In this paper, we describe how role-playing exercises can be used to strengthen the resilience of command and control systems in emergency management. Through role-playing exercises, the participants gain experience with adapting to changing demands and risk relative to challenges to their ability to predict future risk, adapt, and recover from harmful events. Role-playing exercises at the same time enable researchers to analyse how resilient behaviour emerges, or how the resilience of complex socio-technical systems may be improved. Two role-playing exercises, one concerning forest fire fighting, the other concerning power grid restoration, are discussed to illustrate these concepts.

We argue that the phenomenon of autocatalytic decision overload (ADO) may be a key mechanism contributing to catastrophic collapse of command and control (C2) systems. We introduce the concept of ADO and describe typical scenarios for such a collapse. We then provide a simple nonlinear difference equation model for the dynamics of error propagation in C2 systems which exhibits the ADO phenomena and examine extensions of this model to complex networks of decision making units. We discuss these examples and finally provide a practitioner's guide to mitigating the ADO phenomenon.

Integration of command and control (C2) systems is a real need in any Joint Operation. Solutions are typically based on data exchange, usually using the Joint Consultation, command and control Information Exchange Data Model (JC3IEDM), a data model established by NATO. The use of this model with service oriented architecture (SOA) has been consolidated as one of the key factors to achieve command and control systems integration. However, these solutions require great computer process capacity and broadband networks, which are usually hard to find in military tactical environments. This paper presents approaches of integration systems available, comparing their technologies, pointing out their advantages and disadvantages, and finally proposes requirements for a generic protocol to allow message handling between command and control systems, using the JC3IEDM.
