Exploiting the flexibility in distributed energy resources (DER) is seen as an important contribution to allow high penetrations of renewable generation in electrical power systems. However, the present control infrastructure in power systems is not well suited for the integration of a very large number of small units. A common approach is to aggregate a portfolio of such units together and expose them to the power system as a single large virtual unit. In order to realize the vision of a Smart Grid, concepts for flexible, resilient and reliable aggregation infrastructures are required. This paper presents such a concept while focusing on the aspect of resilience and fault tolerance. The proposed concept makes use of a multi-level election algorithm to transparently manage the addition, removal, failure and reorganization of units. It has been implemented and tested as a proof-of-concept on the distributed smart grid test bed SYSLAB at the Technical University of Denmark.

The increase in the renewable energy penetration level imposes the microgrid concept, which can be consisted of several inverter-interfaced distributed resources (DERs) and loads, operating in dual state; either connected with the utility grid or isolated in island mode. The power sharing among the connected DERs is carried out by the combination of the droop characteristics of each DER according to the active and reactive power demand of the loads. When a fault occurs within the microgrid operating in island mode, it is very difficult to be detected due to the lack of large current production capacity. The fault situation can be further complicated, if the fault takes place between two phases or between a single phase and the earth. This paper proposes a fault detection method for the symmetrical and asymmetrical faults, which is independent of any further communication means. The three-phase faults can be detected through the impedance variation of the islanded microgrid, while the asymmetrical ones by the negative sequence components of the output voltage of each DER. A significant contribution is the voltage recovery after the fault clearance with a seamless transient effect. After the fault clearance, the microgrid will continue feeding its loads, through the implementation of a positive- and negative-sequence control strategy. The effectiveness of the proposed control strategy is evaluated through a set of simulation tests, conducted in PSIM software environment.

The new scenario of the Italian electrical system is featured by the exponential growth of Distributed Energy Resources (DER), mostly PV, resulting in a deep change of network planning and operational criteria. Traditional load profiles on distribution network are changing, thus modifying the power plants operation and progressively introducing a new role for the DSO as energy flow manager in an active network, obviously in close coordination with the TSO. So, even for plants connected on LV and MV networks, it is necessary to manage the power of each generator, according to new requirements introduced by the Italian Regulator. Furthermore, the extension of the frequency range in which DER must stay connected to the electrical network, as recently established by Italian Regulator's Acts, has increased the difficulty on managing the high number of connections of DG plants to the distribution network, mainly on LV network, leading to potential unintentional islanding situations. Criteria are being developed in order to prevent this phenomenon, by means of innovative protections using new communication systems such as optical fibre in MV network and PLC systems in LV network. The inverter and its PWM control system are going to have a key role for DER management, and the Interface Protection Relay (IPR), controlled by inverter PWM, is going to drive the disconnection of static generators in case of exceeding frequency or voltage threshold, thus helping the DSO to avoid security problems. In order to cope with the new problems arising in the distribution network, the new Italian technical standards, introduced in 2012, specify the technical requirements that active users must respect to be connected. This paper shows, in the first part, some data related to the increase of DER on Enel Distribuzione's network, with the description of some typical issues that have recently arisen in the operation of the electrical network. Campus microgrid is composed of distributed energy resources (DER) including distributed generation (DG), controllable loads, and storage. In this paper, the role of high reliability distribution system (HRDS) in microgrid operations is evaluated. The HRDS implemented at Illinois Institute of Technology (IIT) is used as a case study along with DER to increase the load point reliability and decrease the operation cost of the microgrid.

Technology advancements in solar photovoltaics (PV) and battery storage have driven sharp increases in their employment by utilities, consumers, and third parties. These Distributed Energy Resources (DER) are often connected to the grid at the distribution level, and distribution operational requirements are being greatly impacted by their presence. Despite the potential impact of DERs on the distribution feeders, the current generation of distribution management systems has few if any available mechanisms for managing the operations of DERs. The proposed paper describes the results of an effort to address the need for enterprise integration of distributed energy resources.

The introduction of widespread, grid-connected distributed energy resources into distribution grids, including their localised control changes the way in which distribution grids are comprised and ultimately will be managed. To allow for continued, or even improved, reliability of such grids the manner in which the associated equipment's performance is evaluated, tested and validated also needs to change likewise. The performance evaluation of distribution grid equipment under severe grid conditions is presented on three equipment types with mutual interaction and a vision for the future of testing presented.

For distributed energy resources (DER), which are located outside of towns, hazard monitoring systems are required to detect risks of theft, vandalism and fire. If there is a hazard detected, an alarm-message must be transmitted to a remote alarm control unit which is operated day and night. For the transmission of alarm messages, specific technical requirements must be fulfilled. In this paper an alarm transmission system is presented, which is based on a modular microcontroller system, which was developed in particular for its use in the field of power engineering. For the alarm transmission the VdS 2465-protocol, which is a German standard for alarm transmissions, was implemented on the microcontrollers. To achieve cost effective systems, the VdS 2465-protocol can be operated not only over GSM- and Ethernet-networks but also over power line communication (PLC). Two applications are presented for the alarm transmission over PLC. One is a proposal for the transmission of alarms within DER-facilities. In another suggestion it is described how a PLC can enable a wired communication between a DER-facility and an alarm control unit when there is no access to a public wired network available at the DER-facility.

This paper outlines the main accomplishments towards realizing a Smart Microgrid Testbed at the British Columbia Institute of Technology (BCIT), Burnaby, BC, Canada. The paper describes a methodology to optimally select, site, size, control, and integrate distributed generation and storage units with the existing Campus power system. The proposed approach enables optimal operation of the Campus power system in both grid-tied and autonomous modes of operation. Two control strategies are selected, implemented, and tested to permit the safe and efficient integration and operation of the onsite DER units into the Campus power system during the grid-tied and islanded modes of operation. Moreover, a smart and accurate fault detection, isolation, and service restoration (FDISR) algorithm is proposed and implemented, based on a bidirectional communication infrastructure, to support the Campus power system operation in the presence and absence of the utility bus. Finally, the results of one the conducted case studies are reported and analyzed to evaluate the impacts of the proposed power management and control strategies on the performance of the BCIT Microgrid as well as the interaction between different on-site DER units and the utility.
