(U) Future successful ballistic missile booster intercepts will require advanced automatic target detection, tracking, classification and identification (ADTCI) image processing techniques. Two such techniques are presented in this classified SECRET paper using the Synthetic Scene Generator Model (SSGM) in combination with the Advanced Systems (AVS) image processing package. Two challenging multispectral cases are treated: 1. missile hardbody occultation by the missile exhaust plume, and 2. variable plume/hardbody system (PHS) gradient intensities generated by missile tumbling due to exiting the sensible atmosphere. The target detection,(1,2) tracking and edge extraction methods selected for this study include morphological, open-close operations within decision-level fusion for the obscuration case and pixel-level fusion for variable edge intensities. Other investigators have approached this issue on similar image processing techniques.(3,4,5) The multispectral (2.69-2.95 um SWIR;4.17-4.2, 4.35-4.50 um MWIR;and 8.0-12.0 um LWIR) target/background imagery includes SWIR/MWIR boost phase track (with occlusion problem) and LWIR aimpoint selection (with tumbling problem). The two classified missile systems are: 1. a depressed-angle submarine launched ballistic missile (SLBM) and 2. a medium range ballistic missile (MRBM). The results indicate that for 6 degrees of freedom (6 DOF) hardbodies, ATDCI geometrical pattern reference libraries should be optimized to accommodate the extreme variable gradient geometries for tumbling midcourse targets. For boost-phase missile hardbody occultation by missile exhaust plumes, segmentation and feature extraction should be implemented in each bandpass before processing to the ATDCI classifier. This study demonstrates that although the plume/hardbody system edges were extracted, the geometry of the target edge often deviated from symmetry.

Automatic image processing systems suffer from high engineering costs that are necessary to adapt the configuration of the system to the problem under consideration: As a consequence, this paper presents an approach to reduce these costs by applying optimization methods to the setup and the configuration of an image processing system. We report on experiments in which we automatically select adequate subsets of textural features from a large set of potential candidates. In addition we tell how and why training pattern selection is used as a part of the optimization process. Finally we show how genetic programming can be used for the construction of new genetic feature sets, This method has no conventional pendant and offers an interesting way to complement the algorithms made by humans.

Fast-Neutron Transmission Spectroscopy (FNTS) is being investigated for detection of explosives in luggage or other small containers. This technique uses an accelerator to generate nanosecond-pulsed deuteron beams that strike a target, producing a white source of neutrons. Elemental distributions along projections through the interrogated object are obtained by analyzing neutron transmission data. Tomographic reconstruction is used to determine the spatial variations of individual elemental densities. Elemental densities are combined in a detection algorithm that indicates the presence or absence of explosives. The elemental unfolding and tomographic reconstruction algorithms have been validated by application to experimental data. System studies have been performed to study the operational characteristics and limitations of a FNTS system, and to determine the system's sensitivity to several important parameters such as flight path length and the position of the interrogated object.

This paper describes an algorithm fur fusion of tracks created by Radar and IR sensors at remote sites, It is assumed that these sensors are synchronous and the tracks are transmitted to a central station at the same rate. Since these sensors have non-unity probability of detection (P-d < 1), the transmitted tracks contain gaps due to missed detection. In addition, false tracks may be created which will result in number of tracks created by each sensor being greater than the number of targets. This paper describes a track fusion algorithm which involves processing the remote tracks at a central station where track ro track correlation is performed using a track matching algorithm and false tracks are eliminated, At any update time, if it is found that a track has not been updated, it is propagated from its last update time. Correlated tracks are fused and the library of track files is updated at the central station by the newly created fused trade. Results of preliminary algorithm testing are presented.

A novel automatic change detection procedure has been developed using multi-spectral imagery for a number of important applications including the surveillance of enemy military installations, detection of military vehicle movements, battle damage assessments and monitoring of environmental changes. The proposed approach consists of key algorithm components that includes data normalization, image registration and distance measurement. The algorithm is selected based on performance and computational considerations for near real-time implementation. Limited study on real multi-spectral data has shown that the performance of our proposed change detection approach is far superior to that of standard techniques. Example results using M7 imagery are presented to illustrate the performance improvements of this approach over the other techniques.

Angle of arrival estimation using beam-space MUSIC is implemented by nonuniformly subbanding the spatial spectrum of an antenna array using wavelet transform. The resulting spatial spectrum is thus composed of beam-space elements with dyadically proportional beamwidths. Wavelet based spatial filtering is compared with that of the DFT in the context of direction of arrival estimation (DOA) performance, Issues of sidelobe level and mainlobe resolution are addressed.

As passive millimeter wave sensor technology matures, algorithms which are tailored to exploit the benefits of this technology are being developed. The expedient development of such algorithms requires an understanding of not only the gross phenomenology, but also specific quirks and limitations inherent in sensors and the data gathering methodology specific to this regime. This level of understanding is approached as the technology matures and increasing amounts of data become available for analysis. The Armament Directorate of Wright Laboratory, WL/MN, has spearheaded the advancement of passive millimeter-wave technology in algorithm development tools and modeling capability as well as sensor development. A passive MMW channel is available within WL/MN's popular multi-channel modeling program Irma, and a sample passive MMW algorithm is incorporated into the Modular Algorithm Concept Evaluation Tool (MACET), an algorithm development and evaluation system. The Millimeter Wave Analysis of Passive Signatures system (MAPS) provides excellent data collection capability in the 35, 60, and 95 GHz MMW bands. This paper exploits these assets for the study of the PMMW signature of a High Mobility Multi-Purpose Wheeled Vehicle (HMMWV) in the three bands mentioned, and the effect of camouflage upon this signature and autonomous target recognition (ATR) algorithm performance.

In practice, Multisensor systems use dissimilar sensors having different data rates. Such sensors may also have inherent delays as well as communication delays. Recently the authors developed a track fusion algorithm that attempted to account for realistic constraints of sensor fusion. The objective of this paper are two folds. First, it shows that the synchronous track fusion problem can be derived as a special case of the developed track fusion algorithm. Second, using simulated target tracks, the performance of the asynchronous track fusion (ASTF) algorithm is analyzed and compared to an existing fusion algorithm. Different sensor data rates and communication delays are used in the simulations.

We believe that the coastal estuaries of the Gulf of Maine during spring runoff are among the worst possible cases for the measurement of phytoplankton chlorophyll by satellite colorimetry. Five coastal sections were sampled during, May, 1996, extending from the 100m isobath shoreward to the mouths of major rivers in the southern Gulf of Maine. Maine. Water columns were dominated by short wavelength absorbing materials of terrestrial origin (yellow substances) which, like many coastal areas, are inversely correlated with salinity. Excluding water absorption which is negligible at short visible wavelengths, we have modeled the system using two major absorbers: dissolved yellow substances and particulates. In Gulf elf Maine coastal waters during spring, 80-90% of the total absorption coefficient at short visible wavelengths is due to yellow substances. At salinities greater than 30 parts per thousand and at wavelengths longer than 450nm, the dominance of dissolved yellow substances decreases.

Correlation filters designed for automatic target recognition can be used for assisting trackers. We show that a tracker may use the filters for independent verification of the target as necessary. In particular, a form of the filters known as unconstrained correlation filters is shown to be optimal from a detection standpoint. An example is given to illustrate the concept of target reacquisition when the tracker's lock is broken.
