针对微电网并网对配电网运行带来的新问题,在研究微电网运行控制技术基础上设计了一种微电网运行控制系统。首先提出了基于IEC 61850的微电网三层控制架构设计,着重介绍控制系统核心装置——微电网运行控制器,并给出了三层控制方式下的微电网运行模式和自适应控制策略。系统应用于河北承德风光储微电网发电站。运行结果表明:基于三层架构设计方法解决了微电网运行模式切换快速性和上级调度系统慢速性的矛盾,实现了与配电网的柔性连接和分布式能源的就地充分利用。

La situación económica de la Argentina

Argentina aplica un modelo de desarrollo económico con inclusión social y en doce años se han mejorado sensiblemente los principales indicadores económicos, como resultados de 31 acciones de gobierno aplicados de 2003 a la fecha. En la raíz de la actual crisis global destacan tres problemas básicos: cómo desbaratar la hegemonía del sector financiero globalizado y de sus agentes locales; cómo restablecer la potestad soberana del Estado para cumplir con su rol histórico de impulsar un desarrollo incluyente y sostenible; y cómo redistribuir la riqueza, el conocimiento para dar sustento económico, político y social a ese proceso. Se advierte que las conquistas obtenidas hacen muy difícil un retroceso; pero aun cuando así fuera, la política económica neoliberal no podrá exhibirse más como la única posible. Argentina applies a model of economic developing with social inclusion and in twelve years the principal financial indicators have improved noticeably, as a result of 31 actions of government applied since 2003 to date. In the root of actual global crisis highlight three basic problems: how to disrupt the hegemony of the globalized financial sector and its local agents; how to reestablish the sovereign power of the State to fulfill its historic role of promoting inclusive and sustainable development; and how toreallocate wealth, the knowledge to give economic, political and social sustenance to that *** warns that the obtained conquests make avery difficult setback;but even if so, neo-liberal economic policy may not be more exhibit as the only possible.

Teachers are considered one of the most important factors to improve educational quality (Odden, 1992; Alexander and Salmon, 1995; ferguson and Ladd, 1996; Morduchowicz and Marcón, 1996; Darling-Hammond, 1999 and 2003; Santiago, 2002; Unesco’s Bureau of Education for Latin America (OREALC) / United Nations Educational, Scientific and Cultural Organization (UNESCO), 2005; Vaillant, 2008; Vegas and Petrow, 2008; Organisation for Economic Cooperation and Development (OECD), 2009; Hanushek, 2010). In different countries, teacher salaries represent the bulk of education spending: staff compensation adds up to between 70% and 90% of the sector’s resources (Alexander and Salmon, 1995; Swanson and King, 1997; Morduchowicz, 2004). It is not surprising that a considerable amount of the economics of education literature focuses on the regulations and characteristics of the teaching career which consists of the norms that regulate recruiting, hiring, professional development, and firing (Santiago, 2002). Can the design of the teachers’ career structure influence the quality of teachers and therefore improve educational quality? This study analyzes the teachers’ career structure in the City of Buenos Aires with a focus on economic and political studies in order the shed light on the current state of the academic and policy discussion. After describing a) the state of the art of the teachers’ career structure academic and policy-oriented literature, and b) analyzing the design of the teaching career in the City of Buenos Aires; it shows that the current framework has positive aspects and negative aspects. Although the rules of the game are clear, a) the incentives are such that teachers must occupy school management positions in order to obtain a higher salary; and b) the teachers’ evaluation only matters for promotion.

