As the United States entered the second decade o f the 21st century, providing law enforcement services has been noted to be more complex than in any era in the nation’s history. Piloting law enforcement agencies through the challenges ahead has been identified as requiring their senior leaders to possess the highest levels o f leadership acumen. A gap in the literature existed regarding the lived experiences o f mid-level leaders as students in long term leadership development programs. The purpose o f this qualitative, phenomenological study was to explore the lived experiences of recent graduates o f the 251st Session of the fBI National Academy Program that occurred while they were participating as students of their National Academy Session. A goal o f this study was to gather and analyze data about the participants’ perspectives o f the National Academy’s contribution to the development o f senior law enforcement leadership skills. A purposeful sample of 11 recent graduates of the 251st Session of the fBI National Academy was utilized. Data collection occurred through the use o f interviews over the telephone. The interviews were conducted using open-ended interview questions. The data were subsequently analyzed using the modified van Kaam method as presented by Moustakas (1994). Nine core themes emerged regarding the 251st Session: the overall experience was positive; common challenges confronted the law enforcement leaders in the Session such as budget, personnel, and leadership issues; the participants had a high regard for their fellow students; learning from peers was a valuable element o f the Session; networking was a long-term benefit; the academic component o f was relevant and of a good quality; the instructors were credible, engaged, and effective; the fitness component was beneficial and relevant; and, internal communications could have been improved. Police officers experience a significant amount of occupational stress, such as long hours, and the unpredictable nature of their work; experiencing of critical incidents can be especially stressful (Pasillas, follette, & Perumean-Chaney, 2007; Violanti, 2004). This stress can lead to burnout, substance abuse, suicide, and symptoms of posttraumatic stress disorder (PTSD; Bloodgood, 2006). Therefore, availability of mental health services is especially necessary for this population; however, many psychologists postulate police officers are reluctant to utilize these services. Recent qualitative studies suggest police officers may instead have specific apprehensions regarding mental health service utilization (Bloodgood, 2006; Meyer, 2000). The current study reflects an empirical attempt to identify these apprehensions, determine if supervisors share these concerns, and determine if supervisors change behavior toward officers receiving treatment. In this study, active duty police officers and their supervisors with the San Antonio Police Department completed measures designed to determine their opinions toward seeking mental health services, towards individuals who have a mental illness, and about how their career may be affected if they sought treatment. Additionally, they were asked to respond to six scenarios, each describing an officer with different mental health treatment needs; supervisors were asked how they would respond to this officer, and subordinates were asked how they believed the department would respond. Officers reported more barriers to care and stigma associated with seeking mental health than supervisors. Supervisors expected officers would report more barriers to care and less stigma than officers actually reported. Attitudes toward seeking mental health services were positively correlated with attitudes toward individuals with mental illnesses and attitudes regarding the treatability of these individuals. This dissertation consists of two essays: the first investigates informed trading in the Chinese stock exchanges, and the second examines the persistency of correlation of currency future prices. for the first essay, using a sample of Chinese firms dual-listed in both the China mainland stock exchange and the Hong Kong stock exchange, I investigate the two types of informed trading - insider trading and trading derived from better analysis in the A-and H-share markets. The results suggest that H-shares have relatively more informed trading based on better analysis. In addition, the results from the firm size regression can also be seen as indirect evidence that larger firms tend to have trading with better analysis and less insider trading. These patterns are also confirmed in the sub-period analysis. However, I find no significant relation between informed trading and the relative pricing of A- and H-shares. for the second essay I examine the dynamic correlation between currency futures prices, focusing on the persistency of correlation of currency prices. Using the Dynamic Conditional Correlation model developed by Engle (2002), this study incorporates time-varying correlations into the analysis. The sample includes eight currency futures traded on the Chicago Mercantile Exchange from 1999 to 2008 and the U.S. dollar index future. The study finds that the Canadian dollar has the greater persistency while the Brazilian real has the weakest. No less important, the study finds that the time-varying conditional correlation between currency futures and the U.S. dollar futures is influenced by two types of liquidity: price impacts (Amihud illiquidity) and the logarithm of trading volume.

