The Korean character code: A National Controversy, 1987-1995

Adequately representing the Korean language has been a challenge since the earliest introduction of digital computing and computer-mediated communication. As a local solution to the more general problem of the internationalization of computer languages, the Korean government introduced a new standard character code known as KSC-5601 in 1987. This article traces the history of the Korean character code, from the introduction of the KSC-5601:1987 standard (which stirred up a decade of controversy that was as much political, economic, and cultural as it was technological) to the adoption of the Unicode system. One of the basic features facilitating communication on the Internet in a variety of languages is Unicode code-layout. It standardizes the representation of most of the world's writing systems on digital media, thus enabling the process and transmission of information through such technologies. Unicode is a contemporary character code, and this paper traces its evolvement out of previous code-layouts, starting with Morse code in telegraphy. Focusing on the adaptations of character codes to Modern Hebrew, I show how representing languages in technology is intertwined with internal and transnational regional concerns, and argue that from its beginning character code has been a locus of struggle over power and sovereignty: first between colonial regimes and resistance movements, and then between global corporations and local agents.

In this paper, we construct a class of new group character codes with parameters [2(n), 2(n) - 2S(n)(r - 1), 2(r)] based on Ding et al. (IEEE Trans Inf Theory 46(1):280-284, 2000). Moreover, we use the new group character codes to construct a family of unit memory convolutional codes with parameters [2(n), 2(n) - 2S(n)(r - 1), S-n(r - 1);1, 2(r)], which the free distances of these convolutional codes are exact values.

We review the current situation of Multilingual standardization which includes ISO 2022, DP 10646 and an alternative proposal HCC. The implementation of various bilingual and multilingual character code systems including UNIcode, CCDOS, Bis-5, JAE, Wang and IBM codes are discussed. It is noted that while it is important to have a unified code length in character encoding, most existing systems use variable code lengths without much difficulty. The great advantage of such systems is its full compatibility with the existing ASCII systems and its high code efficiency. A system of dynamically re-locatable code set is suggested. It is fully compatible with existing ASCII and national standards (GB, JIS, KS). It has high code efficiency and is expandable.

GENERAL CODING METHOD ON RANDOM SELF-SIMILAR TREE COMPOSED OF MULTIPLE BASIC PATTERNS

This work discusses the random self-similar tree generation by employing multiple basic patterns, and investigates the character code and standardization algorithm for multiple basic patterns. With reference to the wide range of various basic patterns in natural shapes, the general coding method and the corresponding algorithm to calculate the topological distance is developed for random self-similar tree with multiple basic patterns. To assess the adaptability of the process, the general coding method is applied to transfer the generated river network to a code series and the corresponding algorithm for calculating topological distance of the links is used to determine the width function of the pattern. Finally, the width-function based geomorphologic instantaneous unit hydrograph (WF-GIUH) model is then applied to estimate the runoff of the Po-bridge watershed in northern Taiwan. The results reveal that the random self-similar tree with multiple basic patterns proposed in this study can be implemented successfully to calculate hydrologic responses.

The major problem existing in current Chinese character glyph descriptions is the standard character set can't cover all possible Chinese characters, some particular variants of characters that are "unified" also can't describe and display. character Description Language (CDL) can help resolve both of the difficulties just mentioned. This paper presents the key features and syntax of the language, and discusses some of its applications, especially to character encoding standards work and Chinese writing teaching.
