This thesis measures the organizational effectiveness of public-private partnerships (PPPs) by using the DOE’s Clean Cities PPP program as a case study. A survey was sent to 109 Clean Cities coordinators with questions pertaining to coalition characteristics and strategies. The survey results formed the basis for the analysis of the effectiveness of the coalitions. Coalitions can have an independent or subsidiary organizational structure. furthermore, the broad/overarching organizational structure of Clean Cities coalitions serves as an important characteristic that determines a coalition’s organizational operations. In measuring the Clean Cities program in terms of organizational effectiveness, the structure of coalitions (e.g., independent and subsidiary) appeared to be a central variable to use in differentiating the coalitions. By examining statistically if independent and subsidiary coalitions were the same or different across several categories (e.g., coalition characteristics and collaboration success with various stakeholders), this research found that the broad/overarching organizational structure made no difference in the ability of members to deliver results successfully. However, some differences were found in examining if subsidiary and independent coalitions were the same or different across other categories that could not be examined statistically, such as other coalition characteristics and the strategies members use in carrying out their organization’s mission statement. from this analysis, it can be concluded that even though a coalition’s broad/overarching structure makes little to no difference in determining organizational success, how an organization’s internal structure is developed and/or managed was found to be important to members in delivering results successfully. This thesis explores the agency of gardens in the post-apartheid landscape of South African townships, where daily life is impacted by poverty, racial segregation, HIV/AIDS, and violence. Amid these challenging circumstances, township residents commonly make and tend gardens. Contemporary scholarly research demonstrates that garden making can be a mentally and physically sustaining endeavor, cultivating hope and purpose. Gardens can be places of respite, escape, and memory; microcosms of desired realities; and opportunities to express defiance, resistance, and pride. The practice of gardening in the township context is conceptualized as a tactical operation, performed to negotiate adverse realities of everyday life. further, gardens are positioned as a vital component of "intimate infrastructure," defined as the physical manifestation of practices that support wellbeing of individuals and cohesion of community structure—a network of spaces marked by activity, vernacular ingenuity, and cultural exchange. This inquiry employed an ethnographic fieldwork methodology, supported by a literature review of formative precedent studies and concepts. The fieldwork occurred during March-July of 2009, in Khayelitsha, the largest settlement east of Cape Town in a region known as "the flats". The investigation took the form of "walks and talks," facilitated by a Xhosa guide and interpreter, to observe and document garden spaces and practices. "Khayelitsha" meaning "New Home" in isiXhosa, is a disenfranchised black township created under apartheid (literally "apartness" in Afrikaans). Apartheid was the South African government's systematic and forceful racial segregation of non-white peoples into rural "homelands" or urban "townships". Although apartheid was officially dismantled in 1994, its legacy is entrenched in the physical articulation of space, social structures, and collective memory of modern-day South Africa. Europeanization and fYR Macedonia: towards a compound polity?

This contribution considers whether European Union (EU) pre-accession aid is contributing to the development of a more compound polity in f.Y.R. Macedonia and, specifically, the extent to which there is a process of Europeanization characterized by emergent features of multi-level governance. After examining the state of play concerning governance and politics, the different EU pre-accession instruments are discussed with a focus on the Instrument for Pre-Accession Assistance. The main argument advanced is that f.Y.R. Macedonia is a simple polity that is quickly evolving into a compound polity and that the EU accession process and the requirements of pre-accession aid are important factors in this evolution process. However, alongside EU-induced changes are other initiatives and processes that are often promoting change in the same direction that make it increasingly difficult to isolate the independent effect of EU pressures.

