Electrical distribution systems (EDS) are undergoing some significant changes at various scales and levels. These changes are triggered by several factors such as the event of distributed energy resources (DER) and the need to improve the quality of supply while achieving economical optima. Hence, several research initiatives, technological development and experiments have been launched worldwide to tackle this situation such as ldquoSmartGridsrdquo. This panel deals with some new decentralized operating modes for EDS management with high penetration of DER. These decentralized modes are based on distributing the management system locally and intelligently using advanced Information and Communication Technology (ICT). These concepts are being demonstrated through an experimental platform: an analogical micronetwork (muGrid). Functions such as fault management and high level of self adaptive architectures are developed for these new modes.

The potential to improve distribution system reliability is a primary motivation behind the development and deployment of microgrids. Previous studies have illustrated substantial reliability benefits of dispatchable distributed energy resources (DER). However, more analysis and new evaluation methodologies are needed for microgrids dominated by limited and stochastic distributed generation (SDG). The present paper introduces an evaluation methodology for islanded microgrids that realistically represents stochastic resources and explicitly examines the influence of supply-to-load correlation on reliability. Monte-Carlo simulation is used to model component failure and repair, while historical data is used for the stochastic resource. SDG output is allocated to loads based on a prioritized order that accounts for the dynamic reconfiguration of the microgrid in the case of a local fault. Voluntary load curtailment and its impact on reliability are also examined. Simulation results reveal that the priority order of a given load section on an islanded microgrid with limited SDG determines its dominant cause of interruption and has a major influence on reliability.

Theories of evidence have already been applied more or less successfully in the fusion of remote sensing images. In the classical evidential reasoning, all the sources of evidence and their fusion results are related with the same invariable (static) frame of discernment. Nevertheless, there are possible change occurrences through multi-temporal remote sensing images, and these changes need to be detected efficiently in some applications. The invariable frame of classical evidential reasoning can't efficiently represent nor detect the changes occurrences from heterogenous remote sensing images. To overcome this limitation, Dynamical Evidential Reasoning (DER) is proposed for the sequential fusion of multi-temporal images. A new state transition frame is defined in DER and the change occurrences can be precisely represented by introducing a state transition operator. The belief functions used in DER are defined similarly to those defined in the Dempster-Shafer Theory (DST). Two kinds of dynamical combination rules working in free model and constrained model are proposed in this new framework for dealing with the different cases. In the final, an experiment using three pieces of real satellite images acquired before and after an earthquake are provided to show the interest of the new approach.

We consider a distribution network evolution involving highly automated systems with PMUs. We argue that PMU-based grid control operations carried out autonomously would be faster and more cost efficient than current manned operations. Controls that are capable of optimizing the system could significantly improve performance and reliability. PMUs at distribution substations would support many of the applications required for moving towards a smart grid. Viewed from a broader perspective, it is recognized that the functions listed in this paper would have to be considered on a utility by utility basis.

Summary form only given: This paper will present potential future scenarios for a distribution grid with high penetration of distributed energy resources (DER) and demand response (DR), while discussing potential technical and operational challenges, and possible solutions. It will then provide a comprehensive technology blueprint for a large scale implementation of DR spanning from ISO markets to home are networks (HAN) while covering all impacted utility information systems and business functions. Interfaces and impacts on the existing systems will be highlighted while presenting a straw-man architecture for the end-to-end solution. The DR capabilities of post-AMI and smart grid will be contrasted against the traditional load management functions while identifying enhanced capabilities and improved business practices. A roadmap for implementation of broad-base DR/DER capabilities will be presented.

The introduction of widespread, grid-connected distributed energy resources into distribution grids, including their localised control changes the way in which distribution grids are comprised and ultimately will be managed. To allow for continued, or even improved, reliability of such grids the manner in which the associated equipment's performance is evaluated, tested and validated also needs to change likewise. The performance evaluation of distribution grid equipment under severe grid conditions is presented on three equipment types with mutual interaction and a vision for the future of testing presented.

Based on the way time is expressed in natural language, as was studied in the linguistic part of our research, it is observed that time indications usually are rather approximative and situated within the context of the traditional hierarchical time unit system, thereby choosing the most appropriate level of detail. In this paper we present a model for temporal data which aims at being both as flexible and as general as possible. Flexibility is obtained by the use of fuzzy set theory and of granularities which brings the model very close to its natural language counterpart. Generality is achieved by the dynamic aspect of the granularity structure and by the support of spans, time points and intervals, absolute and relative time, aperiodic as well as periodic time elements.

Power systems worldwide have gone through a transition from vertically integrated into liberalized energy markets. At the same time, increased environmental concerns are promoting the use of renewable and efficient generation technologies. Consequently, a growing number of small-scale distributed energy resources (DER) are being installed in distribution systems. Passive operation of DER can result in severe grid operation problems. In contrast, active DER management can bring mutual benefits for the DER owner as well as distribution system operators (DSO). In this article a flexible multi-objective optimization scheme is presented in which DER placement and optimal ancillary services are evaluated and compared with conventional grid reinforcements. This allows assessing the potential of optimal active DER management and evaluating different tariff schemes for DER connection at different levels of DER in the grid. The proposed method uses a hybrid strength Pareto evolutionary algorithm (SPEA2) with a distribution optimal power flow (OPF). Results are analyzed using the UKGDS 355-bus system.

Although power electronic based generation sources such as solar photovoltaic plants and wind farms are gaining enormous popularity, conventional distributed energy resources (DERs) are commonly used and integrated onto distribution systems. The main reasons are the improving the economy of generation, controllability and maturity of the technology that simplifies operation and maintenance of the plant. Contrary to common belief, recent technological enhancements have brought about many engine driven generation types which are classified as clean (green) sources. This paper deals with the topic of modeling and benchmarking conventional synchronous generator based DERs for application in distribution systems. The DER model incorporates some new aspects of generation controls such as voltage regulation and reactive power compensation that are being asked for by some utilities to help accommodate integration onto existing distribution feeders while minimizing adverse effects. The introduced DER model is applied to and studied on a benchmark distribution network to demonstrate typical applications and impact investigations.

The Reforming the Energy Vision, is an ambitious project initiated by NYS Governor Andrew Cuomo in 2015 to, in part, integrate Distributed Energy Resources, in an effort to transform New York State's electric transmission and distribution system for the 21 st Century. One aspect of the program has placed the integration of Solar & Wind power generation projects on to the Operating Companies Networks into high gear. Even with NYS statutes on how the Utilities are to accept all qualified electric generators into their systems, there still remains some discretion in how the individual Utilities may accomplish this effort. Consequently, each Operating Company may have a set of rules and regulations as to how the connection shall be made. This leads to more questions than answers. To gain knowledge about different aspects of the project we started to learn more detail about the project and various potential approaches to get to the goal. We are also studying variations in the imperative system parameters before and after distributed integration. In this presentation we will present our initial study on some approaches and critical parameters that we think are important for the system design based upon the regulations from the NYS Department of Public Service. Discussion will also include technologies, design approaches and challenges to determine the practicality and feasibility of distributed integration in a power system from an economic as well as operational point of view.
