The approaches and tools employed to develop information systems are often key factors in the ultimate success of these systems. Process automation and other methodologies are, for the most part, experimental. Two sociotechnical approaches and 2 normative tools are described, and 6 potential problems are presented that could hinder their success: 1. information requirements determination, 2. system evaluation, maintenance, and modification, 3. conflict, 4. user/designer roles, 5. short-term focus on success, and 6. post-implementation synchronization of social and technical systems. These problems are stated as propositions for investigation that should lead to better understanding of the conditions for applying sociotechnical development and normative tools. The propositions also serve as examples of the types of issues that should be considered in research leading to a formal framework for relating problem features and environment to appropriate approaches and tools.
