A goal-programming APPROACH TO OPTIMAL PRICE DETERMINATION FOR INTER-AREA ENERGY TRADING

This paper introduces a two-stage optimization process that can be used to determine local and inter-utility tariffs for a scenario. The scenario can include several power utilities with local demand of electrical energy. It can also be associated with a central authority that (a) co-ordinates the energy pricing, and (b) owns some generating units of its own, from which participating utilities are free to buy energy to meet their demands. The first stage of optimization minimizes the overall generation cost without any consideration of inter-utility energy pricing. It includes representation of generation cost at individual generating units, energy losses incurred in inter-utility energy transactions, availability of units, and shares of centrally generated energy that are consumed by individual utilities. The results of this stage provide optimal allocation of all utility and centrally owned units to satisfy the overall energy demand. The problem is defined as a linear programming model. Given the results of the first stage, the second stage maximizes a welfare function of the overall scenario, and thereby provides the tariffs for each energy transaction. Such transactions may be internal to an utility, arising from import and export of energy, or purchase of energy from centrally owned units. As a result of this optimization, the revenue deficits of each individual participant (utility or central authority) are fully recovered. This stage is formulated as a goal-programming problem. The complete algorithm is illustrated for a fifteen utility interconnected scenario that is derived from part of the Indian power system. Centrally owned generating units are also included. Results show the various advantages of the price-setting algorithm, and its dependence on inter-utility energy transfer.

A computer model has been developed to address the problem of attaining the most cost-effective balance when providing perimeter security at any given prison. The generalized analysis of security of perimeters (GASP) model evaluates the cost and performance of different prison perimeters in terms of several measures. The modelling process takes account not only of the site-specific problems such as perimeter shape, but also of the policy input of trade-offs between the various output measures of cost and effectiveness. goal-programming and multi-criteria decision-making techniques have been used.

Modeling tradeoffs in three-dimensional concurrent engineering: a goal programming approach

This paper proposes a goal-programming modeling approach to address three-dimensional concurrent engineering (3D-CE) problems involving product, process and supply chain design. The model enables straightforward representation of the interrelations among multiple objectives and analysis of tradeoffs among those that exhibit conflicts. The model is demonstrated through a discussion of integrality versus modularity in product and supply chain designs that is motivated by events that took place in the automotive industry over the last decade. A numerical example is used to illustrate the model and the paper concludes with possible extensions and guidelines for implementation. (c) 2004 Elsevier B.V. All rights reserved.

Cancer is one of the most common diseases worldwide and its treatment is a complex and time-consuming process. Specifically, prostate cancer as the most common cancer among male population has received the attentions of many researchers. Oncologists and medical physicists usually rely on their past experience and expertise to prescribe the dose plan for cancer treatment. The main objective of dose planning process is to deliver high dose to the cancerous cells and simultaneously minimize the side effects of the treatment. In this article, a novel TOPSIS case based reasoning goal-programming approach has been proposed to optimize the dose plan for prostate cancer treatment. Firstly, a hybrid retrieval process TOPSIS-CBR [technique for order preference by similarity to ideal solution (TOPSIS) and case based reasoning (CBR)] is used to capture the expertise and experience of oncologists. Thereafter, the dose plans of retrieved cases are adjusted using goal-programming mathematical model. This approach will not only help oncologists to make a better trade-off between different conflicting decision making criteria but will also deliver a high dose to the cancerous cells with minimal and necessary effect on surrounding organs at risk. The efficacy of proposed method is tested on a real data set collected from Nottingham City Hospital using leave-one-out strategy. In most of the cases treatment plans generated by the proposed method is coherent with the dose plan prescribed by an experienced oncologist or even better. Developed decision support system can assist both new and experienced oncologists in the treatment planning process.

Bi-level goal programming model for simultaneous microgrid investment and tariff design: A case study in the Volta Region of Ghana

The use of microgrids for remote rural electrification in developing countries requires solutions to technical and financial constraints involving variability in renewable generation and electricity demand, budget limitations, and underlying electricity tariffs. While previous research has evaluated a subset of these problems, to the best of the authors' knowledge, no attempt has been made to design an optimal tariff structure that promotes an isolated microgrid's business case for rural electrification. This work presents a new goal-oriented bilevel optimization model capable of simultaneously optimizing the microgrids tariff design-to offer full revenue recovery for the investor while also ensuring equitable electricity prices for low-income households-as well as optimizing the physical microgrid design. A case study of an off-grid island on Ghana's Volta Lake demonstrates the efficiency of the new tariff design over the existing policy. For a remote rural village, a 6kW solar PV, 5kW wind and 11kW diesel microgrid provide the highest lifecycle electricity supply adequacy at the lowest investment cost. Through scenario analysis, we demonstrate the implementation of an optimal tariff design capable of offsetting a 39 % revenue shortfall compared to an existing tariff structure while ensuring equitable electricity prices for lowincome households.

