The rapid development of artificial intelligence (AI) technology has driven substantial transformations across various sectors of commercial society. However, the successful application of AI System in the command and control (C2) domain remains relatively limited. Therefore, this paper presents a viable analytical framework aimed at establishing a mapping relationship between the characteristics of C2 problems and the required AI capabilities. This framework utilizes a structured approach to quantitatively evaluate how AI algorithms can be effectively applied in different C2 domains. © 2024 Copyright held by the owner/author(s).

Human-Computer Interaction Cognitive Behavior Modeling of command and control systems

Human-computer interaction cognitive behavior (HCICB) modeling faces four deficiencies: 1) lack of a standard framework model;2) large simulation error;3) single simulation dimension;and 4) lack of a simulation software. To solve these deficiencies, we have carried out work in four aspects. First, we construct an HCICB model with the user, system device, and environment as the core elements, which provides a unified framework for the subsequent HCICB modeling in the Military Internet of Things (MIoT) command and control (C2) system. Second, we correct visual and motion parameters in the adaptive control of thought rational module of the Cogtool model by the commander in the loop (CIL) experiment. Third, we construct a mental workload (MW) prediction model of the MIoT C2 system based on improved visual auditory cognitive psychomotor, which realizes fast, high-precision, and quantitative MW prediction. It is added as a simulation dimension for the HCICB. Fourth, we develop MwCogtool, an HCICB prediction software that can rapidly simulate typical tasks at the design and usage stages of the MIoT C2 system, and also can output six parameters, including task completion time (TCT), MW, eye movement prepare time, eye movement execution time, motion time, and cognitive time in the whole process quickly and visually. In addition, we select 20 real users and 9 typical tasks of the MIoT C2 system to carry out the CIL verification experiment. Compared with Cogtool, MwCogtool reduces the maximum simulation error in TCT of the C2 system from 45.00% to 5.58%. The consistency of simulation results with real user data reaches 0.99. The results of the MW prediction model can significantly and negatively predict the change of real users' eye movement, and can accurately predict the trend of MW change. Simultaneously, we build a fitting model between the mean MW prediction value and eye movement parameters.

Data links in tactical air command and control systems (ACCS's) connect the computers of command and control units to one another and to weapon systems to enable rapid exchanges of real-time tactical information. This paper, presents an overview description of the current and future ACCS data link architecture used by the Services and NATO. This architecture currently consists of various tactical digital information link (TADIL) standards and NATO link standards. In the near future, the Joint Tactical Information Distribution System (JTIDS) will be a major component of the architecture. While the architecture of the far future is speculative, a description of some concepts being considered, such as the role of the International Standards Organization (ISO) reference model, is presented.

The philosophy of evolutionary development has been applied in the development of a command and control system for the Ninth Infantry Division (Motorized) at Ft. Lewis, WA. The methodology, product, and lessons learned are described. In particular, the history of the development is reviewed to examine the major changes in direction that occurred as a result of hands-on use and evaluation by an operational unit. Major program changes were directed and implemented within cycles less than six months long. In this instance a successful result was achieved through innovative and flexible management by both the customer and contractors.

New systems for command and control may result in changes to the task, the technology used and the team structure, simultaneously. Thus, the current team in-situ may have the domain and team knowledge but lack the expertise for using the new technologies. In order to develop a new methodology for examining team-oriented command and control, it is proposed that changes in expertise are examined when novices are exposed to a new task, system and team. This paper discusses the progress on study which uses qualitative and quantitative methods to describe changes in the command and control performance.

This paper presents an overview of the ten-year ongoing systems engineering effort for the communication system design of the preeminent command and control fire support system used by the United States Army, and Marines today. That system is the Advanced Field Artillery, Tactical Data System (AFATDS). The primary, focus of this paper is the design of the communication system and the protocols that were developed to meet the requirements of time critical messages. The protocol designed for AFATDS has subsequently, become a major component in MIL-STD-188-220B. Simulation results for critical design decisions are presented. General bandwidth utilization, throughput, and message latency were the primary concerns early in the systems engineering study. The performance for the most time critical messages - Check Fires-was subsequently, studied and solved. Additional systems engineering work to enhance the protocols to further improve the performance for Check Fire messages are discussed.

