This work is an experiment, an almost alternative dissertation. It is best digested openly and should the reader choose to keep to tradition expect to be challenged, maybe even uncomfortable, maybe even enlightened. This project seeks to challenge the status quo in academia as well as systems that impede our ability to communicate most effectively. It is the story of Berkeley Liberation Radio (BLR) presented in the research as a documentary entitled “Berkeley Liberation Radio: Micro Power for the People.” Additionally, the story is told by BLR’s diverse collective, a group of informal critical race theorists who desire to create “an alternative, diverse, vibrant society and community free of racism, sexism, homophobia, and all other forms of oppression” (Mission). This dissertation serves to fulfill gaps in the current literature and provide a catalyst for unification of the larger movement of media activism. furthermore this “dissertatiumentary” represents symbolic justice, standing in solidarity with micro radio broadcasters all over the world for without them there would be no low-powered frequency modulation (LPfM) or community radio. The documentary chronicles the lives of 15 members of the BLR collective over the course of a year as well as solicits public opinion at large to assess individual perceptions of micro radio broadcasting at various happenings and street locations throughout the Bay Area. Using documentary as the means for data dissemination affords more opportunity to access this knowledge and determine for oneself if pirate radio broadcasters are the fCC criminals they are made out to be of if they are servants of humanity? Thus dissertatiumentary feels like liberation as I was able to approach education using my whole self and not just what is confined to the compartmentalization of my head. This dissertation focuses on voting as a means of preference aggregation. Specifically, empirically testing various properties of voting rules and theoretically analyzing how much information it takes to make tampering with an election computationally hard. Groups of individuals have always struggled to come to consistent and fair group decisions and entire fields of study have emerged in economics, psychology, political science, and computer science to deal with the myriad problems that arise in these settings. In my research I have sought to gain a deeper understanding of the practical and theoretical issues that surround voting rules. This dissertation lies within the field of computational social choice, a subfield of artificial intelligence. This cross disciplinary area has broader impacts within the fields of economics, computer science, and political science. My theoretical work focuses on the computational complexity of the bribery and manipulation problems. The bribery problem asks if an outside agent can affect the results of a voting scenario given some budget constraints, while the manipulation problem asks if one or more voting agents can strategically misrepresent their votes to induce a more preferred outcome. These questions seem to hinge on the amount of information an agent has. In this work I investigate the situations where the agents have access to perfect information, uncertain information, and structured preference information. I find that, depending on the structure and type of information, the complexity of the bribery and manipulation problems can range from computationally easy to computationally intractable. Equally critical to the theoretical aspects of voting are empirical tests of existing assumptions. I have identified a large, sincere source of data with which to test many assumptions in the social choice and voting theory literature. Minimizing Image Misregistration during PET/CT-guided Percutaneous Interventions with Monitored Breath-hold PET and CT Acquisitions

Purpose: To validate a monitored, breath-hold positron emission tomography (PET)/computed tomography (CT) acquisition technique for the minimization of respiratory PET/CT image misregistration and lesion distortion during PET/CT-guided percutaneous interventional procedures. Materials and Methods: Eleven patients referred for percutaneous biopsy or thermal ablation of tumors near the diaphragm were prospectively enrolled. Initial PET/CT scanning was performed by using a bellows device and monitored, same-level breath-holds for PET and CT acquisitions. Breath-hold PET consisted of nine 20-second breath-hold frames, yielding a 3-minute equivalent PET dataset. A second PET/CT scan was obtained without monitoring by using end-expiration breath-hold CT and free-breathing PET. PET/CT tumor misregistration and craniocaudal tumor diameter were measured on monitored and unmonitored PET/CT datasets. Data were analyzed by using nonparametric, two-sided, signed-rank statistical tests. Results: Mean PET/CT image misregistrations in the craniocaudal, anteroposterior, and transverse planes were 2.6 mm (range, 0-7 mm), 3.3 mm (range, 1-8 mm), and 2.7 mm (range, 0-8 mm) with monitoring and 14.7 mm (range, 0-49 mm), 7.6 mm (range, 1-24 mm), and 4.0 mm (range, 0-12 mm) without monitoring, respectively. Differences were significant for craniocaudal (P = .0087) and anteroposterior (P = .014) planes, but not for the transverse plane (P = .23). Mean craniocaudal target diameter was 2.5 mm (range, -2 to 9 mm) larger (ie, distorted) for unmonitored versus monitored PET (P = .061). Conclusions: Acquiring PET/CT datasets with respiratory bellows-assisted, monitored breath-holds improves PET/CT image registration versus unmonitored PET/CT and may facilitate accurate targeting during PET/CT guided interventions in anatomic regions subject to respiratory motion.

