In this paper we propose a system, the distributed adaptive task management system (DATMS), which assists operators and commanders to decide what tasks to perform, when, and by whom. It ensures that an acceptable level of workload is kept while tasks are carried out properly. The four modules that form the DATMS architecture are analyzed and solutions are provided: some guidelines are described for the workload measure module; a model based on relevant task and operator's features is considered for the workload prediction module; a rule based expert system handling four workload segments and dealing with uncertainty and fuzziness is proposed for the task distribution module; and Jensen's time/ utility functions are applied in the task scheduling module. A prototype demonstrates both the system architecture and the different solutions introduced in the modules.

This paper presents the experiences and lessons learned during the development activities of Procedure Executor Software developed in the scope of satellite projects carried out within Turkish Aerospace, Inc. Procedure Executor Software provides an automation software for complex operational scenarios such as automating the data flow between satellite and ground station via procedures, running ground station tests before the satellite is launched into space. In addition, Procedure Executor Software provides a platform for satellite operators and engineers to easily, efficiently and accurately develop, edit and operate complex operational scenarios. The basic functions of the software are that developing and running tests and procedure for operational activities such as satellite command and control and displaying the results as reports. In this study, it is aimed to explain why the procedure executor software is needed in space systems, which technologies are used for what purpose and finally the features of the application.

The existing command and control system (C/sup 2/ system) modeling and simulation systems are lacking the underlying algorithms to drive the dynamic change and interactions. We develop a combat modeling method with underlying algorithms which can be used to model, analyze, and simulate a combat on the battlefield. A Panama scenario is used as an application example.< >

The article is focused on an implementation of NATO SW Tool Networked Interoperable Real-time Information Services (NIRIS) in order to improve the current situation in an area of connection and data exchange interoperability among command and control (C2) systems of the Czech Armed Forces. The article starts with a general interoperability issue. The main part is focused on current interoperability possibilities of the Czech Armed Forces C2 systems. It also compares interoperability levels in a relation to coalition command and control systems. As a reference model there are applied Levels of Information System Interoperability (LISI). Based on results the NATO Software Tool NIRIS which was designed by NATO Communication and Information Agency to this purpose is proposed there as a solution for the Czech Armed Forces. In the third part there is a detailed description of NIRIS tools. Following paragraphs concentrate on its possible deployment including its advantages and positive impacts on the interoperability level as on the possibilities of data transmission.

The Joint MLS Technology Insertion Program was established by the Joint Staff J6 in January 1990. A key component of the Joint MLS program is the DoD testbed at Military Airlift command (MAC). Scott Air Force Base (AFB), Illinois. The testbed is addressing critical secure system integration issues associated with expediting the deployment of MLS capabilities and components into operational command and control (C/sup 2/) systems. The paper discusses the activities, successes, and challenges associated with the testbed activities at MAC.< >

MITRE's Evolvable Real-Time C3 (command, control, and communications) project attempts to develop an approach that would enable current real-time systems to evolve into the systems of the future. The project has chosen AWACS (Airborne Warning and control System) as an example to test out the concepts and architectures to be developed. In this paper, we describe an object-oriented implementation of an infrastructure and data manager for next-generation real-time command-and-controlsystems.

Studies on potential naval uses of autonomous underwater vehicles (AUVs) have shown that many operational benefits will only be realised through the achievement of high levels of performance and robustness in AUV navigation, guidance and control (NGC) functionality within a wider scoped on-board command and control system. This paper discusses some results from lateral motion controller design studies where the emphasis was placed on investigating real world requirements for multiple actuators, actuation strategies and the impact of control surface effectiveness on AUV integration with host platforms. While the realisation of NGC functionality to meet mission trajectory requirements represents an important area of current research, system integration studies also indicate that there is a longer term requirement for close coupling of mission sensor usage and vehicle NGC to optimise sensor effectiveness and a need to develop and support functional modules within common AUV system architectures/infrastructures.< >

Between now and the early part of the next century, significant portions of today's real-time command, control, and communication (C3) systems will become either functionally inadequate or logistically insupportable. Furthermore, due to the continuing budget reductions, new developments of next generation real-time C3 systems may not be possible. Therefore, current real-time C3 systems need to become easier, faster and less costly to upgrade in capability, and easier to support. What is needed is an approach to evolve current real-time C3 systems into the extensible systems required for the future. This paper describes our Adaptable Real-time Distributed Object Management (ARTDOM) approach for command and control systems. We have constructed a testbed environment and experimented with a Common Object Request Broker Architecture (CORBA) Object Request Broker (ORB). This project is a three year initiative and is expected to be completed at the end of 1999.

The command and control system is the core support of information warfare. In order to more accurately evaluate the human-computer interaction effectiveness of the command and control system, eye tracking technology is used to establish a quantitative evaluation model based on eye movement indicators. The entropy weight variation coefficient method is combined to give weight, and the effectiveness is comprehensively evaluated. This provides a scientific and objective evaluation method for the human-computer interaction effectiveness of the command and control system.
