[目的]采用高效液相色谱测定烟台柴胡全草提取物中芦丁和槲皮素的含量。[方法]色谱柱为Agilent C18(250 mm×4.6 mm,5μm),流动相为乙腈-水(含浓度0.1%磷酸),采用梯度洗脱方法,流速为1.0 ml/min;检测波长为360 nm。[结果]平均回收率分别为100.47%和99.50%,RSD分别为1.34%和0.41%。烟台柴胡全草中的芦丁和槲皮素的平均含量分别为83.00和102.68μg/g。[结论]该方法准确可靠,可用于测定烟台柴胡全草中的芦丁和槲皮素的含量。

As police personnel carry out their mandates of enforcing the law, maintaining order, and serving the public, they are entrusted to "practice what they preach." They are expected to abide by the rules, laws, and ethical principles that apply to them as they hold private citizens to account for violations of laws. When the police do not live up to this standard by committing police misconduct, it can tarnish not just the individual officer, but the department and jurisdiction as well. Police misconduct is a concern for society as police misbehavior can result in negative outcomes, such as distrust by the citizenry, poor police-community relations, and litigation. Therefore, it is important for academics and police administrators to gain a better understanding of why police personnel engage in occupational deviance. A sizable literature has identified several individual, organizational, and community-level correlates of police misconduct, but there is a general dearth of knowledge concerning criminological explanations for police misconduct. The purpose of this study was to assess the potential relationship between self-control and police misconduct utilizing two versions of self-control theory. The primary objectives of the dissertation were to: (1) investigate whether self-control predicts police misconduct; and, if so, (2) identify which version of self-control theory best explains police misconduct. The original version of self-control theory (Gottfredson and Hirschi, 1990) hypothesizes that crime and deviant behavior are the result of low self-control, which is characterized by impulsivity, a preference for simple tasks, a proclivity for risk-seeking activities, self-centeredness, and a quick temper. More than a decade later, Hirschi (2004) revised the theory in an effort to address several shortcomings of the original theoretical model. Digital forensics is a science of laws and technologies fighting against computer crimes. It can be divided into two sub-areas, computer forensics and network forensics. Network forensics is still a frontier area of digital forensics and is the focus of this dissertation. This dissertation proposes to classify network forensic investigations into three categories based on the time when law enforcement officers conduct investigations in response to a cyber crime incident. Proactive investigation is defined as the investigation before a cyber crime incident happens; real time investigation is the investigation during the cyber crime incident; retroactive investigation is the investigation after the cyber crime incident. This classification in terms of incident timing helps people understand related laws since laws are different if the investigation timing is different. This dissertation presents a holistic study of the relationship between laws and network forensic investigations and believes that this framework provides a solid guidance for digital forensic research. With the guidance of the framework, this dissertation invents two techniques for real-time investigations. The first technique is to use the guidance to trace communications in anonymous network. Both wired and wireless networks environment are considered. Law enforcement can conduct real time investigation with a low level authorization. for other entities such as administrators in campus, the proposed technique is free for administrators without law issues. The second technique is to locate a suspect target in/outside a building with a hand-held device. Under the guidance of the framework, a wireless network forensic tool HaLo (Hand-held Locator kit) was developed for law enforcement in real time investigation. HaLo is transformed from a Nokia N900 smartphone and locates a suspect target in/outside a building with received Wi-fi signal strength while the suspect is committing a crime. Key Words: Networ

The purpose of this dissertation was to identify and understand the dimensions of leadership of those African Americans, who are effective as the chief executive officer (CEO) of a municipal law enforcement agency, and thereby to educate and inform both those aspiring to be police chiefs and those presently serving as police chiefs, particularly African Americans. four content areas were examined to gain a better understanding of the research question: (1) Police executive leadership literature; (2) African American leadership; (3) The trait theory of leadership; (4) emotional intelligence. Study participants were all African American police chiefs with the expertise and requisite knowledge of municipal police chief leadership. The Delphi method was used, resulting in the emergence of judgments based on anonymous responses during multiple iterations. Consensus for the purpose of this study was defined as exceeding an 80% overall composite score of agreement among the panel of experts. The study results produced 34 consensus dimensions based on each receiving a composite score of 85% or higher. This resulted in the panel of experts identifying 12 competencies, 12 qualities, and 11 attributes of management and leadership for an effective African American municipal police chief. While the study does not claim to identify a set of qualities that will ensure that an African American municipal police chief will be effective in the job, the identified dimensions should enhance