Through critical discourse analysis, this thesis explores the construction of poverty and development within and across the United Nations Millennium Development Goals and the proposed post-2015 Sustainable Development Goals texts. The proposed post-2015 Sustainable Development Goals frame the international development landscape for the next 15 years, therefore it becomes imperative for civil society to understand their dominant economic schemes for poverty alleviation in order to adopt or oppose similar methods of poverty abatement. Deductively, this thesis investigates Keynesianism and neoliberalism, the dominant economic discourses whose deployments within the goals have shaped transnational frameworks for interpreting and mitigating poverty. It assesses the failures of the Millennium Development Goals, as articulated both by its creators and critics, and evaluates the responsiveness of the United Nations in the constitution of the proposed post-2015 Sustainable Development Goals in relation to these critiques through the lens of liberal feminist and World Social forum discourses. These activist and oppositional social discourses embody competing values, representations, and problem-solution frames that challenge and resist the dominant economic discourses in both sets of goals. Additionally, this thesis uses an inductive approach to critically analyze both sets of goals in order to identify any emergent discursive frameworks grounded in each text that assist in understanding the problems of, and solutions to, poverty.

foreign direct investment (fDI) greatly contributes to human capital accumulation by raising the demand for skilled labor and the incentive for participation in higher education. The goal of my thesis is to determine how fDI affects human capital development in China's Economical and Technological Development Zones (ETDZs) by using the four stages of fDI utilization as the object of study, which covers 30 Chinese provinces from 1995 to 2010. Data presented here is collected from the China Statistical Yearbook and the China Labor Statistical Yearbook with a focus period of the 2000s by comparing the differences between "before" (from 1995 to 2002) and "after" (from 2003 to 2010) the policy changes implemented in 2002. The fixed effect and random effect estimations were used to investigate how human capital accumulation was affected by the third wave of ETDZs were designated in China. Results demonstrated that the inflows of fDI during the 2000s have significant benefits for human capital development, whereas, no significant effects are found for higher education.

As stronger anti-money laundering (AML) and combating the financing of terrorism (CfT) controls were enacted post 9-11, trade based money laundering (TBML) has become an increasingly popular means for criminals and terrorist financiers to launder funds. Through invoice manipulation and trade diversion, TBML has the ability to transfer substantial amounts of money by disguising criminal proceeds as legitimate trade transactions. Yet nearly two decades after being identified as the emerging trend in laundering illicit funds by criminal organizations and terrorist financiers, TBML remains simmering on the back burner of priorities for financial institutions, the trade industry, enforcement officials, and regulators. This paper highlights the disastrous effects of TBML, including how the inherent distortion of the trade it relies upon leads to a myriad of concerns that ultimately affect both local economies and the global financial system as a whole. The environmental complexities TBML exploits (such as how questionable individual transactions are often obscured by high volume trade flows) were explored within the paper and vulnerabilities in both the trade and finance sectors were highlighted through the use of open source case studies. Current investigative and regulatory measures for combating TBML, including the review of existing best practices for TBML and the effectiveness of raising TBML awareness through the use of red flag indicators were examined. Ultimately, based upon the analysis within this paper, international and domestic policy recommendations for legislative changes were proposed. Elder financial exploitation in the United States is increasing as the older population continues to live longer. The financial exploitation of this population is a growing concern as older adults are losing billions of dollars in the United States annually to fraudulent schemes. The elderly are easy to target due to their increased wealth and the likelihood that they may suffer from mental or physical vulnerabilities. Older adults that are financially victimized may be unwilling to report abuse due to fear, embarrassment, lack of physical or cognitive abilities, or loyalty to exploitative family members. The underreporting of elder financial exploitation inhibits law enforcement and other government agencies in becoming more involved in seeking justice for those elders that have been or will be defrauded. An increase in detection, prevention, and reporting of elder financial exploitation can lead to the reduction of the financial victimization of older adults. financial institutions play an important role in the relationship between the financial assets of aging adults and the detection of fraudulent activity. financial institutions may reduce elder financial exploitation by utilizing their frontline staff, policies, procedures, training, and reporting methods to identify potential abuse of older adults. With constant growth of China's population and increasingly serious situation of farmland protection,the grain security has become a hot issue of *** study firstly elaborated grain security measures in grain exporters,such as the United States,Australia,and EU,and grain importers such as Japan,South Korea and *** line with these security measures,it analyzed implementation background of these ***,combining social and economic development situations and natural resource endowment of China,it revealed the implications of these measures for China and came up with policy recommendations for China's grain security.
