The current state of development of the television broadcasting system of the future is described with regard to LSI development. It is no need to say that television broadcasting systems are very huge and require a large number of inexpensive LSI's. Hi-Vision broadcasting has already been started in Japan. In the United States, a digital terrestrial broadcasting system (ATV) will be standardized in the near future. On the other hand, the situation in Europe remains unclear but MPEG-2 is now in the stage of system finarizing. We also hear much about ''multimedia'' but the concept of multimedia broadcasting still requires a lot of time to be translated into reality. Some important current technical topics and related basic technologies are also described in this paper. They include dct, Hybrid dct coding, error correcting coding, coded modulation, and improvement of the MUSE system. Finally, the discussion considers the relationship between system development and VLSI technology and the importance of mutual understanding between VLSI engineers and system designers. Some possible requirements for VLSI development are also stated.

This correspondence addresses the use of a joint source-channel coding strategy for enhancing the error resilience of images transmitted over a binary channel with additive Markov noise. In this scheme, inherent or residual (after source coding) image redundancy is exploited at the receiver via a maximum a posteriori (MAP) channel detector. This detector, which is optimal in terms of minimizing the probability of error, also exploits the larger capacity of the channel with memory as opposed to the interleaved (memoryless) channel, We first consider MAP channel decoding of uncompressed two-tone and bit-plane encoded grey-level images. Next, we propose a scheme relying on unequal error protection and MAP detection for transmitting grey-level images compressed using discrete cosine transform (dct), zonal coding, and quantization. Experimental results demonstrate that for various overall (source and channel) operational rates, significant performance improvements can be achieved over interleaved systems that do not incorporate image redundancy.

We first present an overview of the MPEG-4 video standard and its relationship to other existing as well as evolving video standards. MPEG-4 video, while introducing a new paradigm of treating each object in a scene independently, utilizes the traditional motion compensated dct framework for coding of each object. Thus, while introducing new object based coding functionality, it is also capable of providing traditional frame-based coding. Furthermore, it supports advanced functionalities such as efficient coding of background as a sprite, robustness to channel errors, spatial and temporal scalability of arbitrary shape objects etc. Next, we evaluate the statistical performance of the MPEG-4 video under a number of selected conditions and compare it, depending on the application, with the H.263, the MPEG-I and the MPEG-2 standards. For each traditional application, based on our limited set of experiments, MPEG-4 video appears to provide equal or better performance when compared to the most suitable existing standard addressing that application area. For the new object based applications, although MPEG-4 video when coding arbitrary shaped objects, incurs additional coding cost, perhaps with further optimization, the increased cost may be offset by improved tradeoffs in coding quality control, channel bandwidth and decoding resource adaptations.

In this paper, we propose an efficient perceptual quality assessment for stereoscopic image based on Discrete Cosine Transform (dct) coding. In this algorithm, visual sensitivity for human beings to perceive stereoscopic image in frequency domain has been considered. Excepting for this important property related to Human Visual System (HVS), another property is also taken into account: contrast sensitivity function (CSF). In our algorithm, for the left reference block, its most matching block in the left view is found by using the block matching method, and the right reference block is searched based on disparity information as a vital feature in 3D image/video. In addition, its matching block for the right reference one is also finished. The processing mode is completed for the original and distorted stereoscopic images. Then, these blocks are processed by dct and calculated by modified PSNR in view of CSF and Region of Interest (ROI) mechanism (visual sensitivity). The calculated results have demonstrated its validity compared with the subjective test results. And the proposed perceptual quality assessment metric outperforms other currently popular metrics.

In our work, we introduce the block significance measure reflecting the property of the blocks to be shared by pixels from different image regions. The blocks B with higher significance value C(B) belong to the fields of region contrast and thus tend to attract more attention in terms of the Human Visual System (HVS). The computation of C(B) is based on the execution of a region merging procedure and determination of the first partitioning containing a region completely covering a block B. The introduced measure is related to the flat/texture/edge block classification but reflects global image properties and differs from the latter. We study how one may incorporate the measure in the dct-based based image/video compression. Experimental results are presented.