the professional development of an aspiring African American municipal police chief. Additionally, the findings of the study support the assumption that African American municipal police chiefs are likely to encounter specific race-based challenges on their leadership journey and, therefore, should plan and prepare to overcome them. This dissertation explores how the application of new economic techniques associated with a "national economy" altered how government officials understood the function of the late colonial and the early independent Sudanese state during the two decades following the Second World War. Drawing upon previously unexplored collections, such as the personal records of British finance officials, Sudanese Ministry of finance files located in Khartoum, and documents from the World Bank and the International Monetary fund, the study sheds new light on the history of the Sudanese state. New techniques of planning, budgeting and accounting fundamentally challenged the way finance and other officials thought about the relationship between the state and the economy, and consequentially the nature and the role of the state itself. Another consequence of the adoption of new economic tools and techniques was that finance officials began to think of themselves differently. finance officials saw their role grow from the mere administration and auditing of distinct sites of imperial investment to the management and health of a unified economy. The self-image of finance officials and the ways in which they thought of their own expertise continued to change over time, as their understanding of the economy evolved. for example, during the 1960s, the image of a unified and independent economy began to fade as an ideal sought by some Sudanese finance officials. The persistence of ongoing economic crises demonstrated the limits of finance officials' ability to control the economic destiny of their country. The dissertation treats the last decade of colonialism and the first decade of independence as a unified period, challenging the colonial/postcolonial boundary. It merges the scholarship on the political economy of Sudan, with work on economic history and the history of science, pushing disciplinary boundaries. The concept of evidence plays an important role in the epistemology of science,a role that has been amplified recently within psychology with the advent of the evidence-based practice EBP) movement. However,psychologists have devoted little attention to exploring the meaning of the concept of evidence. The purpose of this project was to examine the concept of evidence in social contexts throughout history,in psychology,and finally in the EBP movement in clinical psychology,with the aim of elucidating: 1) definitions and contexts of employment of evidence throughout the history of Western thought,2) definitions and the role of evidence in psychology and EBP,3) philosophical and conceptual issues related to various conceptualizations of evidence and the implications of these for psychological practice and research. Historical,archival,and qualitative methods employed towards this end included: 1) a review of historical literature and sources on evidence,2) interviews with members of the APA Task force on EBP,3) a review of relevant archival records of Task force deliberations,4) a qualitative analysis of published articles that relate to the EBP movement,and 5) a review of philosophical treatments of evidence and conceptual issues that arise in the EBP literature. The historical review revealed that conceptualizations of evidence and its role in the generation of knowledge have shifted throughout human history and across social contexts. Shifts in conceptualizations of evidence within the narrower context of science have been accompanied by changes in scientific practices and conventions. A review of the evidence-based practice literature in psychology revealed a multitude of conceptualizations of evidence and its role within the EBP literature. This study was conducted as a result of the devastating effects of natural disasters on the lives of Special Needs Populations (SNPs) in the Texas Gulf Coast Region between 2000 and 2011. One of the issues that arose was poor shelter planning for SNPs. This study addressed the problem of temporary shelter provisions for SNPs and recommended how the sheltering process can be systematically improved for subsequent disasters. The study utilized an exploratory case study to evaluate how emergency shelters cater to people with access and functional needs in the Greater Houston Region of the Texas Gulf Coast. The study also included an analysis of the evacuation capacity of general population emergency shelters to determine if there was a mismatch between shelter access and the target population in the study region. Data was collected from Shelter Managers, Emergency Managers and Planners through an online survey, a telephone interview, and face-to-face interviews. Additionally, geographic information system (GIS) was used to model the evacuation capacity of general population emergency shelters to accommodate populations with access and functional needs. The findings revealed that the sheltering process for persons who required functional eeds support services (fNSS) is effective, but often improvised. Hence, there is a need to adopt and implement measures that improve shelter provisions for this population group. As a result of the findings, a set of recommendations are made in order to improve emergency sheltering for persons with access and functional needs.