This article describes the life and work of the Dutch neurologist Joseph Prick (1909-1978) and his idea of an anthropological neurology. According to Prick, neurological symptoms should not only be explained from an underlying physico-chemical substrate but also be regarded as meaningful. We present an outline of the historical and philosophical context of his ideas with a focus on the theory of the human body by the french philosopher Maurice Merleau-Ponty (1908-1961) and the concept of anthropology-based medicine developed by frederik Buytendijk (1887-1974). We give an overview of anthropological neurology as a clinical practice and finally we discuss the value of Prick's approach for clinical neurology today.

The Candidates of the Liberal Unionist Party, 1886-1912

Historians have hitherto based discussion of the electoral performance of the Liberal Unionist Party on incomplete data regarding the candidates of the party, as published sources, including f.W.S. Craig's British Parliamentary Election Results, 1885-1918, the standard reference work, include a number of cases where the party label of a Unionist candidate (either Liberal Unionist or Conservative) is uncertain or incorrect. Utilising a wide range of primary and secondary sources, this article resolves a number of these cases, and thus creates the most accurate list of Liberal Unionist candidates available. The creation of this list allows for accurate analysis of the party's history, and the article makes some preliminary observations based on the data presented. Among these observations are that the Liberal Unionists comprised a consistent percentage of the overall Unionist Party in the house of commons, that the number of seats contested by Liberal Unionists remained steady through the January 1910 election, and that existing interpretations of the electoral pact between the Liberal Unionists and Conservatives may be flawed.

Machine learning methods for interfacing humans with machines is an emerging area. Here we propose a novel algorithm for interfacing humans with powered lower limb prostheses for restoring control of naturalistic gait following amputation. Unlike most previous neural machine interfaces, our approach fuses control information from the user with sensor information from the prosthesis to approximate the closed loop behavior of the unimpaired sensorimotor system. We present a Bayesian framework to control an artificial knee by probabilistically mixing of process state estimates from different Kalman filters, each addressing separate regimes of locomotion such as level ground walking, walking up a ramp, and walking down a ramp. We show its utility as a mode classifier that is tolerant to temporary sensor faults which are frequently experienced in practical applications.

Understanding the nature of the link between neuronal activity and BOLD signal plays a crucial role i) for improving the interpretability of BOLD images and ii) on the design of more realistic models for the integration of EEG and fMRI. The aim of this study is to investigate the neural mechanism underlying hemodynamic behavior in a series of visual stimulation frequencies and explore possible implications for the neurovascular coupling. We studied the relationship between electrophysiological and hemodynamic measures by performing simultaneous steady state electroencephalography (EEG) and fMRI recordings in a healthy human subject during a series of visual stimulation frequencies (6 Hz, 8 Hz, 1 0 Hz, 1 2 Hz). BOLD amplitudes were computed for voxels within an anatomical mask which was obtained by mapping the significantly active voxels using general linear modelling (GLM) on fMRI data. On the same anatomical map, EEG power time series belonging to the fundamental frequency and its harmonics due to the stimulation are estimated using a distributed source imaging technique. The neuronal efficacies which represent the vascular inputs driving the BOLD response are estimated by use of an extended version of Balloon model. A nonlinear relationship is demonstrated between the mean EEG source powers and the neuronal efficacies driving the BOLD response. The result suggests that BOLD signal which is an indicator of the metabolic demand of both synchronized and non-synchronized neuronal activities;changes independent of EEG activity which is a measure sensitive to the synchronicity of neuronal activity.

In this paper, investigation of wire bonding, bumping and assembly related failures are performed using optical microscopy, secondary electron microscopy and transmission electron microscopy. Also, the understandings of the failures and root causes are presented. for example, corrosions caused by contaminant such as fluorine and Cu precipitates on Al-Cu alloyed bond pads that lead to discolored or non-stick on pads problem are discussed. In addition, the formation of small bumps when oxide/silicon nitride passivation is employed and chipping at die edges caused during assembly that leads to open-circuit are studied. In conclusion, possible solutions of these failures are recommended to achieve robust assembly and packaging.

Verification is a major bottleneck in today's circuit and system design. This includes the tasks of error detection, error localization, and error correction in an implemented design as well as the analysis and avoidance of transient faults. for all those tasks, knowing for how long values of signals influence the system is important. In this paper, we propose a minimal and maximal latency measure for sequential circuits. This measure explains how long a circuit's state and outputs depend on input stimuli. Exact and heuristic algorithms are proposed to determine the measure. Experiments show that the measure provides insight into the behavior of circuit designs.

In this paper the effect of unreliable buffer memory on Turbo equalization is investigated. Under the assumption that the resulting bit errors are uniformly and independently distributed on receive and LLR buffer output, the effect of unreliable memory on the channel capacity is analyzed. It is further shown, that extrinsic information transfer and bit error rate (BER) performance of a conventional Turbo Equalizer are heavily degraded. Based on these observations a fault tolerant (fT) Turbo Equalizer is derived, which considers the memory error characteristics by using a modified transition metric for the involved MAP equalizer and decoder. It is demonstrated, that the fT Turbo Equalizer can effectively compensate memory errors and thus yields a significantly improved BER performance.
