This document describes the interpretation of in-pile oscillation experiments in the MINERVE facility at the CEA Cadarache. The objective of this study is the improvement of fission products cross sections. The experimental device and the oscillation technique are described in a first part, then the interpretation method, based on the deterministic APOLLO2.8 code, is presented in a second part. In the third part, the calculation scheme is validated by comparison to a reference Monte Carlo calculation using the TRIPOLI4.5 code. The results of the interpretation and the calculation over experiment ratios, using nuclear data from the JEFF3.1.1 library, are finally discussed.

In the framework of the AMMON experimental programme, thermoluminescent detectors will be used to measure gamma doses in the EOLE facility. The aim of this work is to model the cavity phenomena related to the calibration of the TLD. Monte Carlo Simulation of coupled transport of electrons and gamma particles will be carried out to obtain cavities corrections of TLD, for calibration configuration. The results of cavity corrections, for all the TLD simulated, are close to one, which means that the thickness of the pill box selected is suitable for electronic equilibrium conditions.

This paper presents an approach based upon state feedback to coordinate distributed energy resources (DER) across unbalanced phases of a power distribution system. The objective is to control the resources such that characteristics are balanced among phases making a more desirable load from the perspective of the transmission system. Example results are provided for a distribution system with inverter-connected generation. Active power setpoints are taken as the control variables for distributed generation (DG) independently connected to the three phases. State feedback control based upon linearization of a differential-algebraic equation (DAE) model is used to control (balance) demand on the three phases. Simulation results are provided to demonstrate the effectiveness of the approach.

Existing distribution networks have not been designed to accept extensive DG. The actual paradigm may change in the near future impelled by a word wide increasing of DG penetration in distribution grids. This paper presents the status and content of DG Spanish legislative documents. Fundamental considerations are first discussed, exclusively regarding the grid-interconnection requirement. This paper also analyses the relationship between that guidelines and recognized international standard in a systematic way. Major requirements areas include general specifications, safety and protection strategies, and power quality requirements. Interconnecting DER with the electric power system is traditionally a complicated process that can be facilitated by improving international harmonization.

A number of Distributed Energy Resources (DER) of various technologies with various operating pattern and availability can be integrated in a Virtual Power Plant (VPP). Some of the Distributed Generators (DGs), those are dispatchable and have high capacity, can individually participate in the power market but they may choose VPP if they hope to reach a higher benefit in the power market through VPP. Some of the others, those are very small or have stochastic nature, can not gain access to the power market without aggregation. Depend on the capacity and characteristics of distributed energy resources, their aims for joining to VPP and their dependency to VPP may be different. VPP may be their ownership, their operator or only an interface entity that can facilitate more economical opportunities for them in the power market. This paper characterizes a general framework for VPP which can be included the various DG technologies in both medium and low voltage distribution networks. Based on the degree of dependency to VPP, the VPP components are categorized into three classes, i.e. market component parts, contractual component parts and internal component parts, and also their trading relation with VPP are discussed.

Considering the environmental, limited traditional natural resources and power demand pressure, there is a great need to involve the distributed energy resources (DER) to the existing central power plant. So this paper proposes the multiagent based distributed energy system, which incorporates traditional central power plant and different DER by using multi-agent system (MAS) technology. A new three layered MAS architecture with good generality is designed, which can be used in small, medium and large scale multi-agent based distributed energy system (MAS-DES). The cluster and super cluster are defined to work as virtual power plants in the medium and large scale case. It also presents the novel architecture for single agent system with learning ability. Moreover, the reliability of multiagent system is assessed by Bayesian statistics. The proposed MAS-DES uses the traditional and renewable resources in a more reasonable way and provides a better solution for the power supply considering the cost, pollution index and reliability.

There are many solutions and standards about digital rights management (DRM) now. Almost all the solutions used cryptography and rights processing technologies to protect contents. Only legal users can decrypt and enjoy contents under the control of rights information, illegal users are prohibited. Rights processing technologies include rights expression languages (REL), binary encoding method, virtual machine, and so on. ODRL (open digital rights language) and XrML (extensible markup language) are all RELs, which express rights based on XML. Broadcasting flag encodes copy control information into binary data block. Marlin DRM uses Plankton virtual machine to process rights information. In this paper, we provided a rights processing method which is based on ASN.1(abstract syntax notation one) syntax and using ASN.1 distinguishable encoding rule (DER) to encode rights information into binary data block. Compared with RELs, this rights processing method uses less bits to express rights information and can save more bandwidth during transmission. And it can express more rights information than broadcast flag.

One of the key objectives of DERlab Network of Excellence is the development of internationally acceptable test and certification procedures for distributed energy resources (DER)-components and systems connection and operation, which could be proposed to European standardisation bodies. Interconnection of inverters to the electrical grid has been identified as a key issue for the wide integration of DER especially when international standards scenario is highly unclear. As a prenormative research, a round-robin test of two small scale photovoltaic inverters has been performed by nine DERlab laboratories during the period of January July 2009. The test activity was focused on the verification of individual test procedures, common interpretation of standards and requirements, and determination of problems related to the equipment and facilities involved in conducting round-robin tests. Compilation of test results and first conclusions of this activity will be available during this year. As part of the inter comparison campaign, this paper is focused on the round-robin tests carried out in the microgrid of LABEIN-Tecnalia in Derio (Spain) in February 2009. It shows the results obtained and explain the lessons learned from this series of experiments to assess the application of a unified testing procedure across different testing environments.

There is a need to improve the delivery of energy services, and utilizing distributed energy resources offers significant potential. We propose an energy service modeling technique that would capture temporal variations of its demand and value, and differentiate it from the electric energy consumed by the end-use equipment. We then use this technique with a novel energy service simulation platform that aims to maximize the net benefit derived from energy services. The simulation platform creates a strategy for how available distributed resources should be operated in order to provide the desired energy services while minimizing the cost of consumption. The corresponding optimization problem is solved using particle swarm optimization. The simulation platform proved capable of creating an operation schedule that maximizes net benefit under a range of challenging conditions.

Climate change concerns, mandated renewable portfolio standards, lucrative government incentives, and accelerated cost reduction in renewables and distributed energy applications are driving steep growth in system installations. distributed energy resources (DER) are not commonly connected to a bulk power transmission system, instead are interconnected near the load in the electric power distribution system. DER includes renewable energy such as wind and solar, fossil-fuel based generation such as microturbines, small gas turbine units and distributed energy storage. In this paper, a novel methodology is developed that ranks utility feeders for implementation of DER systems. This performance index is based on peak load reduction, increased system capacity, load-generation correlation, and feeder load growth. This is based on a statistical measure that quantifies the relationship between loads and the stochastic nature of renewable resources. This allows the utility to gain insight into improved benefits from non-dispatchable renewable resources such as solar and wind technologies as well as dispatchable DER technologies.