The Brazilian air traffic service is constituted by a civil and a military organization, which provide tracking (radar), voice and data communication (VHF, UHF and HF) services, through an integrated network. To optimize the management of its air traffic system, Brazil divides the airspace into four independent Regional Centers. In each of these regions, the existing sensors (radars and radios) send information and products to only one of the Regional Centers, forming a star topology. In case of impediment in one Regional Center (eg, electrical failure or terrorist attack), even if the service node is able to send its information, the Regional Center will collapse, since there is no means to process the information generated locally. The solution presented in this article, develops the redundancy of the system through the digitization of audio and radar signals and its subsequent transport using an peer-to-peer network. To validate this proposal, experimental flights were developed. In these flights, aircraft flying over the city of Manaus (in the center of Amazonia) were coordinated by a center installed in Brasilia, which is located about 1000 km away. After these experiments, it was concluded that using this new architecture, we can provide a performance similar to those currently in operation, enabling air traffic systems, as well as those of similar function (eg coordination of civil defense and police) to be operated with a high degree of reliability, even when they meet a hostile environment.

command and control (C2) networks and their subsystems differ in response to incidents and attacks. Some are resilient and restore their initial capabilities quickly, while others may experience difficulties in recovering and temporarily or permanently lose functionalities. To characterize the difference in a systematic and quantitative way, this work proposes a new approach to tracking individual C2 systems through a multi-dimensional state space, in which more resilient systems tend to take smaller loops back to the original state. These trajectories can be constructed from the records of daily operations. In this work numerical simulations of a model C2 system are used to generate the data needed under a wide spectrum of system parameters and scenarios. Using topological data analysis, the simulation results first indicate that many pairs of system state variables exhibit hysteretic relations that help to determine the system performance and predict its future development. Next, it is shown that under a given scenario, the group of systems that eventually die generally trace a characteristically large curve in some low-dimensional subspace, e.g., the 2D space spanned by overall system performance and load disturbance level, which is not present in more resilient systems. This criterion can be used to characterize and distinguish resilience among various real-world C2 systems. The methods demonstrated in this work should be of potential significance to the monitoring, diagnosis, optimal design, and strategic planning of C2 systems.

command and control systems centralize information from multiple underlying systems to support operators in the performance of their mission. Beyond the mission itself (that may be complex), operators must also ensure the correct functioning of these systems (often called platform). Platform systems (e.g. engines or electric system) may be very different from each other and exhibit a large number of functional states. When applied to the design of command control systems, User Centered Design methods support understanding and capturing operators' needs to perform the mission, as well as to propose solutions to design usable mission-related user interfaces. However, user interfaces for platform management need to present and organize information about the underlying complex systems. Understanding those systems and abstracting away information about their behavior (so that operators can manage them) requires deep knowledge beyond UI/UX designers and UCD methods experts. In this paper, we propose a system-centered process that would complement UCD approaches for the design of command and control systems. That process takes as input the detailed functioning of underlying systems and provides abstract and structured information to inform UCD methods. Beyond supporting usability property, the integrated process supports reliability and safety properties that UCD approaches usually overlook. We present how the proposed process has been applied for the design of a large civil commercial aircraft warning system and show generalizability to other domains.

The paper aims to provide improved technological process of electrochemical deposition of chromium on steel for decorative parts for corrosion protection but also to improve mechanical properties. The proposed idea is perfectly suited to be grafted onto existing electrodeposition installations, but it can be applied successfully in the development of new such plants. Complex command and control systems are designed to operate in high aggressive environmental conditions specific to these types of installations. The theoretical part completes the experimental results obtained on a laboratory facility.
