This paper presents a new practical framework for decentralized output feedback design with overlapping information structure constraints. In contrast to the earlier works, the proposed method removes restriction in the control design algorithm by utilizing congruence transformations, simplifications and the reciprocal variant of the projection lemma. This leads to a less conservative solution than the previous design methods because the choice of some design parameters by trial and error is eliminated. Moreover, in some cases, the structural constraint of having a diagonal Lyapunov function in linear matrix inequalities (LMIs) is removed. The results are then extended to capture a more general scenario of output feedback control design for nonlinear interconnected systems. The validity of the proposed approach is demonstrated through applications to an industrial utility boiler and to a multi-area power system.

This paper presents a new method of designing scalar functional observers of order less than the well-known upper bound ( v-1). A condition for the existence of observers of order p where 1 <= p <= (v-1) is given. A simple and effective algorithm for solving the constrained generalized Sylvester equation is proposed. Several numerical examples are given to illustrate the attractiveness of the design algorithm.

Polarization diversity has proved to be a useful tool for radar detection, especially when discrimination by Doppler effect is not possible. In this paper, we address the problem of improving the performance of polarimetric detectors for targets in heavy inhomogeneous clutter. First, we develop a polarimetric detection test that is robust to inhomogeneous clutter. We run this polarimetric test against synthetic and real data to assess its performance in comparison with existing polarimetric detectors. Then, we propose a polarimetric waveform-design algorithm to further improve the target-detection performance. A numerical analysis is presented to demonstrate the potential performance improvement that can be achieved with this algorithm.

QoS routing has been a critical issue for providing QoS in high-speed networks. The authors present the design of a fast routing algorithm for selecting the shortest path connecting a pair of nodes subject to a bandwidth constraint. The algorithm works by combining the strategies of informed search and backwards routing. Its worst-case computational complexity is deduced to be O(\E\lg\V\), where \E\ and \V\ represent the number of links and nodes in the network, respectively. Simulation results indicate, however, that the designed algorithm can greatly reduce the average-case running time in computing such constrained shortest paths as compared with existing work.

This Note presented a new station collocation parameter design techniquebased on a virtual dynamic model. The new methodology is applicable to collision-free operation ofmultiple geostationary satellites collocated at the same longitudinal slot. A minimum set ofparameters was used as input, which automatically produces the optimal position of the eccentricitycontrol circles by using the virtual dynamics. Simulation results illustrate that the proposedstrategy properly calculates the positions of the eccentricity control circle for any number ofsatellites with guaranteed maximum separation distance. The advantage of the proposed technique isthat the collocation of any number of satellites can be treated with natural extension of thecurrent methodology.

We propose an algorithm for designing nonuniform oversampled filterbanks with arbitray delay. The filterbank has uniform sections obtained by generalized DFT modulation;between the uniform sections, there are transition filters. There is no a priori constraint on the widths of transition filters channels, as in previous publications. The design algorithm is composed of three steps, in which a bank (analysis or synthesis) is optimized by solving convex optimization problems for finding the prototypes of uniform sections and the transition filters. In the first step, an orthogonal filterbank is designed, while in the other steps a bank is given and the other is optimized. We present an example of design suitable to subband processing of wideband speech signals.

A design algorithm, based on the exchanging search technique, was used for optimizing the visible antireflection coating design of substrates with refractive indices ranging from 1.45 to 1.784. In this method, a tuning operation for the layer thicknesses of a two-material multilayer assembly was first carried out, followed by an exchanging operation for further refining the visible antireflection performance and simplifying the design structure. The average visible reflectivities of two-material thirty-layer exchanging search universal antireflection coating designs for a set of eight different substrates with indices 1.45, 1.50, 1.55, 1.60, 1.65, 1.70, 1.75 and 1.784 were reduced to approximately 0.172-0.174% with 12-14 layer structures.

A design algorithm based on a modified minimizing search technique is applied to design a visible antireflection coating for a wide angular incidence with an angle up to 30degrees from the normal. The design approach consisting of tuning and minimizing operations is, effective in refining the antireflective performance and simplifying the design structure of the desired solution. It is shown that the maximum wide angular visible spectral reflectance of minimizing search antireflection coating designs for a three-material 60-layer system is reduced to less than 0.490% with 15-21-layered structures, and the average visible spectral reflectance for each incident angle is reduced to below 0.137%.
