Policymakers seek objectives that can be conflicting under a budget constraint. Solving this problem requires a multi-criteria decision-making technique whereby equations of a dynamic computable general equilibrium model are constraints to a policy optimisation problem. We illustrate this approach in the framework of agricultural transformation objectives. Using data for Ethiopia we show the potential conflict between policy objectives and how policies are optimally determined to arrive at the best possible compromise. Should Ethiopian policymakers pursue increasing agri-food GDP, rural household welfare, or agri-food exports, for example, they will not necessarily observe strong trade-offs between these objectives. However, if they invest in different agricultural sectors to achieve such objectives, the way in which they finance the investment will result in macroeconomic trade-offs. Only when the new investment is mostly allocated to oilseeds and coffee will there be not only simultaneous but also maximised improvement in all three policy objectives.

The management of forests in the Mediterranean basin is a complex problem, for which many political solutions have been used. In Portugal, these solutions tried to overcome the small property dimension, the elderly and/or absent owners and their relation with new functions and new approaches of forestry areas linked with changes on Common Agricultural Policy and the agriculture development paradigm. The solution must take into account the valorization of all economic activities that exist in the forest, but also the fire risk decreasing and the biodiversity preservation. This paper proposes a model that allows designing several economic scenarios, producing biodiversity and fire risk indicators, but also achieving the best compromise solution between these issues using compromise programming. The model was applied in a Forest Intervention Zone Arade-Alte/S. B. Messines, in the South of Portugal. The results show that themodel is able to provide important information by creating a complete management plan and simulating the best compromise solution among fire risk, economic result and the biodiversity indicator, providing an added background for the analysts. The managerial aspect of providing quality, cost-effective health services to hospital patients is becoming increasingly important. However, merely focusing on cost reduction and quality improvement may jeopardize personnel satisfaction. Therefore, a balanced approach based on multiple considerations is necessary. Operating rooms (ORs) account for almost 33% of a hospital's budget, and nursing labor costs represent more than 40% of a hospital's budget. The concerns around health-care quality, personnel motivation, staff satisfaction, patient length of stay, and patient flow rate are greatly influenced by these two units with regard to day-to-day operations management. A possible approach is to look into the related essential problems, such as the nursing staff time scheduling in nursing units, and the doctor time scheduling in ORs. After surgery in the OR, patients stay in the subsequent ward for a period of time. This causes loading interdependency between the anterior OR and the posterior ward nursing unit;as a result, an attempt to schedule these two departments simultaneously is necessary for operation efficiency enhancement, service quality improvement, hospital budget reduction, and personnel satisfaction. In order to achieve the multiple objectives describing the conflicting priorities and differing preferences within nursing units and ORs, a compromise programming is adopted in this study as a balancing tool for multi-objective optimization to realize improved OR and nursing unit scheduling.

This work proposes a two-stage immune algorithm that embeds the compromise programming to perform multi-objective optimal compensator placement. A new problem formulation model that involves fuzzy sets to reflect the imprecise nature of objectives and incorporates multiple planning requirements is presented. The proposed approach finds a set of non-inferior (Pareto) solutions rather than any single aggregated optimal solution. Additionally, this developed approach eliminates the need for any user-defined weight factor to aggregate all objectives. Comparative studies are conducted on an actual system with encouraging results, demonstrating the effectiveness of the proposed approach.