Managing for ecosystem services in northern Arizona ponderosa pine forests using a novel simulation-to-optimization methodology

Forest managers are faced with the difficulty of promoting multiple ecosystem services (ES) with an incomplete understanding of the complex ways these ES interact. We developed a quantitative model to help managers better understand the effect of different management options on eight ES over time. These ES were (1) Mexican spotted owl (Strix occidentalis lucida) habitat, (2) the harvest of merchantable timber, (3) the harvest of woody biomass for potential conversion to bioenergy, (4) northern goshawk (Accipiter gentilis) habitat, (5) scenic beauty, (6) fire hazard reduction, (7) carbon storage, and (8) restoration of pre-European settlement forest structure represented through larger quadratic mean diameters (QMD). We integrated production functions for these eight ES with a forest growth-and-yield model to simulate the effects of three management actions over a 45-year period in northern Arizona, USA. We scaled ES values based on their observed maximum and minimum values as a means to compare achievement levels between ES. These scaled ES values were input into a goal-programming model to identify the optimal management regimes given a corresponding set of five different management objectives. The combination of simulation modeling with goal-programming is a novel approach for evaluating ES responses to management and for optimizing ES attainment objectives. To illustrate the value of this novel approach, we designed management objectives to reflect the likely goals a forest manager may choose for each ES in this region. ES goals were distinguished at the forest- and stand-level spatial extents. Results demonstrate the flexibility of the ES optimization model to plan for a variety of situations and preferences. For instance, two ES management goals viewed as conflicting are the protection of Mexican Spotted Owl habitat and the reduction of fire hazard risk. In this article we try to illustrate that constraint logic programming (CLP) systems allow easy expression and solution of constrained decision problems. In order to do so, this paper proposes CLP solutions for two industrial linear optimization problems respectively using the Prolog III and the CHIP language. The first problem, a mixed linear multicriteria selection problem, illustrates the general linear rational solver. In order to fix some integer variables a branch and bound rounding heuristic is formulated. The second problem, a linear integer multicriteria location problem, is only concerned with integer finite domain variables and is particularly adapted to the CHIP system that provides a computation domain handling such variables.

Many planning models can be formulated as large-scale linear goal-programming problems in which the analyst and user must establish thousands of objective-function weights that reflect the priorities of the many goals. How to select such weights so as to have the resulting optimal solution be a suitable compromise solution is the main focus of this paper. We first describe the problem setting that gave rise to the need, here military personnel planning, and then a process by which a set of goal priorities and objective-function weights can be developed using Saaty's analytic hierarchy process.

How to target climate-smart agriculture? Concept and application of the consensus-driven decision support framework "targetCSA"

Planning for agricultural adaptation and mitigation has to lean on informed decision-making processes. Stake-holder involvement, consensus building and the integration of comprehensive and reliable information represent crucial, yet challenging, pillars for successful outcomes. The spatially-explicit multi-criteria decision support framework "targetCSA" presented here aims to aid the targeting of climate-smart agriculture (CSA) at the national level. This framework integrates quantitative, spatially-explicit information such as vulnerability indicators (e.g. soil organic matter, literacy rate and market access) and proxies for CSA practices (e.g. soil fertility improvement, water harvesting and agroforesty) as well as qualitative opinions on these targeting criteria from a broad range of stakeholders. The analytic hierarchy process and a goal optimization approach are utilized to quantify collective, consensus-oriented stakeholder preferences on vulnerability indicators and CSA practices. Spatially-explicit vulnerability and CSA data are aggregated and coupled with stakeholder preferences deriving vulnerability and CSA suitability indices. Based on these indices, relevant regions with the potential to implement CSA practices are identified. "targetCSA" was exemplarily applied in Kenya exploring group-specific and overall consensus-based solutions of stakeholder opinions on vulnerability and CSA under different consensus scenarios. In this example, 32 experts from four stakeholder groups who participated in two surveys were included. The subsequent analyses not only revealed consistently regions with high CSA potential but also highlighted different high potential areas depending on the applied consensus scenario. Thus, this framework allows stakeholders to explore the consequences of scenarios that reflect opinions of the majority and minority or are based on a balance between them.
