This study develops the royalty negotiation model of BOT (Build, operate, and transfer) projects for government and private sector by bi-level programming approach. There were few studies to explore the royalty negotiation about BOT projects;however, the royalty negotiation is one of many critical negotiation items of concession contract. This study not only develops royalty negotiation model for BOT projects, but also develops the heuristic algorithm for the bi-level programming problem. The factors of concession rate, time value discount, learn rate and number of negotiation are incorporated into this algorithm. In addition, this paper conducted a case study with the Taipei Port Container Logistic BOT Project by the LINGO and MATLAB programming. Results show that two parties finish the royalty negotiation at the 6th negotiation and the profit index of concessionaire is 1.0621;the government finance recovery rate is 11.689. Therefore, the royalty negotiation model herein developed could be applied to explain the negotiation behavior.

A bi-level programming method for SPaT estimation at fixed-time controlled intersections using license plate recognition data

Signal phase and timing (SPaT) information is a necessary input for traffic performance evaluation. However, current SPaT estimation studies mainly focus on estimation of cycle length or green time of a certain movement, and are realized mostly by floating car data whose data quality significantly affects the estimation accuracy. As license plate recognition (LPR) systems are becoming a widely implemented and reliable data source in China, in this study, a SPaT estimation method is proposed using the LPR data for fixed-time controlled intersections. The SPaT estimation problem is formulated as a bi-level programming model to find the optimal match between the phase boundaries and the LPR passing time series in the study period. Evaluation is done with an empirical case and compared with an existing method, results show that the estimation accuracies of the phase duration can reach 90.0%, outperforming the existing method and demonstrating great potential for practical application.

Optimal scheduling of isolated microgrid with an electric vehicle battery swapping station in multi-stakeholder scenarios: A bi-level programming approach via real-time pricing

In order to coordinate the scheduling problem between an isolated microgrid (IMG) and electric vehicle battery swapping stations (BSSs) in multi-stakeholder scenarios, a new bi-level optimal scheduling model is proposed for promoting the participation of BSSs in regulating the IMG economic operation. In this model, the upper-level sub-problem is formulated to minimize the IMG net costs, while the lower-level aims to maximize the profits of the BSS under real-time pricing environments determined by demand responses in the upper-level decision. To solve the model, a hybrid algorithm, called JAYA-BBA, is put forward by combining a real/integer-coded JAYA algorithm and the branch and bound algorithm (BBA), in which the JAYA and BBA are respectively employed to address the upper- and lower- level sub-problems, and the bi-level model is eventually solved through alternate iterations between the two levels. The simulation results on a microgrid test system verify the effectiveness and superiority of the presented approach.

An efficient environmentally friendly transportation network design via dry ports: a bi-level programming approach

This paper addresses the problem of deciding the locations of dry ports by providing an intermodal rail-road p-hub median model, adopting a bi-level programming approach. In the proposed model, direct transportation and shipment between nodes are allowed instead of transportation merely through the hubs. In the bi-level programming approach, at the top level, the government/authority will decide the locations of the dry ports to increase the utilization of railways and minimize the construction and maintenance costs of dry ports as one of the important transportation infrastructures. Freight forwarders who are considered at the lower level aim to minimize the shipping costs by deciding the optimal shipping routes. A matheuristic approach based on the Genetic Algorithm (GA) is proposed to solve the given problem. Numerical analysis confirms that the proposed algorithm can provide satisfactory solutions for large instances where commercial solvers are not capable of finding the near optimal solutions in a reasonable computational time. Finally, the experimental results show that using the proposed transportation network model can decrease the total transportation costs along with significantly reduction of air pollution.

This paper proposes two models to formulate a Supplier Selection Problem (SSP) in a single-buyer, multi-supplier two-echelon supply chain network. The model coordinates order allocation and supplier selection problems under all-unit quantity discount policy. In this way, bi-level programming is employed to obtain two models: 1) The model with buyer as a leader;2) The model with vendor as a leader. The resulted nonlinear bi-level programming problems are hard to solve. Therefore, Particle Swarm Optimization (PSO) algorithm is used to deal with the complexity of the model and makes it solvable. Numerical results show that the proposed model is efficient for SSP in compliance with order allocation decision making. (C) 2017 Sharif University of Technology. All rights reserved.

A time-cost trade-off problem to optimize net revenue is considered in this paper to discuss the impact of an incentive plan combined with a lump sum contract on the determination of a project's optimal duration. A bi-level programming decision model is proposed in the viewpoint of the client to discuss the optimal selection of the revenue incentive intensity so as to harmonize the benefit between the client and the contractor and reach a certain equilibrium state. A heuristic algorithm is developed. Furthermore, the influence of some factors on this equilibrium state is analyzed through a numerical example. Results show that revenue-based incentive mechanism is effective in object and benefit coordinating between the two parties of construction supply chain.

As public service infrastructure of the city, the locating and sizing of electric vehicle charging stations should be based on actual charging demand. Obtaining the path traffic flow via introducing the stochastic user equilibrium (SUE) assignment model, the size configuration method of charging stations is proposed by combining with the user travel behavior rules to simulate charging demand of the electric vehicle. the models are structured based on the bi-level programming, the upper level model which aims at minimizing the sum of investment costs of investment operators and charging costs of electric vehicle users, the lower level model which aims at maximum the captured traffic flow. Imperialist competitive algorithm (ICA) and integer programming algorithm are applied to solve the upper and lower level model of the bi-level programming model, respectively. The case study shows that the proposed model and method for the charging stations planning is reasonable and effective.

How to determine spinning reserve reasonably in electricity market is one of the key questions which guarantee the security and reliability of power systems. For this issue, based on bi-level programming theory, an optimal model of spinning reserve is established in this paper. In this model the generation cost minimization and the reserve cost minimization are the upper level and lower level optimization object separately, and the network and "N-1"security constraints of the power system are also considered. The determination of reserve capacity and the reliability level are related, and the reserve rate of each unit is determined. And an IEEE-14 nodes test system case is used to demonstrate the feasibility and rationality of this proposed model.

Capacity index of Urban Rail Transit (URT) Network plays an improtant role in rational utilization of system capacity and operation management. A definition and calculating method of the capacity of URT Network was first proposed according to the features of URT network and route choice behavior of rail passengers in this paper. Several aspects of influencing factors of URT capacity were analyzed. A hi-level programming model was presented to optimize the URT capacity besides the system *** level of the model aims at maximizing the total OD flow through the URT network, and the lower level model is one kind of Fisk Equilibrium model. A new kind of impendence function relevant to the lower level model was put forward in consideration of practical traveler behavior. Genetic algorithm technique was applied to solve the hi-level programming model on the premise that the bi-level programming problem be converted into a single-level programming which was achieved by reformulating the lower-level problem model to its equivalent Karush-Kuhn-Tucker conditions. Effective crossover and mutation operators were proposed to enhance the convergence of the Genetic algorithm. A simplified network of Beijing URT was designed and numerical examples were conducted to prove that the proposed model and algorithm are feasible and valid in calculating the capacity of such network.

Port investing is the important way for the large-scale shipping lines to construct worldwide logistics network, so the rational location of the container port could reduce the operating cost of the whole logistics network substantially. Thus, in order to supply the shipping lines with the decision support of the location problem, this paper establishes the bi-level programming model for the above problem for the first time, and solves the model with the genetic algorithm. Finally, the paper proves the practicability of the model through application.