Qualitative phenomenological methodology was used to explore the lived experiences of African American women diagnosed with breast cancer. Phenomenology focuses on the meaning of the lived experiences of individuals experiencing a concept, structure, or phenomenon (Creswell, 2007). The purpose of phenomenological research is to identify phenomena as perceived by the individual. Utilizing an existential perspective, the focus of this study was to uncover meaning which defined the essence of the participants’ experiences. Seven African American women diagnosed with breast cancer participated in this study. The participants’ ages ranged from 33-63 years. A semi-structured interview process with open-ended questions was utilized to gain an understanding of the participants’ personal experiences related to the phenomenon. Data was analyzed using Interpretative Phenomenological Analysis (Smith, 2004) to ascertain emergent themes and to interpret the meaning of the participants’ breast cancer experience. Seven common themes emerged from the cases. Those themes included: spirituality; support systems; self-care; resiliency; existential meaning; education; and perception of counseling. These seven themes will help to provide insight into how counselors can help to facilitate emotional wellness within this particular population. Implications and recommendations for counselor educators, counselors, and counselors-in-training with this population are also addressed. This dissertation examines the discourse of biofuels development in Kansas as promoted by rural growth machines. Corn-based ethanol production capacity and use in the United States has grown exponentially between 2000 and 2009, culminating with the 2007 Energy Independence and Security Act's 36 billion gallon Renewable fuels Standard 2. At the national level, biofuels development is promoted by the media as important to national goals such as energy/national security, economic growth, and environmental improvement. Examination of the biofuels discourse employed content analysis of newspaper articles as well as in-depth individual interviews and focus groups. The analysis revealed that rural growth machines created an ethanol discourse similar to the one promoted at national level, but with an almost exclusive emphasis on the economic development frame. The rural growth machine's ideological hegemony promoting ethanol development in the region was maintained through their power of creating and disseminating information. for the issue of biofuels development in Kansas, the analyzed newspapers played both conduit and contributor roles, as newspaper coverage strongly supported the interests of growth machines when the subject was local economic growth opportunities. Members of the rural growth machines set an exclusive and one-sided discourse to legitimate their pro-growth activities and to portray the ethanol development projects as corresponding with the wider good of these communities. Because of dwindling demographic and economic bases as well as scarce natural resources, local political and economic elites approached the issue of growth form a standpoint of hegemony. They promoted growth to carry out their own political and economic agenda while there was a strong desire among the residents for almost any type of economic development. This might explain the weak opposition to the actions of the growth machine in these rural settings.

This study investigated the relationships and differences between safety climate attitudes and self-efficacy among a cohort of union railroad employees that have completed a safety training program. The participants of this study were limited to transportation employees who operate and control the trains. These employees are the locomotive engineers and the conductors. The study was intended to provide information that will assist railroads in reducing or even eliminating human factor train accidents and injuries through the understanding of the relationship and differences in safety climate attitudes and self-efficacy. The knowledge gained through this study may also be utilized in other high risk or high-consequence industries such as the airline industry. The study utilized the Hall Safety Climate Instrument (HSCI) (Hall, 2006) and the Generalized Self-Efficacy (GSE) (Schwarzer & Jerusalem, 1993) as the survey instruments. The data was gathered for this study utilizing an online survey host. Although there was a positive relationship between safety climate attitudes and self-efficacy, this relationship was weak. This study not only cast new light upon the relationship of safety climate attitudes and self-efficacy, the study also cast light upon subject matters that were not necessarily the goal of the study. The study also indicated that there may be some serious problems in the railroad industry between management and these employees. Based upon the data that was gathered and analyzed in this study, the study contains recommendations for the major operating railroads in the United States as well as the United Transportation Union.

