bi-level programming and multi-objective optimization for the distribution of resources in hierarchical organizations

The decision regarding the hierarchical distribution of resources is crucial for many organizations that want to allocate such resources efficiently. At the upper level of the hierarchy, a decision -maker may have an objective and a set of feasible solutions partially determined by the lower level. Nevertheless, the upper level can influence but not control the decision-maker at the lower level. Moreover, the objectives of the upper and lower levels are conflicting. Hence, the hierar-chical distribution of resources can be formulated as a bi-level programming model. This paper reformulates the hierarchical allocation of resources. The Hooke-Jeeves (HJ) algorithm and the hybrid scatter search-Nelder-Mead (SSNM) method are proposed to solve the newly formulated problem. The problem is also analyzed from a multi-objective perspective to equally prioritize the upper and lower levels while subjecting each to an interdependent set of constraints;a multi -objective scatter search algorithm (MSSA) was developed for that purpose. Tailor-made in-stances were also designed for the implementation of the developed algorithms. The findings demonstrated that the HJ algorithm provides the best solution according to the upper-level objective function. However, it does not guarantee the best result for the lower level. In com-parison, MSSA has a set of best possible solutions for both objectives. The hybrid SSNM method could not match the results provided by the former methods.

Virtual power plants (VPPs) have become an effective technique to manage a growing number of flexible resources, which have posed great technical challenges to distribution system operators (DSOs). This article proposes a bi-level programming approach for the collaborative management of an active distribution network (ADN) with multiple VPPs by designing comprehensive prices for active and reactive power. The upper layer aims to minimize the overall operation cost of the ADN considering the system security and economic operation and the interactions among the power market, ADN and VPPs. The lower layer aims to maximize the benefits of each VPP agent considering various flexible resources. Then, the bi-level model is transformed into a tractable single-level problem by using a linearization method, the Karush-Kuhn-Tucker (KKT) optimality conditions, the Fortuny-Amat transformation and the strong duality theorem. Case analyses indicate that the proposed strategy can effectively enhance the system security and improve the system economic performance by introducing reactive power pricing. The implementation effect and superiority of the proposed strategy are profoundly analyzed under different scenarios and conditions, which indicates its promising application value in the industrial field.

Effectively addressing the Order Acceptance and Production Planning (OAP) problem is crucial for industrial robot manufacturers, particularly considering the rapid expansion of the industrial robot market. A bi-level programming model is structured to enhance synergies in response to department reformation within an industrial robot manufacturer. The upper-level model focuses on order acceptance, considering rejection and delay penalty costs, aiming to maximize enterprise profit. The lower-level model concentrates on product production, aiming to minimize the total sum of production costs and Work-In-Progress (WIP) holding costs. Detailed constraints related to material readiness, including inventory levels and procurement lead times, are comprehensively examined. Given the NP-hard complexity of this multi-objective problem, a meta-heuristic algorithm Whale Optimization Algorithm (WOA) is implemented. To enhance WOA's optimization capabilities, two heuristic algorithms, Solution Improvement policy (I-algorithm) and Heuristic-based acceleration strategy (H-algorithm), are introduced, resulting in the development of WOA-IH. The experimental evidence suggests that the proposed model facilitates decision coordination for manufacturers, particularly in order management, production planning, and material procurement. Furthermore, this study contributes to applying bi-level programming theory in managing supply chains for industrial robotics.

Aiming at the shortcomings of antimissile dynamic firepower allocation (ADFA) researches under uncertain environment, the fuzzy chance-constrained bi-level programming model with complex constraints is proposed by introducing the uncertain programming theory. Firstly, maximization cost-effectiveness ratio and earliest interception time as the upper and the lower objective functions of the model, respectively, are used. In order to close to the battlefield environment, the model constraint includes interception time window, effective damage lower bound and intercept strategy, etc. Secondly, a particle coding scheme and repairing scheme are given with hierarchical structure for multi-constrained bi-level ADFA problem. Furthermore, the improved variable neighborhood PSO algorithm with convergence criterions and the PSO algorithm with doubt and repulsion factor (PSO-DR) are effectively combined. On these bases, the hierarchical hybrid fuzzy particle swarm optimization algorithm is presented with fuzzy simulation technique. Finally, the results of comparison show the proposed algorithm has stronger global searching ability and faster convergence speed, which can effectively solve large-scale ADFA problem and adapt to the requirements of real-time decision.

