programming is embedded in upper and lower level to obtain the optimal results under a confident level because of the uncertain outputs of DGs. bi-level programming has arisen to handle decentralized decision-making problems that feature interactive decision entities distributed throughout a bi-level hierarchy. Fuzzy parameters often appear in such a problem in applications and this is called a fuzzy bi-level programming problem. Since the existing approaches lack universality in solving such problems, this study aims to develop a particle swarm optimization (PSO) algorithm to solve fuzzy bi-level programming problems in the linear and nonlinear versions. In this paper, we first present a general fuzzy bi-level programming problem and discuss related theoretical properties based on a fuzzy number ranking method commonly used. A PSO algorithm is then developed to solve the fuzzy bi-level programming problem based on different compromised selections by decision entities on the feasible degree for constraint conditions under fuzziness. Lastly, an illustrative numerical example and two benchmark examples are adopted to state the effectiveness of the compromise-based PSO algorithm.

The Grid-connection of large-scale intermittent generations brings new challenges to transmission networks (TN). Based on the analysis of life cycle cost (LCC) of TN, taking TN planning as the main decision issue and reliability assessment as a sub-issue, a master-slave relationship of hierarchical decision is formed. Using the multilayer programming theory, a bi-level programming model of TN is proposed. The upper level aims at the optimal LCC and generates a planning scheme. Considering the uncertainties of intermittent generation outputs, loads and line outages, a linear dc stochastic optimal power flow model (SOPF) is formulated to assess the reliability of the generated scheme on lower level. Hybrid algorithm combined an improved deferential evolution algorithm, three-point estimate method and linear programming is adopted to solve the proposed model. Results of 18-bus system show feasibility and validity of proposed method.
