A distributionally robust chance-constrained model for humanitarian relief network design

We propose a novel two-stage distributionally robust joint chance-constrained (DRJCC) model to design a resilient humanitarian relief network with uncertainties in demand and unit allocation cost of relief items in the post-disaster environment. This model determines the locations of the supply facilities with pre-positioning inventory levels and the transportation plans. We investigate the problem under two types of ambiguity sets: moment-based ambiguity and Wasserstein ambiguity. For moment-based ambiguity, we reformulate the problem into a mixed-integer conic program and solve it via a sequential optimization procedure by optimizing scaling parameters iteratively. For Wasserstein ambiguity, we reformulate the problem into a mixed-integer linear program. We conduct comprehensive numerical experiments to assess the computational efficiency of the proposed reformulation and algorithmic framework, and evaluate the reliability of the generated network by the proposed model. Through a case study in the Gulf Coast area, we demonstrate that the DRJCC model under Wasserstein ambiguity achieves a better trade-off between cost and network reliability in out-of-sample tests than the moment-based DRJCC model and the classical stochastic programming model.

Controlled islanding plays an essential role in preventing the blackout of power *** there are several studies on this topic in the past,no enough attention is paid to the uncertainty brought by renewable energy sources(RESs)that may cause unpredictable unbalanced power and the observabilit>T of power systems after islanding that is essential for back-up black-start ***,a novel controlled islanding model based on mixed-integer second-order cone and chance-constrained programming(MISOCCP)is proposed to address these ***,the uncertainty of RESs is characterized by their possibility distribution models with chance constraints,and the requirements,e.g.,system observability,for rapid back-up black-start measures are also ***,a law of large numbers(LLN)based method is em-ployed for converting the chance constraints into deterministic ones and reformulating the non-convex model into convex ***,case studies on the revised IEEE 39-bus and 118-bus power systems as well as the comparisons among different models are given to demonstrate the effectiveness of the proposed *** results show that the proposed model can result in less unbalanced power and better observability after islanding compared with other models.

We propose stochastic control policies to cope with uncertain and variable gas extractions in natural gas networks. Given historical gas extraction data, these policies are optimized to produce the real-time control inputs for nodal gas injections and for pressure regulation rates by compressors and valves. We describe the random network state as a function of control inputs, which enables a chance-constrained optimization of these policies for arbitrary network topologies. This optimization ensures the real-time gas flow feasibility and a minimal variation in the network state up to specified feasibility and variance criteria. Furthermore, the chance-constrained optimization provides the foundation of a stochastic pricing scheme for natural gas networks, which improves on a deterministic market settlement by offering the compensations to network assets for their contribution to uncertainty and variance control. We analyze the economic properties, including efficiency, revenue adequacy, and cost recovery, of the proposed pricing scheme and make them conditioned on the network design.

Energy shortage and growing environmental pressure let the power industry face increasingly tough energy conservation situation;therefore, the previous condition must be adjusted to optimize performance for power generation. Our optimization purposes can be reached by researching the power generation performance for Wind & Fire turbine and introducing chance-constrained programming. While solving chance constrained programming model, the previous model is converted to its equivalent and fuzzy satisfaction theory is introducing, which can obscure multi-objective optimization model. By converting multiple objectives into a single objective, ultimately, we get the optimum results of thermal power and wind turbine power performance scheduling model, which shows that we ultimately achieve optimal results by the power generation performance replacement of wind and fire turbine.

Heating, ventilation, and air-conditioning (HVAC) systems are ideal demand-side flexible resources to provide regulation services. However, finding the best hourly regulation capacity offers for HVAC systems in a power market ahead of time is challenging because they are affected by non-Gaussian uncertainties from regulation signals. Moreover, since HVAC systems need to frequently regulate their power according to regulation signals, numerous thermodynamic constraints are introduced, leading to a huge computational burden. This paper proposes a tractable chance-constrained model to address these challenges. It first develops a temporal compression approach, in which the extreme indoor temperatures in the operating hour are estimated and restricted in the comfortable range so that the numerous thermodynamic constraints can be compressed into only a few ones. Then, a novel convexification method is proposed to handle the non-Gaussian uncertainties. This method leverages the Gaussian mixture model to reformulate the chance constraints with non-Gaussian uncertainties on the left-hand side into deterministic non-convex forms. We further prove that these non-convex forms can be approximated by mixed-integer second-order cone constraints that can be efficiently solved by off-the-shelf solvers. The optimality gap because of this approximation is marginal under mild conditions. Numerical experiments are conducted to validate the superiority of the proposed method.

