The entire ERCOT interconnection has become one control area, and one of ERCOT's major responsibilities is to maintain the interconnection frequency. This function is carried out by the frequency control system (FCS), which is part of the Power Operating system (POS). The POS/FCS interfaces with the Market Operating system (MOS). This paper presents the overview, implementation, tuning, and operational experience of the FCS. The ERGOT FCS actually represents the top level of a hierarchical AGC. Mr. Nelson presented this subject in a panel session of 2002 IEEE PES winter meeting. This paper reports both what Mr. Nelson had presented at the 2002 winter meeting and the updates and enhancements that have been made to the FCS since that presentation.

Due to serious environmental issues in recent years, renewable energy has been focused on all over the world to solve the issues. However, because of indirect characteristics such as variations of solar radiation intensity or wind speeds, the output of power generation utilizing renewable energy becomes unstable. As a result, frequency and voltage in the power system can fluctuate. To solve this problem, various methods to control the frequency variations have been studied and reported until now, one of which is based on High voltage direct current (HVDC) transmission line. This paper proposes a novel control scheme to reduce the frequency variations due to large penetrations of wind power and photovoltaic (PV) power, which is introduced to power flow control of HVDC transmission line with utilizing a notch-band pass filter in its frequency control system.

The Challenge to stabilize the grid frequency increases with the increment of renewable energy resources. system inertia/frequencycontrol is a significant concern for maintaining system stability with a fast response time during the load transition. This manuscript proposes surface-mounted permanent magnet synchronous generator (SPMSG) based wind energy conversion system (WECS) with a frequency support DC-link controlling loop and a converter protective DC-link voltagecontroller frequency support system. To achieve power exchange, the frequency control system (FCS) for the SPMSG-based wind turbine supports the grid-side virtual inertia. The DC-link voltage is disturbed during the load transition to maintain the frequency, while the electrolytic capacitor requires extra care regarding the DC bus voltage. This manuscript incorporates the FCS system with a supercapacitor and dynamic voltage limiter to avoid additional care of the DC bus voltage. A detailed analysis of systemfrequency with the additional load increment, normal connected load decrement, and various fault scenarios has been done. The proposed system is compared with the existing virtual inertia support (VIS). The simulation results show that the proposed frequency control system-based VIS efficiently limits the frequency deviations & DC-link voltage. The results are verified in the OPAL-RT 4510 real-time simulator environment to ensure the efficacy of the proposed system.

One of the major issues in the operation of an islanded microgrid is the frequency deviations caused by the variation of power production coming from non-dispatchable renewable energy sources. Using an appropriate controlsystem may allow the system to deal with the frequency deviation and allow the systemfrequency to be restored to its rated value. A wide-area systemfrequencycontroller sends a control signal to each of the dispatchable generating sources to enforce the frequencycontrol by using communication channels. However, the communication channels are susceptible to the time delays, which affect the performance of the frequency control system and potentially the system security. Also, the system parameters are uncertain due to the error in the modelling, variation in network topology, generations, loads etc. This study proposes a robust proportional and integral (PI) systemfrequencycontroller based on Kharitonov theorem (KT) considering the time delay of the communication system and the system parametric uncertainties. Simulation results demonstrate that the KT-based controller model has enhanced robustness compared to the conventional approaches of controller design.