In respect of the location of shelter facilities which based on the selection of service points by the disaster victims, a bi-level programming model for the location of shelter facilities considering multi-level covering is proposed. A bi-level programming is divided into two layers. The goals of the first-layer programming are to minimize the emergency costs and maximize the emergency efficiency;the goal of the second-layer programming is to maximize the satisfaction with evacuating time. In addition, hierarchical genetic algorithm is applied to solve the model and the effectiveness of model and algorithm is demonstrated by a numerical example. The result shows: In this model, shelter facilities can support multi-level covering service for demand nodes in the condition of keeping cost of emergency service not change, so that disaster victims can choose shelter facilities to evacuate.

In the study of advanced traveler information systems (ATIS), an important factor that controls the benefits of ATIS is the level of market penetration, that is, the penetration of the travellers with ATIS services in all the travellers. Study shows that, the congestion extent of the urban traffic system will not always decrease through the increasing of the market penetration of ATIS. In this paper, a bi-level programming model is presented to determine the optimal service price and the market penetration of ATIS, in which the lower problem is a stochastic dynamic user optimal model. All the travellers are divided into two classes, those equipped with ATIS services and those without ATIS;furthermore, the travellers with ATIS are also divided into two types, namely, optimist and pessimist. The travellers choose their routes according to stochastic dynamic user optimal principle. Finally, A chaotic approach is used to solve the bi-level programming model.

This paper addresses strategic decision making issues for the energy management of urban street lighting. We propose a hierarchical decision procedure that supports the energy manager in determining the optimal energy retrofit plan of an existing public street lighting system throughout a wide urban area. A bi-level programming model integrates several decision making units, each focusing on the energy optimization of a specific limited zone lighting system, and a central decision unit, aiming at a fair distribution of actions among these various systems, while ensuring an efficient use of public funds. We apply the technique to the case study of the city of Bari (Italy), to demonstrate the applicability and efficiency of the proposed optimization model.

When facing the worldwide energy and environmental issues , the non-sustainability of traditional power planning method which only depends on increasing the power station investment in order to meet the rapid growth of electricity demand has emerged onto the surface. Based on the integrated resource strategic planning (IRSP) , this paper established a bi-level programming model for regional energy expansion optimization of active distribution networks , considering the photovoltaic power generation (PV) and interruptible load (IL) as the generalized power source from the perspective of the whole society. The upper level programming model optimized the power installation capacity of the generalized power sources by minimizing the total cost of power supply construction and maintenance, power generation and pollutants treatment. The lower level programming model , which took the minimum network loss as the purpose, located and sized the generalized power sources. Finally , this paper employed the simplex method and improved PSO algorithm to solve this bi-level programming problem. Comparing with the traditional planning, the proposed model and the solution method has an obvious effect of social benefit in energy-saving, emission-reduction and resource utilization rate improvement, which is verified by the simulation analysis of IEEE33 bus system.

In this paper we established an inventory control model for deteriorating items under the circumstances of vendor-managed inventory. With the assumption that vendor integrates the small amount of order quantities from downstream enterprises into a large quantity so as to minimize relevant costs, we studied a quantity-based integrated dispatching and inventory policy for the vendor. Then, a bi-level programming model is proposed and a Genetic Algorithm is designed to solve the model. At last, a numerical example is used to verify the effectiveness and feasibility of the model.

This paper addresses the emerging need for tools devoted to the strategic energy management of smart cities. We propose a novel decision model that supports the energy manager in governing the smart city while addressing different urban sectors with an integrated and structured energy retrofit planning. A bi-level programming model integrates several decision making units (decision panels), each focusing on the energy optimization of a specific urban subsystem, and a central decision unit. We solve the bi-level decision problem by a game theoretic distributed approach. We apply the developed decision model to the case study of the city of Bari (Italy), where a smart city program has recently been launched.
