Ecological assessments often rely on indicators to evaluate environmental conditions. An ecological indicator integrates discrete pieces of information representing condition of resources, magnitude of stresses, exposure of biological components to stress and related impacts and consequences. This paper describes our efforts to develop an ecological indicator based on information routinely collected during irrigation systems operation from projects in Greece. compromise programming is used for the development of ecological indicators. The indicators can be used for decision making in order to evaluate different irrigation policies for irrigation water management when the water is limited. The results of the alternative policies are compared and conclusions for the application of the methodology are drawn. The study indicated that ecological indicators could be incorporated to select alternatives concerning water delivery. Conclusively, the methodology can be incorporated in ecological assessment and program studies.

In modem investment theory the path to portfolio selection involves two steps, which are efficient frontier and expected utility maximization, the latter being necessary to determine the best efficient choice for an individual investor with particular preferences for profitability and safety. However, mutual funds are not individual investors, and therefore, the analyst could make very little sense of expected utility maximization as he fails to see how a utility function can be assigned to the multiplicity of share holders and potential investors related to a fund. We address the problem of mutual fund portfolio selection by searching for a portfolio ranking based on compromise properties to find utility bounds from statistical information on investor's preferences. This paper uses a cellular automata simulation model of a hypothetical landscape to investigate the role of location as it relates to the efficacy of land retirement in achieving two environmental goals: hydrological improvement and habitat improvement. Statistical analysis of simulation results is used to show how absolute and relative location relate to achievement of these objectives. Linear and nonlinear compromise programming frameworks then combine these two environmental objectives and a cost minimization objective into a measure that allows decision- makers to rank the desirability of different retirement strategies. These frameworks are explored to determine what each implies about the tradeoffs that must be made among objectives and among the spatial land parcel characteristics that contribute to those objectives.

There has been a great change in manufacturing systems toward computer-controlled flexible manufacturing systems (FMS). The design and operation of the FMS involve intricate and interconnected decisions that result in the maximum performance of the system. However, the design and operational decisions have been made separately in consideration of a single-system performance measure. This paper presents a method for simultaneously determining design and control parameters of an FMS with the multiple performance objectives via full-factorial design of experiments, regression analysis and compromise programming. For a numerical example, the SIMAN simulator models a hypothetical FMS with six workstations. Eight design and control parameters are simultaneously determined by compromising four performance measures that are formulated using regression analysis.

In this paper we investigate the problem of finding the Nadir point for multicriteria optimization problems (MOP). The Nadir point is characterized by the componentwise maximal values of efficient points for MOP. It can be easily computed in the bicriteria case. However, in general this problem is very difficult. We review some existing methods and heuristics and also discuss some new ones. We propose a general method to compute Nadir values based on theoretical results on Pareto optimal solutions of subproblems with fewer criteria. The general scheme is valid for any number of criteria and practical for the case of three objectives. We also investigate the use of the Nadir point for compromise programming, when the goal is to be as far away as possible from the worst outcomes. We prove some results about (weak) Pareto optimality of the resulting solutions and present examples, which show the limitations of this idea, and therefore limitations of multicriteria methods using this type of problems. Ecosystem management (EM) is a holistic approach, in which public participation in decision-making, and incorporation of human preferences, needs and perceptions in management plans is a main element. The decision-making from human opinion method (DeMHO), presented here. can be used in EM in selecting the more suitable and socially acceptable management plan, in order to protect or restore an ecosystem. The method focuses on the quantification of the human opinion, preferences and perceptions, which are investigated after research on the local population of the ecosystem. The results of this research are the inputs of the method;multi-criteria decision-making procedures, such as the analytic hierarchy process (AHP), the expected utility method (EUM) and compromise programming (CP) are used to assign the appropriate weights and rank according to their importance the interest groups, the issues to be studied, and the alternative management plans. The alternatives are also evaluated by assessing their sustainable character. The paper presents DeMHO and its application in the National Park of Eastern Macedonia and Thrace in Greece, after a research through a questionnaire on the local population. The Ecosystem Management (EM) process belongs to the category of Multi-Criteria Decision Making (MCDM) problems. It requires appropriate decision support systems (DSS) where "all interested people" would be involved in the decision making process. Environmental values critical to EM, such as the biological diversity, health, productivity and sustainability, have to be studied, and play an important role in modeling the ecosystem functions;human values and preferences also influence decision making. Public participation in decision and policy making is one of the elements that differentiate EM-from the traditional methods of management. Here, a methodology is presented on how to quantify human preferences in EM decision making. The case study of the National Park of River Nestos Delta and Lakes Vistonida and Ismarida in Greece, presented as an application of this methodology, shows that the direct involvement of the public, the quantification of its preferences and the decision maker's attitude provide a strong tool to the EM decision making process. Public preferences have been given certain weights and three MCDM methods, namely, the Expected Utility Method, compromise programming and the Analytic Hierarchy Process, have been used to select alternative management solutions that lead to the best configuration of the ecosystem and are also socially acceptable.

The concept of sustainability in wastewater reclamation and reuse in the Mediterranean area needs to be expressed in a realistic and practical way. This paper suggests a suitable methodology for sustainable wastewater reuse in the Mediterranean area by considering not only technical and economic, but also, environmental and social aspects of wastewater reuse. Alternative strategies based on different treatment and storage technologies are evaluated by using the Multicriterion Decision Analysis (MCDA) method. Alternative strategies are formulated by combining elements such as different treatments, different disposal sites, the type of irrigation scheme, crop pattern, water pricing and the use of fertilizers. The criteria used to evaluate the most sustainable strategy include firstly public health and environmental factors, that pose risks on human health, water pollution during and after irrigation, efficiency of water use, secondly economic factors, including the water cost, the initial cost of the irrigation system, maintenance costs and crop profitability, and thirdly social issues including the employment of rural labour. Various MCDA techniques, namely, ELECTRE-3, ELECTRE-4 and compromise programming (CP) may be employed to rank alternative strategies and find out the most sustainable alternative.

This paper presents the design of a competitive market for reactive power ancillary services. Generator-reactive power-capability characteristics are used to analyze the reactive power costs and subsequently construct a bidding framework. The reactive power market is settled on uniform price auction, using a compromise programming approach based on a modified optimal power-flow model. The paper examines market power issues in these markets and identifies locations where strategic market power advantages that need to be removed through investments in reactive power devices are present.

This paper gives an overview of meta-heuristics methods utilized within the paradigm of multi-objective programming. This is an area of research that has undergone substantial expansion and development in the past decade. A literature review for this period is presented and analyzed. Analysis of the types of multi-objective techniques and meta-heuristics is undertaken and reasons for their use hypothesized. The strengths and weaknesses of meta-heuristic methods as applied to multi-objective programmes are discussed. Finally, a summary is given together with suggestions for future research.