This is a study of the political ecology of land trusts and beginner farmers in coastal California. findings suggest that there is a cultural, political, and economic struggle taking place in the study area around agricultural land resources and access to land, particularly that held in public’s interest by land trusts. This struggle reflects national trends in the transition in values from nature-based conservation, to a vision of integrated agro-ecological conservation. Though land trusts continue to identify themselves primarily with the more traditional aspects of conservation, a moral economy, indeed a full discourse of local food was found to be influencing a shift in the portrayal of land trust identity and mission. Current popular trends towards the valuation of local food, through the local food movement, among other signs was reflected in the public image of land trusts. The vast discursive space between how land trusts self identify and how they portray themselves was also highlighted in farmer interviews. As entities of a neoliberalized state, land trusts are behooved to act according to public will. If the public will is shifting towards an increasing valuation of local food production, should that signal a shift in the type of conservation that is being performed in the name of public interest? 神经脱髓鞘疾病是中枢神经系统难治性疾病,髓鞘脱失后伴有各种基因表达的异常。明确这些基因的表达形式对脱髓鞘疾病的治疗具有重要意义。本研究利用0.2%cuprizone饲育C57BL/6小鼠6周制备中枢神经脱髓鞘模型,采用原位杂交技术对组织蛋白酶抑制剂cystatin f的mRNA表达进行研究。结果发现,正常野生型小鼠中枢神经系统中未见cystatin f mRNA的表达,而大量表达于脱髓鞘模型小鼠白质内。通过小胶质细胞标志物Iba1抗体免疫组化和c-fms的原位杂交研究发现,脱髓鞘模型小鼠白质内有大量激活的小胶质细胞。为进一步确定表达cystatin f的细胞类型,通过cystatin f原位杂交后Iba1免疫双染技术,确定cystatin f在中枢神经主要由激活的小胶质细胞表达,提示其表达与小胶质细胞活化和崩解髓鞘残骸清除有关。

Decomposition theorems in classical fourier analysis enable us to express a bounded function in terms of few linear phases with large fourier coefficients plus a part that is pseudorandom with respect to linear phases. The Goldreich-Levin algorithm [7] can be viewed as an algorithmic analogue of such a decomposition as it gives a way to efficiently find the linear phases associated with large fourier coefficients. In the study of "quadratic fourier analysis", higher-degree analogues of such decompositions have been developed in which the pseudorandomness property is stronger but the structured part correspondingly weaker. for example, it has previously been shown that it is possible to express a bounded function as a sum of a few quadratic phases plus a part that is small in the U-3 norm, defined by Gowers for the purpose of counting arithmetic progressions of length 4. We give a polynomial time algorithm for computing such a decomposition. A key part of the algorithm is a local self-correction procedure for Reed-Muller codes of order 2 (over f-2(n)) for a function at distance 1/2 - epsilon from a codeword. Given a function f : f-2(n) -> {-1, 1} at fractional Hamming distance 1/2 - epsilon from a quadratic phase (which is a codeword of Reed-Muller code of order 2), we give an algorithm that runs in time polynomial in n and finds a codeword at distance at most 1/2 - eta for eta = eta (epsilon). This is an algorithmic analogue of Samorodnitsky's result [17], which gave a tester for the above problem. To our knowledge, it represents the first instance of a correction procedure for any class of codes, beyond the list-decoding radius.

Remotely sensed data are widely used to identify, delineate and characterize wetlands. Optical data provide interesting information on land-use and land cover but are limited to cloud-free periods and to a description of the top layer of the vegetation strata because penetration depth is very small. for these reasons, it is not possible to precisely inventory wetland vegetation and agricultural practices, as well as water cycles and water levels in these areas with passive remote sensing techniques. The objective of this article is to evaluate fully polarimetric RADARSAT-2 time-series datasets to determine the water cycle dynamics, in order to delineate precisely potential, effective and efficient wetlands. To that end, the development and validation of a supervised PolSAR segmentation including multi-temporal analysis of wetland evolution, and the investigation of polarimetric decomposition methods for quantitative physical parameter inversion algorithms are presented. The proposed methodology is based on the segmentation of a polarimetric descriptor, the Shannon Entropy, which has been shown to be a very sensitive parameter to the temporal variability of flooded areas. The results have been validated using soil moisture measurements in the field and a LiDAR image. They show that it is possible to produce detailed water feature maps useful for delineating water tables as well as water-saturated areas, and for monitoring water area dynamics. These products provide useful information to identify and delineate wetlands in order to support conservation and management in these ecosystems across large areas.
