Eastman Kodak has developed a technique called MOSAIC, for Multi-modality Operational Site Analysis and Intelligent change detection. This technique is based on the application of faceted site models and synthetic image generation (SIG) tools in tandem with material identification using relative reflectance properties derived from imagery and/or feature maps. This presentation will step through key accomplishments in the past two phases of the projects evolution; the technique feasibility demonstration and initial development accomplished under NRO/AS&T charter, and subsequent application of this technique towards the NIMA objective of automatic change detection and update of GIS features including buildings, roads, and river-ways using 3-D volumetric models. Performance examples will be provided, along with a discussion of relationships to other NIMA and Air Force programs.

This paper describes very cost-effective algorithms to detect scene changes and field repetition in video sequences for a real-time MPEG encoder. It also provides a scheme to support a dynamic GOP structure reflecting the detection outcome on the fly. With these features, the encoder can encode video more efficiently in either quality or bitrate aspect. The proposed detection methods only utilize the existing information, field motion vectors and picture coding type, from MPEG coding and are very suitable for (but not limited to) software-based encoders.

Information on speaker change point is very useful for speaker tracking and other applications. In this paper, we presented an effective algorithm for automatic speaker change detection based on LSP correlation analysis. Moreover, a general case is considered, in which the speaker and speaker number are both assumed unknown. The algorithm has low complexity and can be processed in real-time with a limit delay. Our experiments have shown that the algorithms produce very satisfactory results.

This study has utilized a spatial region growing segmentation and a classification using fuzzy membership vectors to detect the changes in the images observed at different dates. Consider two coregistered images of the same scene, and one image is supposed to have the class map of the scene at the observation time. The method performs the unsupervised segmentation and the fuzzy classification for the other image, and then detects the changes in the scene by examining the changes in the fuzzy membership vectors of the segmented regions in the classification procedure. The algorithm has evaluated with simulated synthetic images.

In large networks, maintaining precise global network state information is almost impossible. Many factors, including nonnegligible propagation delay, infrequent link state update due to overhead concerns, link state update policy, resource reservation, and hierarchical topology aggregation, have impacts on the precision of the global network state information. To achieve efficient Quality of Service (QoS) routing, a practical routing algorithm must be able to make effective routing decisions in the presence of imprecise global network state information. In this paper, we compare five QoS routing algorithms that were proposed to tolerate imprecise global network state information, safety-based routing, randontized routing, multi-path routing, localized routing, and static multi-path routing. The performance of these routing algorithms are evaluated under two link state update policies, the timer based policy and the threshold based policy. The strengths and limitations of each scheme are identified.

An unordered labeled tree is a tree in which each node has a string label and the parent-child relationship is significant, but the order among siblings is unimportant. This paper presents an approach to the nearest neighbor search problem for these trees. Given a database D of unordered labeled trees and a query tree Q, the goal is to find those trees in D that "approximately" contain Q. Our approach is based on storing the paths of the trees in a suffix array and then counting the number of mismatching paths between the query tree and a data tree. To speed up a search, we use a hash-based technique to filter out unqualified data trees at an early stage of the search. Experimental results obtained by running our techniques on phylogenetic trees and synthetic data demonstrate the good performance of the proposed approach. We also discuss the use of our work in XML and scientific database management.

Video segmentation is a key unit in content-based video encoding systems, such as MPEG-4. Existing algorithms are too complex for real-time applications, and hardware implementation is infeasible because of the global and irregular operations. In this paper, a hardware system for video segmentation is proposed from algorithm level to hardware architecture level. A hardware-oriented algorithm is first proposed to generate accurate object masks with local pixel operations and morphological operations, which are suitable for hardware implementation. After that, the hardware architecture is designed based on partial-result-reuse architecture and programmable morphology PE array architecture, which can achieve both high flexibility and throughput. A prototype chip is implemented to achieve the processing speed of 30 QCIF frames per second and 7,680 morphological operations per second at 26 MHz. It also shows the hardware cost is small, and the proposed video segmentation hardware system is suitable to be integrated into any content-based video encoding systems.

We propose an algorithm to detect shot transitions in MPEG video data in the compressed domain. The algorithm is based on the conventional solution, where energy histograms of DC (discrete cosine) coefficients are used to calculate the distance between consecutive I/P frames, and the DC coefficients of the P-frames are obtained by frame conversion. We enhance the result by using the ratio between two sliding windows to attenuate the low-pass filtered frame distance, and this results in the amplification of the transitional regions. The advantage of our method is that it achieves high detection rates with low computational complexity. The algorithm is equally applicable in detecting sharp transitions and dissolved transitions.

The new nonparametric algorithm of radar signal disorder detection task has been considered. The algorithm is based on spectral estimating of a few signal samples of a few close windows and nonparametric Wilkockson's test application to compare them. The algorithm can be used for radar signal detection specifically in the tasks of turbulence detection in clouds and precipitation as well as for moving target, detection. The efficiency of the new algorithm is analyzed.

In this paper we consider the problem of quantifying target distortion in lossy compression using the JPEG2000 Region Of Interest (ROI) option. This approach brings about new problems that need to be addressed, such as automated selection of target regions and ROI preservation parameters. By combining variations of traditional metrics and newly developed segmentation-based image quality metrics, we illustrate several ways to quantify target distortion using ROI preserving compression for various methods including JPEG2000.
