The inspectability of advanced OPC plates has been verified by successfully completing inspections of photomasks that have OPC throughout the design. The photomasks tested have varying OPC design strategies and degrees of OPC complexity. The defect capture ability has been characterized with classical verification masks like the DuPont Verithoro(TM), an OPC programmed defect test reticle called OPC3 [1], and defect capture occurrences on actual designs with advanced OPC features. Printability simulations and tests have indicated that mis-sized serifs can be a critical, printable defect class. Inspection results from the 750 nm primary feature size section of the OPC3 test reticle with 0.25 um pixel indicate better than 0.25 um sensitivity to oversized serif defects, better than 0.30 um sensitivity to undersized serifs, and better than 0.21um sensitivity to misplaced serif line ends. Historically, small defects on OPC structures such as mis-sized serifs could be easily misclassified as a false defect by inspection operators. Defect review software was upgraded to improve the visualization and sizing of defects on OPC structures.

The theory behind the fusion of two asynchronous track updates (either from two different sensors or from the same sensor) has been derived by the authors in a previous paper pi. However, the results were incomplete since there was not sufficient information to actually implement the fusion theory as an algorithm. In this paper, the information necessary to implement the theory is provided. Additionally, simulated data in the form of tracks from two sensors having different update rates and communications delays is used to compare this technique to the results obtained using the standard sequential updating of a Kalman filter.

Traditionally, target tracking has been used for aerospace applications, such as, tracking highly maneuvering targets in a cluttered environment for missile-to-target intercept scenarios. Although the speed and maneuvering capability of current aerospace targets demand more efficient algorithms, many complex techniques have already been proposed in the literature, which primarily cover the defense applications of tracking methods. On the other hand, the rapid growth of Global Communication Systems, Global Information Systems (GIS), and Global Positioning Systems (GPS) is creating new and more diverse challenges for multi-target tracking applications. Mobile communication and computing can very well appreciate a huge market for Cellular Communication and tracking Devices (CCTD), which will be tracking networked devices at the cellular level. The objective of this paper is to introduce a new concept, i.e., Virtual Target tracking (VTT) for commercial applications of multi-target tracking algorithms and techniques as applied to mobile satellite communication networks. It would be discussed how Virtual Target tracking would bring more diversity to target tracking research.

Target recognition with an HRR signature can be viewed as consisting of pre-discriminant, discriminant, and post discriminant phases. The large variability and feature uncertainty of HRR signatures can, to a good extent, be handled by detailed modeling of underlying physical and electro-magnetic phenomena. However, some signature and feature variabilities pass through and continue to exist in the post-discriminant phase. A decision about the class of a signature must account for this residual uncertainty. In this paper we demonstrate an evidence theory based method for post-discriminant decision-making phase that minimizes the effects of the signature variability.

In this paper we describe how a robot detects its state with respect to a goal using only visual information and consequently how it learns to reach that goal navigating in a free environment. The state detection is carried out using a feed-forward neural network, with several multiple input and output units, trained using the quickprop method that is an optimized variant of the back-propagation algorithm. The color images captured by the onboard camera of the robot, are color coded and pre-processed to construct a robust set of inputs to the net, taking account of the trade-off between the dimension of the input set and the lost of information in the image. The simple goal-reaching behavior, finally, is learned using a reinforcement learning algorithm with which the robot associates a proper action to each detected state. To speed up this learning phase an initial state-action mapping is learned in simulation. Starting from this basic knowledge, the real robot will continue to learn the optimal actions for reaching the goal since new unexplored situations can occur in the real environment. The results obtained experimenting this approach on the real robot Nomad200 are described in the paper.

Unlike radar-based imaging technologies (i.e., ground penetrating radar, GPR) that use electromagnetic waves (which have electric and magnetic fields governed by the "wave equation" or full Maxwell's equation), quasistatic imaging technologies operate at lower frequencies where electric and magnetic fields are decoupled. Magnetoquasistatic (MQS) devices, such as metal detectors, that impose magnetic fields satisfy the diffusion equation in conducting media and Laplace's equation in air or poorly conducting soils. Electroquasistatic (EQS) devices satisfy Laplace's equation. In Laplacian or diffusion decay, the amplitude of the magnetic and electric fields decay exponentially with distance from the drive windings or electrode. For quasistatic sensors, objects are detected and imaged through perturbations to the applied magnetic or electric fields that change the mutual transimpedances or transadmittances at the sensor terminals, rather than through time delays of reflected electromagnetic waves as in GPR. Limitations of conventional MQS sensors (metal detectors) include (1) limited depth of sensitivity, (2) lack of accurate quantitative modeling which prevents quantitative image formation, and (3) inability to discriminate shape, depth, or material type. Conventional metal detectors can often detect all relevant metal objects but can generally not discriminate between landmines or unexploded ordnance and harmless clutter. Advances in inductive methods combining spatial and spectral information have began to offer discrimination for relatively large metal objects. However, no substantial progress has been made to differentiate low-metal mines ham small metal clutter. This paper introduces three navel imaging technologies that address these limitations (1) an MQS sensor called the Meandering Winding Magnetometer (MWMTM)-Array for metallic objects, (2) a new EQS-Array that can image both nonmetal and metal objects, and (3) a hybrid MQS/EQS method for low-metal mines. The Infrared/Optical Telescope Array (IOTA) is a multi-aperture Michelson interferometer located on Mt. Hopkins near Tucson, Arizona. To enable viewing of fainter targets, an on-line fringe tracking system is presently under development at NASA Ames Research Center. The system has been developed off-line using actual data from IOTA, and is presently undergoing on-line implementation at IOTA. The system has two parts: (1) a fringe tracking system that identifies the center of a fringe packet by fitting a parametric model to the data;and (2) a fringe packet motion prediction system that uses characteristics of past fringe packets to predict fringe packet motion. Combined, this information will be used to optimize online the scanning trajectory, resulting in improved visibility of faint targets. Fringe packet identification is highly accurate and robust (99% of the 4000 fringe packets were identified correctly, the remaining 1% were either out of the scan range or too noisy to be seen) and is performed in 30-90 milliseconds (depending on desired accuracy) on a Pentium II-based computer. Fringe packet prediction, currently performed using an adaptive linear predictor, delivers a 10% improvement over the baseline of predicting no motion.

The impact of wavelet based compression on automatic target recognition (ATR) is investigated by applying wavelet compression to test scenes. The correlation algorithms known as maximum average correlation height (MACH) filter and the distance classifier correlation (DCCF) filter are used for ATR. The impact of compressing the correlation filters is also studied. The wavelet compression algorithm makes use of a progressive technique of embedded zerotree wavelet coding followed by adaptive arithmetic coding. Two target data sets are used for testing and training in this study. The first is composed of infrared (IR) images of a T72 tank and BMP armored personnel carrier. The second is a set of synthetic aperture radar (SAR) targets from the publicly released Moving and Stationary Target Acquisition and Recognition (MSTAR) database.