This study explores the lived experiences of members of the Alamo Band of the Navajo Tribe for evidence of a unique ethnic identity within the Navajo Nation. Contemporary oral traditions of the Alamo Band reveal their identity as a distinct people as enunciated in stories, personal experiences, phrases, and statements contained in life story interviews of the Alamo people. Phenomenological analysis was applied to ten life story interviews obtained on and around the Alamo Navajo Reservation. The analysis clarified seven themes indicating how the participants perceive their own history, identity, and place in the Navajo world. Examination of the seven themes (fatalism, family, Education, Culture, Origins, Place & Identity, and Hardship) resulted in interpretive findings of identity confusion arising from conflicting elements in the traditional Navajo worldview and the hegemonic Anglo culture. This study argues that traditional Navajo culture, Apache intermarriage, and historical circumstances shape the contemporary Alamo identity. In the United States, electricity consumers are told that they can "buy" electricity from renewable energy projects, versus fossil fuel-fired facilities, through participation in a voluntary green power program. The marketing messages communicate to consumers that their participation and premium payments for a green label will cause additional renewable energy generation and thereby allow them to claim they consume electricity that is absent pollution as well as reduce pollutant emissions. Renewable Energy Certificates (RECs) and wind energy are the basis for the majority of the voluntary green power market in the United States. This dissertation addresses the question: Do project developers respond to the voluntary REC market in the United States by altering their decisions to invest in wind turbines? This question is investigated by modeling and probabilistically quantifying the effect of the voluntary REC market on a representative wind power investor in the United States using data from formal expert elicitations of active participants in the industry. It is further explored by comparing the distribution of a sample of wind power projects supplying the voluntary green power market in the United States against an economic viability model that incorporates geographic factors. This dissertation contributes the first quantitative analysis of the effect of the voluntary REC market on project investment. It is found that 1) RECs should be not treated as equivalent to emission offset credits, 2) there is no clearly credible role for voluntary market RECs in emissions trading markets without dramatic restructuring of one or both markets and the environmental commodities they trade, and 3) the use of RECs in entity-level GHG emissions accounting (i.e., "carbon footprinting") leads to double counting of emissions and therefore is not justified. The town of Coloma, Montana was settled in the early 1890s as the home of several gold mining companies and their associated employees. Like so many boom towns, the residents had all but abandoned Coloma by 1916. This initial boom phase for Coloma transpired during a critical point in the emergence of modern capitalism, specifically in changing corporate managerial practices. A multi-company open town, Coloma lacked many of the typical characteristics of a paternalistic community, such as scrip and strictly segregated housing. Instead of outright domineering and controlling managerial practices, companies at Coloma manipulated and coerced their work forces through the control of the food provisioning system. This study demonstrates that companies at Coloma dominated the purchase, distribution, and consumption of food through the establishment of a centralized store and company-associated boardinghouses. Companies also offered meals as a type of labor mobilization feast to entice and retain labor populations. To explore the varying degrees of manipulation, this study employs the concept of the system of provision to organize a multi-scalar analysis that addresses the importation, distribution, preparation, and consumption of food products at Coloma. Through the lens of food distribution, this study examines archaeological materials and historical documents to show the extent to which Coloma's companies employed manipulative managerial practices.

This dissertation consists of three essays. The first essay is an experimental study that examines a relative new type of arbitration called &agr;-final Offer Arbitration. The second is a theoretical study that introduces inequality aversion as a new explanatory factor for low agreements rates during disputes under arbitration mechanism. The final essay analyzes the effects of different polices on the price stricter in a two-sided market monopoly. Promising results to improve arbitration used in the field are obtained from Amended final Offer Arbitration (AfOA), which outperforms final-Offer Arbitration (fOA) and weakly outperforms Conventional Arbitration (CA). The first essay presents an experiment to evaluate a more general case of AfOA, &agr;-final Offer Arbitration (&agr;-fOA). This mechanism is similar to a second-price auction, which punishes the loser with a value proportional (&agr;) to the difference between her final offer and the arbitrator's fair settlement. The experiment furthermore divides the pool of subjects within a session into two groups according to their estimated risk preferences in order to assess how the contract zone depends on the relative risk preferences of the subjects involved in negotiation. Although agreement rates overall are low, the results show that &agr;-fOA has a significantly higher agreement rate than both CA and fOA. Contrary to theoretical prediction the more risk-averse group of subjects does not have a higher agreement rate than the less risk-averse group of subjects. The second essay proposes an as yet unstudied factor to explain disagreements between disputants under &agr;-final Offer Arbitration and Conventional Arbitration. Using a utility function proposed by fehr & Schmidt (1999) that includes inequality aversion, the model predicts that two risk-neutral disputants will not reach an agreement if one of them has positively biased beliefs about the size of the pie.