Stochastic Pinch Analysis to address multi-objective resources conservation problems with parametric uncertainties

An emphasis on sustainable growth helps decrease the initial capital and reduce the impact of industry on an ecologically sensitive environment through resource conservation. Pinch Analysis serves as a valuable tool to identify the potential for resource conservation, waste minimization, and resource costs. However, there are inherent uncertainties associated with these resource conservation networks. The concept of Pinch Analysis is broadened to multi-objective resource conservation problems incorporating parametric uncertainties in this paper. The objective functions are combined to form a single compound objective function using the weighted sum approach. For the compound objective function, prioritized sequences (or resource combinations) are generated through multi-objective prioritized costs to accommodate parametric uncertainties. The multi-objective prioritized cost vs. weights curve helps determine the unique prioritized sequences for different range of weights to achieve optimal solutions. An exact analytical expression for the maximum number of prioritized sequences is also derived. Furthermore, a method is presented to construct the complete Pareto-optimal front to represent all optimal solutions graphically. Two illustrative examples, the hydrogen conservation problem with two objectives (cost and emission) and the water conservation problem with three objectives (cost, land requirement, and emission), demonstrate the proposed method's utility and efficacy.(c) 2022 Institution of Chemical Engineers. Optimizing the resource cost in multiple resources allocation problem with parametric uncertainties

A B S T R A C T Process industries often utilize a large number of valuable resources. To minimize operating costs and to promote sustainability, it is essential to prevent the overuse of resources. In conjunction with the prioritized cost concept, Pinch Analysis helps in achieving cost optimal multi-resource allocation networks. Previous works were restricted to optimizing resource allocation networks with deterministic parameters without considering uncertainties associated with them. Uncertainties in source and resource parameters are incorporated in this paper through chance-constrained programming and solved through Pinch-based and numerical optimization-based methods. The notion of prioritized cost is extended to include uncertainties in various network parameters. Based on specified reliability for the multi-resource allocation network, the proposed approach determines the optimal operating cost of the network, and the results are verified through Monte Carlo simulations. Two examples from the field of water conservation and material conservation are solved to establish the utility of the proposed method. The wide deployment of advanced computer technologies and evolving digitalization in power systems monitoring and control will inevitably make the power grid more vulnerable to cyber adversaries. Regarded as a viable cyber attack mechanism against power grids, load redistribution (LR) attack may mislead the power re-dispatch and cause unnecessary load outages. In this research, we develop a strategy for optimal allocation of limited defensive resources to safeguard power systems against LR attacks. The proposed defense scheme against LR attack is formulated as a trilevel optimization problem. To capture the uncertainty of attacking resources, we present a chanceconstrained programming formulation where chance constraint is used to capture the possible variations in the attacker's actions constrained by the uncertain available resources. The KarushKuhn-Tucker (KKT) condition and Benders decomposition algorithm are applied to solve the trilevel optimization problem. Case studies on the IEEE 57-bus test system demonstrate the efficiency of the resulting defense decisions against LR attacks.

Water scarcity causes conflicts between natural resources and socio-economic development which reinforces the need for optimal allocation of irrigation water resources. Irrigation water resource allocation is a complex problem due to various uncertainties in natural conditions. In this study, a stochastic multi-objective nonlinear programming model is developed for irrigation water allocation under uncertainty. The model is capable of balancing the conflicting objectives of maximizing both net economic benefit (NEB) and irrigation water use efficiency (IWUE). Moreover, it can reflect the random nature of water availability, and provide alternative water allocation schemes in response to climate change. The applicability of the developed model is demonstrated by a case study in north-west China. Trade-offs between NEB and IWUE are presented. Irrigation water allocation schemes to cope with changing environments, including climate change and varying water availability, are also proposed. The results demonstrate that the developed model can generate solutions that save irrigation water while ensuring NEB. This model is a useful tool to support the formulation of optimized water resources management policies in a changing environment. (c) 2020 John Wiley & Sons, Ltd.
